                           ADVERTISEMENT FOR PREQUALIFICATION
                                 (GENERAL CONTRACTOR)

Subject to conditions prescribed by the University of California, Los Angeles, responses to University’s
pre-qualification documents for a lump sum contract are sought from general contractor bidders for the
following project:

     NW CAMPUS STUDENT HOUSING INFILL - UPPER & LOWER DE NEVE RESIDENCE HALLS
                           PROJECT NUMBER 948375.02
                     UNIVERSITY OF CALIFORNIA, LOS ANGELES

GENERAL DESCRIPTION OF WORK:
           The construction of the Upper and Lower De Neve Residence Halls shall include approximately
           200,000 gross square feet of new Type IB construction, and consists of two residential towers
           located on a steeply sloped site in the Northwest zone of the campus. The Upper and Lower De
           Neve buildings will be located west of the existing De Neve Plaza housing complex. The site is
           bounded by De Neve Drive to the north and Gayley Avenue to the south. The Upper De Neve
           building will be a nine story residential tower and contain 496 beds. The Lower De Neve building
           will be a seven story residential tower containing 307 beds. Construction shall be on a confined
           site requiring extensive shoring, and includes mat and spread foundation footings, concrete
           structural frame, exterior cladding consisting of a “rain screen” waterproofing system with cement
           fiber and steel panels, aluminum windows and window wall system, steel framed roof structures,
           and related mechanical, electrical, plumbing and fire protection systems. The new buildings shall
           be constructed to meet the LEED® New Construction version 2.2 “Silver” green building
           requirements. Construction is currently anticipated between Oct 2009 and March 2012.

PREQUALIFICATION OF PROSPECTIVE GENERAL CONTRACTOR BIDDERS: University has
     determined that bidders who submit bids on this Project must be prequalified.

           1.      Prequalification of Prospective Subcontractors: Additionally, University has determined that
                   concrete, mechanical (HVAC) and electrical subcontractors must be also be prequalified,
                   which shall occur under separate cover. General Contractors who wish to self-perform any
                   of the aforementioned trade work shall be required to submit applicable separate
                   subcontractor prequalification documents. University will furnish a list of prequalified
                   general contractors and prequalified subcontractors in the bidding documents for the
                   Project. Only prequalified subcontractors will be approved by University for use in the
                   designated portions of the work.

LICENSE: Prequalified bidders will be required to have the following California current and active
      contractor license at the time of submission of the Prequalification Questionnaire:

           No prequalification documents will be accepted after the above specified deadline. However,
           University reserves the right to request, receive, and evaluate supplemental information after said
           deadline at its sole determination.

           All prospective bidders that have submitted a Prequalification Questionnaire will be notified of
           whether or not they have successfully achieved prequalification status and a list of all Prequalified
           General Contractors will be posted on University’s website.

MANDATORY PRE-QUALIFICATION CONFERENCE: A Mandatory Pre-Qualification Conference will be
     conducted on Tuesday, August 4, 2009 beginning promptly at 10:00 a.m. and again on Thursday,
     August 6, 2009 beginning promptly at 10:00 a.m. Only Bidders who participate in at least one of
     said Conferences in its entirety will be allowed to submit prequalification documents and, if
     prequalification is achieved, bid on the Project as general contractors. Participants must arrive at
     or before the above-specified time. Persons arriving later than said time will not be allowed to
     submit prequalification documents or bid on the Project as general contractors. Participants shall
     meet at the UCLA Faculty Center (California Room), 480 Charles Young Drive East, Los Angeles,
     CA 90095, UCLA campus (refer to the online UCLA Campus Map at www.ucla.edu/map). For
     further information, contact University’s Project Manager Mark Voltz at (310) 794-4168.

           NOTES:
             1.         Attendee shall be a staff member of the Bidder’s firm who will be actively
                        involved in responding to this Prequalification, and who is highly
                        knowledgeable of the firm’s potential response to the prequalification criteria.
                2.      Attendees are advised that parking may be difficult. Attendees must allow
                        ample time to drive to the above location in heavy traffic, find a parking space,
                        walk to the building, and arrive in the designated Meeting Room prior to the
                        required time. It is currently anticipated that the Conference will last at least 2
                        hours.

Prequalification of prospective bidders will be determined by the application of a pre-established rating
system to the following information to be submitted by prospective bidders:

           1.        California Contractor License
           2.        Key Personnel
           3.        Surety Record and Bonding Capacity
           4.        Insurance Capacity
           5.        Experience Modification Factor
           6.        Financial Statement
           7.        Construction Experience in the United States

To allow University to evaluate prospective bidders, each prospective bidder must complete and submit a
Prequalification Questionnaire. Said Prequalification Questionnaire and all applicable attachments must
be submitted in a sealed envelope at the place and time stipulated above. The envelope shall be clearly
labeled, "Prequalification Documents" and state the project name. (NOTE: Oral, telephonic, facsimile,
telegraphic or electronic prequalifications are invalid and will not be accepted.) The required information
must be described in the Prequalification Document form issued by University.

A bidder who receives 28 or more points out of a possible 47 points based on a pre-established rating
system, will be allowed to take out bidding documents and will be allowed to submit a bid for the Project.
A bidder who receives 27 or fewer points, or to whom any of the automatic disqualifiers specified in the
Prequalification Evaluation Form (General Contractor) apply, will be excluded from submitting a bid for
this Project.

The evaluation is solely for the purpose of determining, in a timely manner, bidders who are deemed
qualified for successful performance of the type of work included in this Project. The contract will be
awarded to the prequalified bidder submitting the lowest responsive bid.

The exact dates, times, and location shall be as set forth in an "Announcement To Prequalified Bidders."

The University reserves the right to reject any or all responses to Prequalification Questionnaires and any
or all bids and to waive non-material irregularities in any response or bid received.

All information submitted for prequalification evaluation will be considered official information acquired in
confidence, and the University will maintain its confidentiality to the extent permitted by law.
