        FOR UPSTATE AND NYC STUDENTS

Please note that this is an in-progress certification guide and is
 only applicable to people completing the Program in May of
  2014. New NYSED requirements go into effect for anyone
  graduating after May 2014. A new handbook will be made
                      available at that time.
Dear Future Teacher:
In addition to completing your Master of Arts in Teaching Degree, New York State has
additional requirements that you must complete in order to be certified. This packet is
your guide to those requirements. I will send out reminders and updates so nothing slips
through the cracks.

CERTIFICATION REQUIREMENTS- CHECKLIST/ TIME LINE:
Please note that this is just an overview. Please consult the bible for instructions and
details.

AT A GLANCE:

   5) NYS REQUIRED WORKSHOPS- ALL STUDENTS (Child Abuse ID and
      Violence Prevention)- try to complete these by June.
   6) Apply and pay for your certification (on the TEACH site)- End of May
ONLINE SITES YOU MUST REGISTER ON:

1) TEACH (FOR BOTH UPSTATE AND NYC STUDENTS)
This is the New York State site.

BE SURE WHEN YOU REGISTER TO WRITE DOWN YOUR USERNAME AND
PASSWORD YOU WILL NEED IT LATER!
- UPSTATE ONLY (BEFORE THE END OF SEPTEMBER): This is also the site
where you will pay for your fingerprinting.
- UPSTATE AND NYC (later in the year): This is the site you will eventually use to
apply and pay for your teaching certificate.

2) NYC TEACHER SUPPORT NETWORK (FOR NYC STUDENTS ONLY)
This is the NYC-specific teaching site.

    -­‐ NYC ONLY (NOW): register on this system and create a profile. PLEASE BE
        SURE TO WRITE DOWN YOUR USERNAME AND PASSWORD. YOU
        WILL NEED IT LATER. You do not need to fill in any student teaching
        information. Cecilia will fill that in once placements have been set.
    -­‐ NYC ONLY- FINGERPRINTING (BEFORE END OF SEPTEMBER): You
        will be asked if you have been fingerprinted before, if not, check no. A letter and
        information about fingerprinting will pop up. You print this out and bring that
        letter and the required paperwork to 65 Court Street in Brooklyn, where your
        fingerprinting will be done. PLEASE NOTE THAT NYSED AND NYC DO
        NOT COMMUNICATE, YOU WILL NEED TO FILE THE OSPRA FORM
        (LINK PROVIDED IN BIBLE) TO HAVE YOUR FINGERPRINTS
        FORWARDED FROM NYC TO NYS!
    -­‐ NYC ONLY (LATER IN THE YEAR)- APPLICATION: This is a
        requirement if you wish to teach in NYC. More details are provided in the bible.
        You do not need to do this now- but you must do it if you plan to teach in NYC.
      REGISTERING ON THE TEACH SYSTEM (ALL STUDENTS)
YOU SHOULD DO THIS OVER THE SUMMER

- FOR ALL STUDENTS (UPSTATE AND NYC)- you must register and create a
profile on this site. This is the New York State Department of Education Teacher
Certification Site. This is where you will eventually apply and pay for your
certification.

- FOR UPSTATE STUDENTS ONLY- this is also where you will pay for your
fingerprinting and obtain packets.

  PLEASE NOTE THAT BARD’S PROGRAM CODE (WHICH YOU WILL BE
    ASKED FOR AT SOME POINT IN THE PROCESS BELOW) IS 29070

LOGGING IN AND REGISTERING FOR TEACH SYSTEM:

Go to: http://www.highered.nysed.gov/tcert/teach/ and click on "self registration" to
create a TEACH account.

Fill out the form to create your username and password. Please keep track of your
username and password. You will need it.

This is all pretty self explanatory, you click submit or next etc. to move on to the next
pages and it directs you what to fill in and what you have missed etc.

Once you have created your account with a username and password you are asked to log
in to TEACH. Do so with your newly created username and password.

Here you are brought to TEACH Home.

