            Environmental Indicator Building for Quang Nam Province

      Within the Environmental Information and Reporting Project (EIR) supported by
DANIDA and based on the official letter of number 1407/BVTMT dated in October 10,
2005 on organizing a workshop on environmental indicator building for the four pilot
province of Thai Nguyen, Ha Noi, Quang Nam, and Ha Nam,
      Department of Natural Resources and Environment of Quang Nam has
cooperated with the EIR Project in organizing the Workshop on “Environmental
Indicator Building for Quang Nam” in order to present and discuss on applying
environmental indicator for Quang Nam in the next year.

     Time: Workshop begins at 8h00 and fishes at 11h30 on 22/11/2005.
     Venue: Swiss- Bell hotel Golden Sand Resort, Cua Dai, Hoi An Town, Quang
Nam Province.


      Project Steering Committee.
     National Environmental Protection Agency, Environmental Information and

    Provincial Parliament Delegates, Provincial Party Office, Education and
Communication Department of Provincial Party, People’s Council, and People’s
Committee of Quang Nam Province.
     Relevant Departments and Provincial Sectors, Media such as Quang Nam

      Representatives for other provincial Departments of Natural Resources and

       The workshop objectives are to introduce and present the environmental
indicators, and to discuss the proposal coastal environment indicators and methodology
for building these indicators in Quang Nam Province.
       Mr. Nguyen Ngoc Dung, an Vice Director of Department of Natural Resources
Environment gives gave an opening speech in which he emphasized on the necessarily
of obtaining an environmental indicators for Quang Nam as well as the lack of
information for building these indicators.

      1. Introduction of Building Environmental Indictor within the EIR Project.

      Mr. Nguyen Van Son – EIR Project Assistant, introduced the report on the
process of building environmental indicators.

      The report comes up with the following notes:

      - Environmental indicator definition.
      - Environmental indicator objectives and using.
      - Introduction model for building environmental indicators, DIPSIR model
(Driving forces – Pressure – State – Impacts – Responds).
      - Procedure for indicator building.
      - Building standards and selecting indicators
      - Project works for indicator development until November of 2005.
      2. Coastal water indicator building for Quang Nam Province.

      2.1. Mr. Karsten Dahl – International consultant on building coastal water
indicators, introduced methodology, standards for selecting environmental indicators of
Quang Nam, which emphasis on:

      - The DIPSIR model was selected for oritation of indicator building activities.
This model will help to improve better understanding of complexity of linkages and
feedback between the causes and effects within environmental issues.
      - Identify indicators to explain and quantify these linkages and feedbacks.
      - Standards for evaluation of feasibility of indicators.
      - Proposal for the list of environmental indicators of Quang Nam.

     2.2. Pr. Dr. Pham Van Ninh; Director of Center for Research and Consultation on
Marine Environment, National consultant presented on:

      - The proposal list of coastal environment of Quang Nam.

      - Process of indicator development for Quang Nam.

      3. Chair and facilitate workshop discussion:

      Mr. Nguyen Ngoc Dung, vice director of Department of Natural Resources and
Envionment facilitates discussion.

      Workshop discussion focussed on the following issues:

       The neceserity of environmental indicator development for Quang Nam.
       Relevance of indicators applied for Quang Nam province.
       Advange and disadvantage in bulding or development of indicators and
        environmental factsheet for Quang Nam province.
       Comments for accuracy of each indicator.

      4. Comments from worshop participants:

- Building the environmental indicators for Viet Nam in the general and for Quang Nam
Province in particular is very necessary, because the province has planed the orientation
for economic development for the whole Quang Nam including the coastal zone. There
are 125 km of coastal line which includes different ecosystems of agricultural lands,
mangroves, urban areas, industrial zones, beautiful beaches, and Chu Lai open
economic zone. Therefore, dealing with this point, Quang Nam reflects in both kinds D
and I indicators. Sustainable development is the first priority in economic tendency of
Quang Nam Province with a range of activity programs such as: education
improvement, employment adjustment, agricultural development within limited
chemical using, supported IPM. Building environmental indicators will give
contribution for economic development of Quang Nam province by following the above

