To achieve Social and Economic Justice for working people and Sustainable Prosperity
for the Turks and Caicos Islands.

Mission Statement: To achieve Social and Economic Justice for working people and
Sustainable Prosperity for the Turks and Caicos Islands.

Objectives and Activities to achieve them:

Develop: respect for the Rights and Responsibilities conferred by the Employment Ordinance and
good/improved relations between the social partners.
         1) Hold public forums explaining Rights and Responsibilities under the
            Employment Ordinance 2004; the Role of the Labour Tribunal; and promoting
            management labour cooperation. (Develop social partnership and partnership
            document 2007/8)

Honour and promote International Labour Standards especially Occupational Safety and Health.
         2) Continue promoting and seeking to apply international Labour Standards using
         local press and advice to workers and employers. Propose legislation and
         amendments implementing the Standards.

Provide effective conciliation and strain forward toward pre-conciliation and a proto-type social dialogue.
         3) Intervene and attempt conciliation in 250 employment disputes. Lobby for the
         establishment of a system of recognized workers’ representatives.
         (Total number of employment disputes intervened in and number successfully
         resolved.)

Carry out frequent social and safety inspections to ensure the effective application of labour law.
         4) Carry out and record 50 jobsite inspections. Complete work on draft Safety and
         Health legislation. (Total number of Jobsite inspections undertaken) (Introduce
         Safety and Health legislation)

Create and maintain an effective Employment Service offering both career counselling and assistance as
well as placement.
         5) Keep an updated database of the Islands’ job-positions - employment
         opportunities, workers seeking employment and conditional work permit
         approvals requiring Belonger training. (Total number of Job-seekers calling at our
         offices and number successfully posted.) (Total number of Labour Clearance
         applications handled and number successfully denied.) (Regulate Private
         Employment Agencies)

Maintain statistics usable in the formulation of national policy and research labour issues.
         6) Track Labour Market Indicators. (Increase number of indicators tracked to 12

Be engaged regionally and internationally.
         7) Attend 4 regional conferences/workshops to stay abreast of Labour trends.