At TEACH Home you can:
1) verify and update your profile
2) Submit Application for Fingerprint Clearance (UPSTATE STUDENTS ONLY)
3) Check on your account information- to see that your test scores appear, workshops
have been recorded, fingerprints have cleared, etc
4) Lastly, this is the site where you apply and pay for your certification

DIRECTIONS:
STEP 1: Verify/Update Profile
a) Verify and update profile (this includes your educational information. Skip the
employment information unless you have been previously employed in a school. Your
student teaching experience DOES NOT COUNT.
b) Select certificates:
Are of Interest: "classroom teacher"
Subject Area: English, Social Studies, Biology or Mathematics
Grade Level: "Adolescent 7-12"
Title: English Language Arts 7-12, Social Studies 7-12, Mathematics 7-12 or Biology 7-
12
Certificate Type: Initial Certificate

STEP 2:
Select Certificate
Pathway: “Approved Teacher Preparation Program"

Fill out the following sections:
c) Sign Affidavit (filling out some personal info etc..)
d) Confirm and Sign Application
e) Make payment

INSTITUTIONAL RECOMMENDATION- After you complete the program I will
submit the Institutional Recommendation online. As long as you have completed all of
the New York State certification requirements, your certification will go through fairly
quickly. Please note that certifications are only issued by NYSED twice per year (in
September and February). As long as all of your NYS requirements are met by July, your
certificate issuance date will be September. Paper certificates are being fazed out, but you
will be able to access your proof of certification and teacher ID number online (on the
TEACH site)

I HAVE INDICATED NEXT TO THE NUMBERS BELOW WHAT IS THE
RESPOINSIBILTY OF THE STUDENT AND WHAT IS THE RESPONSIBILITY
OF BARD COLLEGE.

*VERIFICATION LETTER: At some point in this application you will be asked for
a letter of verification from your school that you are on track to receive your MAT
degree and certification. Cecilia will provide you with this letter upon request. Just
email her when you need it.

PART 1 (STUDENT TEACHING):

STUDENT: All students must register on the TEACH System regardless of whether they
are teaching in NYC or upstate (see TEACH System registration sheet).

STUDENT: NYC Students must ALSO register with New York City. The New York
City Department of Education requires all student teachers completing his/her student
teaching experience in a New York City public school to register online prior to the start
of your student teaching experience.

You may access this registration page by going to:

BARD: The College must register each student teacher’s placement on the NYCDOE’s
Student Teacher Database. Cecilia will do this for you once placements are set.
FINGERPRINTING:
NYC: NYC is slightly different than upstate. You go to
http://nyc.teacherssupportnetwork.com/studentteacher/Home.do and register (you will
just be registering your name, etc. here. Cecilia will put in your student teaching
placements later).

At this site you are asked if you have been fingerprinted. If you have not, than you
check that you have not. A letter will pop up. You print out this letter and take the
letter and the appropriate forms and documentation that it lists, to 65 Court Street
in Brooklyn. That is where you will pay and have you fingerprints taken. The other
forms you will need to have filled out for this are:

The I-9 Form (Employment Eligibility Form) which can be found at:

NOTE: NYCDOE and NYSED do not share information. If you have your
fingerprints take in NYC you must fill out the OSPRA 104 form in order to have
you fingerprints transferred from NYC to NYS. You must do this in order to be
certified. An Ospra 104 can be downloaded at:
www.highered.nysed.gov/tcert/msword/ospra104.doc

The above forms should be brought to 65 Court Street in Brooklyn when you go to get
your fingerprints taken.
                  NYC STUDENT TEACHER REQUIREMENTS

1. Requirements
      • Online registration.
         All education students planning to student teach in a NYC public school must
         register with the NYC Department of Education via our online registration
         system. Registration is not required for charter school or private school student
         teaching placements.

           Visit http://nyc.teacherssupportnetwork.com/studentteacher/Home.do to create
           a user account and complete your online registration.

           Submit your personal information only. Bard will submit the student teaching
           information for you. Once you have fully completed the registration information,
           you should print your registration confirmation letter from the site.

           NYCDOE frequently communicates with registered student teachers about the
           full-time application and hiring process as well as other important information,
           be sure to enter an active email address when registering.

       •   Fingerprinting.
           You must have your fingerprints on file with the Department of Education prior
           to the start of your student teaching. Please visit
           http://schools.nyc.gov/Offices/DHR/Fingerprinting+Employee+IDs+and+S
           mart+Cards.htm for more information about the fingerprinting process.
                                   FINGERPRINTING:

In order to teach in the public schools all students must be fingerprinted. You must
have this done BEFORE the end of September or you will be pulled from your
placements.

I recommend you begin the process as early as possible as it can take time to get the
fingerprinting packets and sometimes prints are rejected.