- Methodology for building environmental indicators and suggestion for establishing
environmental indicator sheets for Quang Nam province,
       - Agreed with the performed methodology,
       - Agreed with the introduced environmental indicators for Quang Nam province,
especially, here is not only sea water environment mentioned but also extending to
coastal environment where there are different important habitats such as mangrove
forest, sea grass beds, and coral reefs.
- Some advantages for building environmental indicators in Quang Nam province in
term of data analyze and monitoring programs, because of following reasons:
       - The province has participated in the Integrated Coastal Zone Management.
       - The province has established the Cham islands Marine Protected Area
       - The province has planted coastal protected forests, replanted mangrove forests
(coconut tree forests)
       - Running protected program against erosion along rives and coastal banks
- Some scientific research programs have been conducted in the province are:
       - Studied programs against coastal erosion
       - Studied programs against river aggregation and erosion
       - Environmental monitoring program
       - Provincial eco-tourism development orientation
       - Studied program for environmental planning in central Viet Nam (Institute of
Tropical Environment involved)
- Indicators for water environment will be focused in the period of 2005 and 2006,
others will be considered after 2006.
- There are some indicators which are broadly in concept such as marine sediment, so I
have a suggestion that we need just focus on sediment in the river mouths. To untibio-
medecine will be tested for all seafood products not only for exported.
- Sub-indicator 23.1 (Loss of mangrove area) should be corrected into: Changing
mangrove forest, wetland, coastal forests areas, because the province planed to recover
all these areas by reforestation, so that the forest area of Quang Nam will be increased.
- Indicator 25. (Number of beaches which are not meet the standards of water quality)
should be corrected into: Changing in beach seawater quality.
- Sub-indicator 1.6 (Increase in number of cities (level 1 and 2), towns (current number
and increasing number). However, there is only one town of level 3 in Quang Nam
- Sub-indicator 32.2. (Number of cities of level 1, 2 and industrial zones within solid
wastes and waster water treatments) should be corrected into: The situation of solid
wastes and waste water treatment in towns.
- Sub-indicator 32.4. (Number of oil spilling cases that were confronted). Currently, the
province has not come up with oil spilling cleaning, however, it is just discussed in

prevention solution for these risks. This sub-indicator should be arranged into indicator
kind of R, ready in prevention.
- Methodology of indicators training: It is very reflected in specific areas, however
managers mostly consider indicators in general more than in particular, so that I think it
is necessary to have an indicator map together with environmental indicator sheets.
- Implementation conditions: It should be included human resources, equipments;
therefore, it is necessary to consider a capacity development training program, as well
as investment of equipment for Quang Nam province.
- It is necessary to have national and international expertise support, but it should be
carried out by the province by 2015 mainly.
- The province should allocate own budget to support for environmental study in
- Quang Nam province has 125 km of coastal line including an area of 140 Km2 fishing
ground, 30,000 ha of water surface for aquaculture where support livelihood for
100,000 people of fishing, Mari culture, and processing.
- Sub-indicator 3.2 (Number and capacity (tone/year) of seafood processing units). It is
suggested to add: Number and current capacity.
- Indicator 5 (Chemical using in aquaculture). It should be changed into: Using
chemicals in processing and Mari culture.
- Indicator 7 (Number and load weight of fishing boats). It should be corrected into:
Number and capacity of fishing boats.
- Indicator 8 (Number of fishing dynamite and poisonous chemical cases). It should be
corrected into: Number of case of electronic fishing, dynamite fishing and poisonous
chemical fishing.
- Indicator: Impacts on natural resources and environment: It should be considered into:
        - Limited fishing seasons
        - Number of violation cases on fishing banned seasons (ex: lobster breeding
        - Number of violation cases on fishing banned size.
        - Number of violation cases on fishing with exceedingly permitted light intense.
- Sub-indicator: 20.1 (Concentration and changing heavy metals). It should be corrected
into: Concentration of heavy metals in fish, shrimp, squid and bivalve animals.
- Data on fishing port and safe harbor will be provided for indicators.

- It is necessary to study the environmental situation of road construction along the
coastal line. The construction of the current two roads along the Quang Nam coastal
side impacts on the environmental quality.
- There is an environmental impact assessment for these two road construction, but the
framework for assessment is not standardized, just focused on erosion.

- Sub-indicator 25.1 (Concentration of E.coli in beach water). It should be corrected
into: Concentration of E.coli and relevant micro-organism.
- Indicator 26 (Number of people infected by beach sea water pollution). It should be
corrected into: Number of people infected by water resources pollution.
- Indicator 27 (Number of cases and people suffered by eating poisonous seafood). It
should be corrected into: Number of cases and people suffered by eating aquatic foods.

- Currently, there are 23 hospital over the province, but there is only the hospital of Tam
Ky within a solid waste treatment of Austria technology, the rest of them just have

- Handy craft (iron and bronze casting), sediment mining in Quang Nam province,
particularly, gold mining in Phuoc Son, Bong Mieu, located in the upstream of rivers
and discharge into the two main river mouths in the north and the south of the
- Solid waste from rivers categorized into tow kinds: the first is soft solid (nylon,
plastic) that always float in to the river banks, while the others such as lead or sediment
are sunk down to the river.
- Indicator 9 (Number and list of industrial units along the coastal area). It should be
corrected into: Number and list of industrial enterprises.
- Indicator 10 (Number, location, and production capacity of mineral sediment mining
along the coastal area). It should corrected into number, location, and product capacity
of mineral mining in the coastal area (such as sand, mud), while the mineral sediment is
just titan here.
- Currently, Quang Nam has 5 industrial zones, 18 industrial communities, and 18
handy craft villages; however, there is no any central treatment plant. Each unit has just
own treatment.
- Sub-indicator 16.2 (From industrial zones, processing, aquaculture areas, marine ports,
dredging channels). It is suggested that it need to add: industrial communities and
handy craft villages.

