Prelude Systems, Inc. (alias PreludeSys) is pleased to provide this proposal in response to the
RFP for providing a Mobile Application as a prime contractor for the same.
The services described in this document are our core competency and we bring years of
experience, and world class personnel support structure that can provide the City of Irvine
(herein after referred as ‘The City’) with greater efficiency, increased flexibility and a

      E-Commerce
       We offer an e-commerce platform “PreludeSys E-commerce Platform” (PEP), for the
       enterprises to use the electronic communications and digital information processing

      Database Development
       We provide database design, development and optimization services. We work on

3.5    Our Solutions




AnB is our Enterprise Mobility solution that is light-weight with robust, enterprise-class security
and cross-platform support. AnB allows executives and employees to make timely decisions by
participating in workflow and approval processes in enterprise applications from their
iPhone/iPad, Android and BlackBerry devices. AnB is designed to be a fast and easy to use
solution. Deployment is simple and requires no changes to the enterprise applications. A full
scale implementation of AnB can be achieved in as little as 30 days.

In today’s fast-paced business world, companies have a growing need for instant and quick
decisions. It is critically important for enterprises to address high-value decisions, when the
employees are away from their computers, in meetings or on the road. With AnB, we offer a
quick time to market solution that greatly reduces cycle times for time-sensitive business

AnB Platform:




AnB platform is a light weight protocol stack of different layers with each layer has a specific
functionality. This product suite as a whole is a part of multi-tiered communication. The AnB
stack acts as a middleware that is used to communicate with the hand held devices like (smart
phones and tablets)/ management console and also with the business servers. The
communication between the business servers using the business software and the user's
mobile device or management console is done via the AnB platform in such a way that it
supports all sort of the business work flows identified by the client; thus making the AnB
platform as a generic platform for communication between the remaining two tiers (the user tier
and the server tier).

The layers that are part of the AnB protocol stack are mentioned below:

Business Extender: The business extender layer includes all the support features required for
efficiently integrating the Business Extenders with the Enterprise Mobility Solutions. The typical
examples for the business extenders are ERP/CRM software, Email software, File Servers,
LDAP, Databases and Content Management systems and so-on. The Business Extender
module provides the plug-in support for the integration of diverse business software.

Mobile Infrastructure: The Mobile Infrastructure provides the support for communicating with
different mobile platforms. The mobile platforms identified so far are iOS, Android OS and so-
on. The support for the rest of the upcoming platforms can also be easily extended.

Device Provisioning & Governance: This layer manages various types of hand held devices.

Enterprise Security plug-in: This module provides the essential security features that are
required for providing secured communication between the management console and the user's
mobile device.

Mobile Screen Builder: This module builds the screens for mobile devices by supporting a
generic data format which is used for the communication.

Industry Specific Mobile Content packs: The industry specific mobile content packs include a
client specific work flows that has to be identified as part of the Enterprise Mobility solutions.

The AnB platform is used to build communications between the mobile devices and business
servers which provides information related to business workflows. The business extenders that
fit for the AnB platform are SAP, Oracle, COGNOS and any Custom application.

The data received from any of these business extenders is first communicated to AnB which will
be processed by the AnB core components and is then presented to the mobile device end.

There are five different business work flows that are realized with the AnB platform. These
workflows include PO, PR, Shopping Cart, Time Sheets and Dashboards.

PO Workflow: Abbreviated as Purchase Orders and this workflow maintains a list of purchase
orders that are awaiting for either Approval / Rejection. These purchase orders are maintained
by the Business Software. When the user selects his work flow as purchase order, the list of the
pending purchase orders are pulled from the server and presented by the AnB to the mobile
device. The user from the mobile device is capable of either approving or rejecting the purchase
order by selecting any item from the list (depending on the role of the user).

PR Workflow: Abbreviated as Purchase Requisition which means that the list of purchase
orders which were approved are passed and made visible to the user who deals with the
Purchase Requisition phase. This list of items which were in the final stage of the purchase
process waiting for the Approval / Rejection are presented to user in the same way as
presented for the user in the PO workflow. The user of this workflow can finalize the purchase
by approving them. As part of the approval/rejection the user is free to add any comments if
necessary.

Shopping Cart: This is used to list the items that are already validated as per the purchase
criteria by the purchase department.

Time Sheets: This module is used to present the list of details related to the time sheets which
contains the details about the employee and the number of working hours expended by the
specific employee in a specific day during the week. Again the communication that is done for
presenting the data by the AnB is basically the same as that is done for the remaining
workflows.

Dashboards: The dashboards module provides an analytical snapshot such as pie charts, bar
charts, scatter plots and dashboards etc. For example, the identified work flow for the
dashboards is the sales information that contains the details about the sales for all the regions
in a specific country/continent. The abstract information about the sales is presented using the
pie chart and the detail comparison of the sales information for two consecutive years is
presented using a bar chart which can be viewed using the drill down feature by the user.