UPSTATE STUDENTS:

Go on the TEACH system to apply and pay for your fingerprints (see above). When you
pay you will be sent a fingerprinting packet from NYSED. You then take this packet with
you to a local police station to have your fingerprints rolled. Once your prints are rolled,
you send them up to NYSED.

NOTE: LIVESCAN is not an option at this time because NYSED is not equipped to
receive Livescan fingerprints. You must have your prints rolled the old fashioned way.

Most local police stations will roll prints for you. In general, local schools will not do
this, for you and the local BOCES only roll fingerprints for their employees.

NEW YORK CITY (see previous instructions and details for NYC fingerprinting):
                           TESTS FOR CERTIFICATION
                               (ALL STUDENTS)

You should plan to complete these tests by June. Register early as space fills quickly.
Any tests not completed, or scores not yet received by NYSED will delay your
certification.

You are required by New York State to pass the following exams in order to be certified
to teach:
1) Liberal Arts and Sciences Test (LAST)
2) Content Specialty Test (CST)
3) Secondary Assessment of Teaching Skills Written (ATSW)

TEST SCORES ARE SENT DIRECTLY TO NEW YORK STATE AND CECILIA
CAN ACCESS THEM AS WELL.

                               REQUIRED WORKSHOPS
                                  (ALL STUDENTS):

Another requirement for NYS Certification is the completion of two required workshops:

1) Violence Prevention in the Classroom

The links above are two locations where these workshop are offered, online. Feel free to
look around on your own. You may find online locations where they are offered for free
or for a lower cost. If you are not sure if a site is legitimate, run it past Cecilia. These
workshops should be completed before you complete the Program. Again, lack of
completion of these workshop will hold up your certification.

PLEASE NOTE THAT THE CERTIFICATES OF COMPLETION FOR THESE
WORKSHOPS ARE NOT AUTOMATICALLY SENT TO ALBANY. YOU MUST
SEND THEM UP TO ALBANY YOURSELF. PRINT OUT THE CERTIFICATES
OF COMPLETION AND SEND THEM TO:

             TEACH NEW YORK CITY TEACHER APPLICATION
                       (NYC STUDENTS ONLY)

THIS IS A REQUIREMENT FOR ANYONE WISHING TO TEACH IN NYC
PUBLIC SCHOOLS. THE FIRST STEP IS TO REGISTER ON THE SYSTEM
(see above). The next step is the Application.

BOTH CECILIA AND NYCED WILL SEND YOU REMINDERS ABOUT
DEADLINES AND DUE DATES FOR THIS APPLICATION.

NOTE: The database for registering as a student teacher and the required application
are separate, but the log in screens look the same. Even though you are registered as a
student teaching on the site, you are not automatically in the online application
database. If you log in with your existing account (the one you used to register as a
student teacher) you will be dumped into the student teacher profile base, and from
there you go nowhere.

Here is what you must do: Go to the TEACHNYC log in screen. DO NOT LOG IN.
Click on the “start a new application” link. Some of the information you will be asked
to fill out on this page will be redundant, but you must complete it none- the-less.
When you create a profile from this screen, us the same email (username) as you used
in the registration for student teaching section, BUT use a new and different password.

ALL NYC STUDENTS Must fill out and submit the application at
http://schools.nyc.gov/teachnyc/apply/apply.htm
THIS IS A REQUIREMENT. You must do this in order to be considered for teaching
jobs in New York City. (see below for more information on this application including
FAQ’s)

This website is also a good resource for learning more about NYC public schools. The
NYCDOE also holds Webinars each month- you can go to www.teachnyc.net to register
for one. These are not required but you may find them helpful. The NYCDOE will send
you reminders about all of this- as will Cecilia.
               TEACH NYC APPLICATION- FAQ’s and Answers:

General Summary:
1) You must register on http://schools.nyc.gov/teachnyc/apply/apply.htm and
complete an application- this is required for all NYC students- you cannot get
hired without doing this.
2) Job fairs are by invite only- and you can only be invited to attend if you do the
teachnyc.net application.
3) The application can be rejected- so take it seriously and do a good job on it.

FAQ’s

Q: Is it required that NYC students fill out an application on
www.teachnyc.net?

A: YES - ALL teachers entering the system and wishing to get a paycheck
must have an online application as this is merged with payroll. However, all
applicants must do direct outreach with Principals and interview on their own - as
only Principals hire – no placements occur. Applicants whose applications are
deemed eligible and who have written great essays will be allowed to be part of
the New Teacher Finder - a database that allows Principals to view teachers and
teachers to see postings and indicate their interest directly to Principals.
Principals can also view if applicants were deemed ineligible to be part of this
database based on weak essays or other factors. However, the most important
point is teachers and Principals make the hiring decisions - no placement occurs.
The New Teacher Finder is an online hiring tool.