- Polluted enterprises were treated by the Government Decision: Not allow produce tile
and brick by handy (open kilns), but should transfer into tunnel or vertical kilns.
- Hoi An is one of the 16 districts and towns of Quang Nam province,
- Agreed with Mr. Ngo Van Hung on the point of view that it is necessary to add the
training and equipment supports for local province within this project.
- It should have a field monitoring program.
- Indicator 23 (Main ecosystems)
- Indicator 25 (Number of beaches without qualified water quality standards). It should
be corrected into: Number of beaches without qualified quality standards.
- Indicator 28 (Impacts on livelihoods). It is suggested that this indicator should be
supported by data collected from community reality.
- It is necessary to collect additional data from provincial, national projects and must be
- Indicator 13 (Increasing number of visitors in the coastal areas) and indicator 14
(Increasing number of tourist enterprises); these information could be collected from
Department of tourism,
- Indicator 17 (Quantity and amount of undetermined oil spilling cases). It is suggested
that this part should focus on ship wreck, especially oil and chemical carried ships.
- Indicator 18 (Number and changing marine pollutants exceeded permitted limitation).
It is suggested that this part should be measured on amount of pollutants.
- Sub-indicator 23.1 (Lost of mangrove forest areas). It is suggested that this indicator
should just focus on destroyed forestry areas. Because lost of mangrove forests also
related into lost jobs, livelihood, and measuring these events is very difficult.
- Sub-indicator 32.1 (Number of extremely environmental polluted enterprises were
treated in the province). It is suggested that this part should reflected the status of
implementation of Decision 64 on entirely resolving environmental polluted production

treatment plants.
- The status of implementing Degree 67 on waste water fees collection,
- The proportion compared between investment costs and shared budged for
environmental protection.
- The province should budget for environmental protection.

- There are many sources for investment in environmental protection such as
government or projects.
- Indicator 2 (Changing in use of chemicals in coastal agriculture practices). It is
suggested that this indicator should add the trend of using herbicide.
- Indicator 14 (Increasing number of tourism enterprises). It is suggested that this
indicator should add the situation of waste water treatment in these tourism units.

- Indicator 16 (Total amount of pollutants directly influenced into the coastal zone). It is
suggested that this area should be added waste water discharge for tourism enterprises.
- Sub-indicator 25.1 (Amount of E.coli found in beach waters). It is suggested that this
part should add the amount of Coliform in addition to E.coli.
- Sub-indicator 21.3 (Concentration of anti-bio medicine in seafood products). It is
suggested that it should add seafood products for exportation.
- Sub-indicator 22.1 (Number of disease infected Marin culture cases). It should be
corrected into infected disease and lost in Mari culture practices.
- Indicator 27 (Number of cases and people infected by poisonous seafood products). It
is needed to change into number of cases and people infected by polluted fish.
- Indicator 30 (Conventions, Agreements, and International Organizations). It is
suggested that it should transfer into programs and international organizations
participated by the province.
- Sub-indicator 32.1 (Number of extremely environmental polluted enterprises treated
within the province). It is suggested that this indicator should add including enterprises
which were listed by the government or without listed.


       3.1. Conclusion:
     In overall, workshop participants agreed with proposed indicators on marine
environment in Quang Nam province, however, it expected that it should be corrected
in some areas which will be suitable for reality conditions of Quang Nam province.

     Department of Natural Resources and Environment will received all workshop’s
participants comments of the main following contents:

- On fishing, number of fishing boats.
- On heavy metal concentration.
- On negative impacts by road construction along the coastal areas.
- On risks and growth compatible with sustainable development.
- Other disease infected creatures beside E.coli.
- Infected during aquatic food processing
- Influenced from industrial zones and traditional handy crafts villages.
- Training programs and monitoring.
- Changes generated from tourism development, pollution risks, environment
degradation, shifting forests and forestry land areas.
- Concentration of herbicide in agricultural practices.
- Waste water treatment in tourism enterprises.

    3.2. Recommendations:

     It is suggested that international and national consultants study all workshop’s
participants comments for completing the Quang Nam coastal water indicators which
will be feasible.
    It is recommended that the EIR Project support for software development for
updating information, data collected from local districts for indicator improvement.
     It is required that the EIR will organize training courses for people who work for
environmental management and other relevant sectors on environmental indicator fact
sheets development.
