I.

Purpose The purpose of this policy and procedure is to establish the number of personnel allowed earned time off from duty and to regulate time off. Policy The department seeks to permit members to select time off while maintaining the operational integrity of the department, as well as maintaining the safety of the officers and the citizens of the Town of Madison. Definitions Procedure A. All earned time off requests are covered under the employee’s respective contracts. B. The Town of Madison human resource department will maintain each employee’s time off banks. C. Time off requests shall be completed on the current Time/Expense Documentation form. Except for the First Choice Vacation Requests all time off requests shall be forwarded as indicated below: 1. Civilian personnel shall forward the Time/Expense Documentation form to the Chief of Police or designee for approval. 2. Patrol officers and the Court Officer shall forward the Time/Expense Documentation form to the Patrol Sergeant. 3. Detectives and Patrol Sergeant shall forward the Time/Expense Documentation form to the Lieutenant. 4. The Lieutenant shall forward the Time/Expense Documentation form to the Chief of Police or designee. D. Holiday time off 1. Civilian personnel do not need to complete Time/Expense Documentation forms for holiday time off for the named holidays in the AFSCME contract. 2. Non-union employees do not need to complete Time/Expense Documentation forms for holiday time off for the named holidays in the employee handbook.

E. First Choice Vacation Requests 1. All First Choice Vacation Requests shall be submitted to the Patrol Sergeant. The Time/Expense Documentation form should indicate “1st Choice Vacation”. 2. First Choice Vacation Requests shall be submitted in a full week block. First Choice Vacation Requests may be up to a three (3) week block of time. Alternate First Choice Vacation Request dates may be submitted on the same form. If the first choice vacation is not available, the second and third First Choice Vacation Requests will be honored if possible. 3. All First Choice Vacation Requests shall be received prior to November 15. 4. Vacation requests will be filled based on seniority. F. Second and Third Choice Vacation Requests 1. Requests for Second and Third Choice Vacations may be submitted prior to November 15. These Time/Expense Documentation forms should indicate, “2nd Choice Vacation” or “3rd Choice Vacation”. 2. Second and Third Choice Vacation Requests will be filled on seniority basis after First Choice Vacation times have been scheduled. G. First come first serve requests 1. All time off requests received on or after November 15 will be approved on a first come first served basis. 2. Seniority will not be considered when approving these requests, except in the case of time off requests received at the same time by the supervisor. H. Supervisors Approval Process 1. Generally, no more than 16 hours of overtime will be scheduled in a given day to cover vacation or holiday requests. 2. No more than one officer will be granted vacation or holiday time off per shift. 3. Generally, FMLA and Military Leave time off will not be considered when approving time off requests. These types of time off requests may be considered due to staffing concerns.
