Political Job Application July 12, 2007 The Post-Standard Kathleen Ann Rapp DOB May 24, 1952 ( H ) 451-5294 ( W ) 435-2070 ( C ) 440-7886 Address: 437 Jewell Dr Liverpool. NY 13088 -- Since April 1988 No nicknames or name changes I am seeking the 5th District Legislative seat for the Onondaga County Legislature. I am a registered member of the Republican Party I am the Republican Party designee for this position. I am running with these parties endorsement: Independence and Veterans. I have held this office since 1998 I previously was the 2nd ward councilor from the town of Salina (1992 to 1998) Town of Salina Deputy Supervisor (1994 to 1996) Never been convicted of a crime Never been convicted of a DWI or a DWAI I can work days, nights, weekends and overtime I have never been fired or asked to resign from any job. Education Paramus High School Paramus, NY College Curriculum Final Average (?) Can’t remember exactly—mostly A’s and B’s we didn’t have a numeric final average…Definitely top quarter of the class Graduated 12th grade 1970 State University of NY – Oneonta, Oneonta NY 1970 to 1974 Education Graduated – A little under a 3.0 as I remember Outstanding High school achievement: I don’t remember thinking of my self as very “outstanding” in high school. I pulled out my HS yearbook to see what I could find. It seems most people felt the need to comment on my lead in the Senior Class. play. It was apparently pretty funny. I had the lead role in a musical play a group of us had written in speech class As I recall it was a spoof with lots of inside jokes poking fun at our 4 years in high school. I can’t sing—at all—so just doing it –and having people laugh and enjoy it—was an achievement! In college? Probably completing and doing well with student teaching. Extracurricular high school activities: (Again..the yearbook…it’s been awhile!) Drama Workshop, Girls Athletic Assoc, Modern Dance Club, Ski Club, Student Council, Tri-Hi Y (Service Club) CYO Cheerleading and Girls Intramurals I have 4 older brothers and sports were big in our family. Paramus had no varsity sports for girls at that time. (Seems unbelievable today).. All the girls’ sports were intramurals -- I played them all. Extra curricular in college was far less formalized. We went to a lot of sporting events and worked out a lot. I was in a sorority so it was pretty social. As I remember, college was all about learning who I was and learning to be independent.. No military service Job Histories Current Job outside politics: Messenger & Assoc.Inc. Manlius, NY 1998 to present Consultant I have done a lot of Human Resource consulting work throughout the community and work with the SU School of Management to help place their graduates into the workforce. It is extremely rewarding being able to help people who are often experiencing a very difficult time in their lives, to become refocused, re-energized and excited as they secure new employment and start on the next segment of their lives The least rewarding is the disappointment of having firms shut down or leave the area making this service necessary.. Supervisor: Anne Messenger I think she would probably rate my work at the top end of the scale Previous Job: American Future Systems Bryn Mawr Pa 1973 to 1985 Company president and immediate supervisor Edward Satell. I had a lot of jobs within this company. I started out selling cookware—door to door—in a college summer job program. I did well and when I graduated they offered me a full time job in a brand new division. They hired 6 of us in a pilot project. I started as a sales rep., became a district manager then a regional manager them grew the company to have national responsibilities. It was a great deal of responsibility for a young person and it was difficult and challenging—but also fun and rewarding. I did well and the lessons I learned there have never left me. This experience has been invaluable in teaching me the core principles of success which allow both business and people to grow and develop. I think Mr. Satell would rate my both my contribution to the company and my work effort at the top end of the scale. In every role, I was a top producer. In 1985 my second child was born and I left AFS to raise my children. From then until the present, I have served as a Director of ACLS. My role has been policy development and community relations. ACLS is a family owned and operated, mailing, marketing and communications firm in Liverpool. Through the years we have experienced steady and consistent growth. Today we are one of the leading mailing companies in Central New York. My first paid job I grew up in Paramus NJ—the birth place of the “mall”. Nor surprisingly, my first job was as a sales clerk in Orbach’s Department store during Christmas. I was 16. The best part of the job was being the “Alternate Elf”. When the Santa’s regular “Elf” had worked too many hours, I donned the costume and helped “Santa”. I don’t remember my supervisors’ name. Political: 3 years from now I hope to have more of a leadership role in the County Legislature. My ideal goal would be to be part of a well respected, innovative body of government that is known for solid decision making and for achieving quality results I would like to retain my seat on the Legislature because I find the work challenging, interesting and, I believe, I have been successful in influencing some positive changes within our community. Some of the projects I have played a key role in have been in the development of Hancock Field, the Syracuse Technology Garden, the new Oncenter Hotel and the community development dollars I have been able to direct into my district.. As a member of Ways and Means, I feel proud of the County credit rating and our success in holding the line on property tax increases. As Health Chair I am looking forward to playing a major role in designing a solution to the Berger Commission mandate. I believe it is critical we find a way to retain our safety net role within the community. At a time when there will be a dramatic change at the County Executive level, I believe the community will be at an advantage if legislators with historical knowledge remain to assume leadership positions and continuity.. My strongest qualification for this job, I believe, is my record. Prior to holding office, I demonstrated a history of success which has translated well into politics. The business and management skills I developed over the years have often been called upon. I know what it is to have to make a payroll and understand the burdensome effect over taxation can play in the success of a small business or livelihood of a family . I also come from a mindset that problems will always be there but if capitalized on, can and will, lead to opportunities.. I could probably improve on the self promotion parts of the job. I think my colleagues and staff regard me as positive, a hard worker, collegial and well researched in the proposals I bring forward. What I have heard the most is that I bring a common sense and reasonable approach to government Probably my best “people skills” are my ability to be a good listener, the willingness to view proposals from the other persons’ point of view, the understanding that we need to co-operate in order to achieve “win /win” solutions while at the same time understanding the nature of what we do demands conflict. To be effective, it is imperative to be able to disagree without being disagreeable. I think I do that. Probably the ability to communicate openly and effectively has helped me the most.
