Domestic Mail Manual (DMM) E670.5.1, prescribes that an organization authorized to mail at the Nonprofit Standard Mail rates may mail only its own matter at those rates. An organization may not delegate or lend the use of its permit to mail at the Nonprofit Standard Mail rates to any other person or organization. Greeting cards (including Christmas cards, birthday cards and get well cards) which are those of a church and identified as such are mailable under its authorization to mail at the Nonprofit Standard Mail rates of postage. However, personal greeting cards of an official of the church are not mailable at the Nonprofit Standard Mail rates, but are subject to the applicable regular Standard Mail or First-Class rates of postage. Greeting cards mailed at the Standard Mail rates, or the Nonprofit Standard Mail rates may bear the written signature of an official of the church with or without a written inscription such as "Merry Christmas", "Happy Birthday" and "Get Well Soon". If such cards also bear a personal written message, they will be subject to the First-Class rates of postage.