Q: How do NYC students get invited to career fairs?

A: Job fairs are by invitation ONLY from my Office - upon review of the quality of
your application, the needs of the schools and the certification you hold.
Interviews are offered on our part based on these same criteria and all applicants
who are interviewed at any point will eventually have their applications online as
it is mandatory and these applications can be a reason for a Principal or hiring
manager to overrule their initial decision on hiring the applicant if the application
is not in good standing.

Q: Can a student’s application be rejected?

A: YES and this will look bad - so they must write really thoughtful essays and
complete the application seriously.

Q: Who sees these applications?
A: All Administrators - Principals, their designees, Human resource
representatives, Principal Support Team and our office. It is an important
document reflective of the teacher and their interest in working in our schools and
it is why I really want your students to make the time to attend the webinar so
they can understand this fully.

Q: Will NYC DOE randomly select schools for students based on their
applications?

A: There is no placement at all in our system. They will seek positions and
interview and Principals may offer positions and they may accept or decline.
What we offer is support and I am their point person from this office and just want
them to know this which is why I have been excited about communicating with
them and wishing to share this information. It is also why I want them to register
and attend one of the many webinars that can put all of this into clear
perspective. It is also why I am making sure the Next Steps attachment has gone
out in my emails so they can clearly see the steps they must take.

A LETTER FROM NYCDOE

Dear Prospective Teachers and Colleagues,

Thank you for your interest in our NYCDOE public schools. I am taking the liberty
to summarize important next steps for all prospective candidates in order to help
facilitate the journey to becoming a NYCDOE public school teacher.

For a full time position there are two parts you need to complete:

For Teacher Certification:

       •   You will complete an online application with the NY State Education
           Department at: www.NYSED.gov (teachers)
       •   You will follow the guidelines for fingerprinting at:
           http://schools.nyc.gov/TeachNYC/apply/hired.htm, (If you were
           fingerprinted in NYC then you will complete the OSPRA 104 form and
           send it in; if you were fingerprinted outside the 5 boroughs of NYC then
           you complete and send in the OSPRA 103.

For full time employment as a teacher:
        • Your first step is to complete in full an online application on
            www.teachnyc.net . Please complete by the posted deadline - though
            you should complete it by early March 2011 in order to be eligible for
            most of our spring support opportunities.
        • Your second step is to familiarize yourself with the following websites:
               o www.teachnyc.net which posts important information and is
                   updated constantly -especially between March and the end of
                   August
               o http://schools.nyc.gov which is where you can find information
                   on everything about working in our school community and look
                   at all of our school's individual portals - this is also where you
                   get school specific phone numbers and addresses to do your
                   outreach. Remember we do not place teachers- you must do
                   the direct outreach with principals
               o and finally please feel free to join our social networking page
                   which has helpful information: http://facebook.com/iteachnyc.
        • Once you have completed your application and you are found eligible
            by pre-screeners- meaning your essays meet our standards and you
            can show you have or will have certification by either attaching the
            required documentation (Letter from the College indicating they are
            applying on your behalf to the State for or you upload the certification
           itself - then you will be allowed to be part of the New Teacher Finder
which is a hiring support online search tool for principals to view you and for you
to indicate your interest in positions.

             When New Teacher Finder members log onto their applications, they
             see a portal of resources and information, including a history of
             communication from the Office of Teacher Recruitment and Quality
             and a list of event invitations. Members are also eligible to attend bi-
             weekly webinars and chats that are scheduled between March and
             August every recruitment season. Topics last year included:

                            Resume Writing
                            Mastering the Interview
                            Powerful Portfolios
                            Teaching in the Bronx, Central Brooklyn and District
                             75
                            Financial Management (sponsored by Citibank)


         •   I highly recommend you look at Teachers of Tomorrow schools
             (http://schools.nyc.gov/TeachNYC/incentives/default.htm) and new
             small schools that opened up within the last three years – you can use
             the search engine to locate these.
         •   Please note that your social security number will be used once you are
             hired in order to enter you into the school’s budget. Some principals or
             school secretaries may ask you for a file number - however, the
             system has changed and file numbers are issued once you receive
             your first paycheck.

information session via our www.teachnyc.net website!
