RESOLUTION NO. 2002-034 - A RESOLUTION recognizing John C. Jensen upon his retirement from active service with the City of Joplin Police Department. Mayor Pro Tem, Phil Stinnett, presented Resolution No. 2002-034 to John Jensen for his retirement with the City of Joplin. Citizen Requests and Petitions Request to address Council from Ms. Suzanne Warren, 602 S. Jackson, concerning rental properties and property values. Ms. Suzanne Warren, 602 S. Jackson addressed Council with concerns of properties in her neighborhood and asked that Council follow through and act

Sommer, 1506 Murphy Blvd, concerning rental properties and property values. Ms. Marcia A. Sommer, 1506 Murphy Blvd, addressed Council with concerns of the neighborhood in the 5th and 6th blocks of Jackson stating her parents lived there and owned rental property and are disturbed of the number of code violations in the neighborhood and asked for the city’s support in cleanup efforts. 5. 6. Minutes of the July 1, 2002 Council Meeting Resolutions RESOLUTION NO. 2002-035 - A RESOLUTION authorizing an Application to the Missouri Department of Transportation for state funds to be used for operating assistance for the Metro Area Paratransit System. Motion by Mr. Woolston, Second by Mr. Landrith, to Approve. Motion carried, 8-0-1. Ordinances – Emergency COUNCIL BILL NO. 2002-019 - AN ORDINANCE approving an Agreement by and between Missouri Southern State College Regional Crime Laboratory, and, the City of Joplin, Missouri, providing generally for criminalistics laboratory support services for the City of Joplin Police Department during the period of July 1, 2002 through June 30, 2003; authorizing the periodic payment of up to Fifty-Three Thousand Dollars, No Cents ($53,000.00) from Account No. 0015503-510-5050, as and for the costs of same; authorizing the City Manager and the Chief of Police to execute said Agreement by and on behalf of the City of Joplin; and containing an emergency clause. Motion by Mr. West, Second by Mrs. Kanan, to Adopt. Motion carried, 8-0-1. Ordinance No. 2002-142 COUNCIL BILL NO. 2002-240 - AN ORDINANCE approving the contract with JMH Construction for the demolition of structure(s) and clearing of lot area located at 829 Grand in the City of Joplin, Missouri, for the amount of One Thousand Four Hundred Seventy and no/100 Dollars ($1,470.00); providing how the cost thereof shall be paid; how the assessment thereof shall be made; and containing an emergency clause. Motion by Mr. Woolston, Second by Mr. Landrith, to Adopt. Motion carried, 8-0-1. Ordinance No. 2002-143 COUNCIL BILL NO. 2002-241 - AN ORDINANCE authorizing the City of Joplin to enter into an agreement with Patterson Latimer Jones Brannon Denham, Incorporated, Architects and Engineers, for architectural and engineering services for alterations to bring Memorial Hall into ADA Compliance in the City of Joplin, Missouri; providing how the cost shall be made and levied; and containing an emergency clause. COUNCIL BILL NO. 2002-242 - AN ORDINANCE approving an Agreement for professional engineering services by and between the City of Joplin, Missouri, and Burns & McDonnell to conduct a wastewater rate study; authorizing the Director of Public Works to execute said Agreement by and on behalf of the City of Joplin; and containing an emergency clause. Motion by Dr. Leavens, Second by Mr. West, to Adopt. Motion carried, 8-0-1. Ordinance No. 2002-145 COUNCIL BILL NO. 2002-702 - AN ORDINANCE authorizing the City of Joplin to enter into an agreement with R. E. Smith Construction Company of Joplin, Missouri, for the renovation of Ewert Pool in the City of Joplin, Missouri; providing how the cost shall be made and levied, and containing an emergency clause. Motion by Mrs. Kanan, Second by, to Adopt. Motion carried, 8-0-1. Ordinance No. 20029. 10. 11. 12. Ordinances –First Reading Ordinances – Second and Third Reading Unfinished Business New Business Appointments were made to the following Boards and Commission. James Fleischaker was appointed to the Library Board. Shelly McIntyre was appointed to fill an unexpired term to the Solid Waste Commission. Cary Oserowsky and Shan Maitra were also appointed to the Solid Waste Commission. Ms Toni Goodwin, 3428 Jackson, asked Council to add wording to the Minutes of the June 17, 2002 Council Meeting. Mayor Pro Tem Stinnett and City Attorney Brian Head told Ms Goodwin she could purchase a copy of the tape of the Council meeting or pay a fee for the minutes to be transcribed by the Clerk. They also stated the minutes were approved by Council as submitted by the Clerk. And, if she (Ms Goodwin) wanted to ask the minutes be amended she would have to come before Council with a formal request at a later meeting. Meeting adjourned at 6:52 p.m. Respectfully submitted,
