MORAGA – On January 28, the District declared an impasse in labor contract
(“Memorandum of Understanding” or “MOU)” negotiations with the United Professional
Firefighters, Local 1230 and provided Local 1230 with the District’s “Last, Best and
Final” offer. The District is awaiting a response from Local 1230 regarding the District’s
offer.

While the District hoped the parties would be able to reach agreement and avoid
impasse, the District’s financial challenges necessitated this action.

The District appreciates the good work of its firefighters and continues to try to partner
with Local 1230 on ways to improve the District and its service to the citizens. The
District remains committed to providing high quality service to the community, financial
sustainability and transparency, and maintaining a quality work-force that is treated well
and compensated appropriately.

The District remains hopeful that Local 1230 will accept the District’s last, best and final
proposal and that the parties can move forward with a new labor agreement.
Otherwise, the District is prepared to participate in good faith in applicable impasse
procedures, including fact-finding, if timely requested by Local 1230.
