    The term "health information exchange" (HIE)
    encompasses two related concepts:

   Verb: The electronic sharing of health-related
    information among organizations
   Noun: An organization that provides services to enable
    the electronic sharing of health-related information

   Improve health care quality and outcomes
   Control the cost of health care and enhance
    value for patients and payers
   Maximize federal health information technology
    funding to Illinois and its health care providers
   Enhance public health and disease surveillance;
    reduce disparities

   Certified electronic health information
    technologies using computers and the Internet
   Inaccessible patient paper charts being
    converted to electronic patient health records
   Exchanged through a secure network following
    strict HIPAA privacy guidelines
   Organized around patient care at the point of
    care

   Gives patients the tools to be a more active
    participant in their own healthcare
   Increases safe and secure, 2-way
    communication between patients and providers
   Patient controls access to his/her information
   Reduces paperwork every time patient visits a
    new provider

     Success will require continuous learning,
        consensus building, improvement and
        innovation, and perhaps some course
             corrections along the way.”

   There is no “one size fits all” model of health information
    exchange
   Focus on what is best for the patient above all else is
    key to success
   Emphasis on secured messaging: replace the fax
   Accountable care, patient centered medical homes,
    payment reform not possible without widespread health
    information exchange
   Nationwide Health Information Exchange is growing

   Widespread adoption of electronic health
    records
   Electronic health records systems designed
    specifically for behavioral health providers have
    been federally certified

   Most behavioral health providers not eligible for
    electronic health records incentives under
    Medicare or Medicaid
   Status quo regarding state-by-state legal
    framework for behavioral health information

  most effective approach to caring for people with
