CONTRACT REVIEW
SURVEYING AND SAMPLING OF BULK MATERIALS
1. All sampling of suspected asbestos materials carried out by G & L Consultancy Ltd is based on our internal method ‘M3 – The Sampling of Bulk Materials, for Analysis to Determine the Presence of Asbestos’. This method is based on the HSE publication ‘Asbestos: The analysts’ guide for sampling, analysis and clearance procedures’. The important aspects of this method that I would like to bring to your attention are as follows: As required under the Control of Asbestos at Work Regulations 2002, sampling is carried out by methods that ensure dust release is reduced to as low a level as is reasonably practicable. Therefore an assessment of material type and likely dust release is carried out initially in order to determine the precautionary measures and sampling strategy required. Samples are taken of bulk materials using appropriate tools and techniques to suppress likely dust release whilst wearing respiratory protective equipment. Following sampling, all tools are cleaned or disposed of and the sampling point is repaired using a suitable surface sealant. The sample is contained in two labelled and sealed bags and transported to the laboratory for analysis. The number of samples taken depends upon the extent and type of material. At least one sample of each different type of material should be taken, and where large areas of similar materials exist, at least two samples will be taken. In all cases the number of samples taken will be depend on the judgement of the sampling officer on site, unless you specifically request in advance, the total number of samples required. If, however, the number of samples you request is far less than we would recommend, certain materials on site may not get identified. All asbestos surveys carried out by G & L Consultancy Ltd are based on the standard HSE publication ‘MDHS 100 (2001): Surveying, sampling and assessment of asbestos-containing materials’. This method specifies three different standards of survey that can be carried out, see details below. Surveys can however be tailored to meet your exact requirements. For large projects a meeting is usually arranged to discuss your exact requirements. If no additional requirements are requested all surveys will be carried out to the Type 2 standard. G & L Consultancy Ltd are UKAS accredited for carrying out asbestos surveys. Type 1: Location and assessment survey (presumptive survey). The purpose of this survey is to locate, as far as reasonably practicable, the presence and extent of any suspect asbestos containing materials in the building and assess their condition. No samples are taken and any material that can be reasonably expected to contain asbestos is presumed to contain asbestos and recorded as such. Sampling and analysis may then be required at a later time to confirm asbestos content. All areas are accessed and inspected as far as reasonably practicably (eg above false ceilings and inside risers, service ducts, lift shafts, etc), or are presumed to contain asbestos.

Type 2: Standard sampling, identification and assessment survey (sampling survey) This survey is carried out the same as a type 1 but representative samples are collected and analysed for the presence of asbestos. All areas are accessed and inspected as far as reasonably practicably, without employing destructive techniques.

Type 3: Full access sampling and identification survey (pre-demolition/major refurbishment surveys) This type of survey is used to locate and describe, as far as reasonably practicable, all asbestos containing materials in the building and may involve destructive inspection, as necessary, to gain access to all areas, including those that may be difficult to reach. This type of survey cannot be carried out fully in an occupied building.

GENERAL  All work carried out by G & L Consultancy Ltd is subject to strict client confidentiality. Test reports and all information relating to a client will not be disclosed to a third party unless specifically requested by the client. G & L Consultancy Ltd will carry out all contracted work internally wherever possible but reserves the right, with the clients’ knowledge, to employ outside parties if required. Reports and results of employment will be produced in writing and presented to the client, within an agreed timescale. Where access to an area contractually requiring surveying, is denied by the client, G & L Consultancy Ltd reserve the right to suspend the contract until such time as access is granted. If access is repeatedly denied G & L Consultancy Ltd reserve the right to terminate the contract and invoice the client for all work completed to that point. Where any member of staff is coerced, threatened or cajoled towards amending their results, G & L Consultancy Ltd reserve the right to terminate the contract with immediate effect and invoice the client for all work completed to that point. G & L Consultancy Ltd will not be held responsible for failure to complete contractual obligations where the failure is due to circumstances reasonably deemed outside its control. G & L Consultancy Ltd does not accept liability for any claims arising out of pollution or contamination, of any kind, from contract conditions. G & L Consultancy Ltd does not accept liability for the failure to assess the reduction in value of and/or the amount involved in cleaning up contaminated land. G & L Consultancy Ltd understands and will exercise the statutory right to interest under the Late Payment of Commercial Debts (Interest) Act 1998 if not paid according to agreed credit terms of 30 days from date of invoice.