The above diagram provides a snapshot of our Project Team for The City’s mobile application
development. Our project team will meet the following criteria:
      We are headquartered in the City of Irvine and will be able to meet with City staff at 1
       Civic Center Plaza, Irvine, CA 92606 within one (1) business day from the request for
       the meeting.
      We shall be able to provide 24x7 technical support services via phone and computer
       with the help of our strong technical team as shown in the diagram.
      Customize App and available for implementation/maintenance/updates/edits to App to
       specific needs of the City of Irvine.
      Incorporate logos/images provided by the City and adhere to City production standards.

iPhone Application model with offline capability


Problem:
      The client wanted to foray into the mobile space with an iPhone application for its end
       user to track and maintain his routine food consumption & physical activity and the
       energy spent in his activities to remain fit.
      The end user has an option to select /create his food consumption from/in the world
       accepted standard database. Because of its volume, it is difficult to provide it along with
       the application
      Need for Data Updation of the activities, on a daily basis, entered by the end user in the
       application
      End user level of document viewing experience was an issue


Solution:
      We delivered a solution workable on the iPhone and the iPad. The application allows the
       end user to enter, update, track and store all details with respect to his food
       consumption, physical activities, pre-defined goals or also customize all the said
       functions
      The Solution allows access to the standard database only on demand by the customer,
       thereby managing the application size & available memory space efficiently
      The Solution provides Off-line connectivity of the application, on the mobile device ,by

5.4    Terms & Conditions
1. The Pricing in section 5.1 includes the development cost for the platforms such as Android,
   iPhone, Blackberry, iPad and Android tablets as well as the pricing for one (1) year of
   maintenance and support services.
2. We shall be able to provide 24x7 technical support services via phone and computer.
3. Our project team will require a lead time of 2 (two) weeks for resource mobilization from the
   date of receipt of signed contract for this project
4. The purchase of any hardware/software for the project or its cost is not included in this
   proposal.

5. Should there be a delay in the review, approval, or rejection of project deliverables beyond 2
   (two) business days, which leads to resource idle time, such change in the schedule will be
   submitted to The City via a project change request for reimbursement.

6. Any additional items not covered under the scope of this project, identified during the course
   of the project or otherwise will be analyzed as per our Change Control Process and its
   impact on the project schedule & cost will be shared with The City. We will initiate the
   development of the changes upon the receipt of the approval to proceed.
7. We will submit the invoice upon acceptance of the deliverables in the above agreed
   milestones and the payment is due within 10 days from the date of the Invoice.
8. The validity of this proposal is for 90 (Ninety) days from the date of submission.

7.     STATEMENT OF WORK


7.1    Scope of Work
The City is looking for a mobile application to run on iPhone/iPad, Blackberry & Android devices.
As requested by The City, we shall provide the application that fulfills all the requirements
mentioned in the RFP No. 12-2803. The application can be downloaded for free from all leading
brand smart phones (iPhone/iPad/Blackberry/Android/Android Tab). Anyone who has registered
with The City by providing basic information such as first name, last name, email id etc., can use
this application. It will be designed to provide the user with the capability to send anonymous
tips within the application and if required, the City's personnel can respond to these
tips/requests for further information. Additionally, the application will be able to geo-locate
reports/requests/tips using navigation functions of the phone. The application will generate an
email, phone message to a specific email id or phone number and ensuring that The City
officials are informed of the latest tips/requests/messages raised by the user. The application
will be built in a way such that it is robust and scalable. The below table provides a list of
identified scope of work:

7.3    Assumptions
The critical assumptions for the successful delivery of this project have been detailed below.
1. We will leverage our own software development life cycle methodology.
2. This project will require time from City’s staff as detailed in the project plan and as
   communicated.
3. We will execute and deliver this project using our delivery model. This will define how we
   will communicate, report and perform escalations with the customer
4. UAT & production environment will be provided by The City
5. All the necessary test data for UAT and System test will be provided by The City
6. The Customer shall extend the availability of any required third party controls to the
   development team for the entire duration of this proposed solution implementation. The cost

7.5    Proposed Solution




The technical solution for the proposed application is outlined below.
The bundle of the solution comprises of mainly three layers:
   1. The Device Layer
   2. The Networks Layer
   3. The Data Layer


Device Layer
This layer encompasses the functionalities related to the mobile devices. This layer contains a
feature rich client wrapper that interacts with the mobile devices like iPhone; Android and/or
Black Berry to retrieve data and is used to present it at the device end. As part of retrieving the
data remotely this layer is used to communicate with the wireless networks which is part of the
network layer. The client wrapper contains the technologies like the Stub and JAX-RPC
Runtime etc.

Network Layer
This layer encompasses the functionalities related to all the network communications. The
user's request that is sent from his mobile is communicated to the wireless networks via the
client wrapper in the device layer which is further used to pass on to the internet and identify the
node in the internet network where the web services are actually hosted. After identifying the
remote system, the user's request further uses the web technologies like SOAP/HTML/XML to
communicate with the firewall which forms part of the device layer.


Data Layer
The data layer incorporates the functionalities related to the business logic and data. The user's
request that is filtered and passed through the firewall is allowed to communicate with the web
service provider which contains a set of web services for the pre defined business logic that are
being hosted in the client's remote server. These web services communicate with the actual
data layer using the RFCs (Remote Function Call) which contains a real time database to hold
all the business related data. The service that is used to interact with the database by the web
service is called the DI service. The RFC is validated at the database end and the associated
data is served in the form of a response to the user which is communicated in the same way
that is done for the user to fire the request.


Middleware Layer
All the web service requests and responses that are done between the user’s mobile and the
Client’s business server are handled via this middleware. This middleware layer acts as a light
weight, secure and cross platform software for pushing and pulling the data to/from the
device/server.
Deploying the middleware’s rich client faces provide an easy and intuitive user experience for
BlackBerry, iPhone, iPad and Android devices. The business workflows that are offered as part
of The City’s mobile app solution can be extended from enterprise applications such as Oracle
or any ready data source that have ready to use high-value functional stacks to address specific
business workflows for quick deployment. This middleware layer requires no new or additional
hardware and is easy to deploy and leverages existing interfaces and/or web services to extend
enterprise application functionality onto mobile devices with no change to Business or IT
landscape.

In the Project Execution phase, our team implements the project management activities as

8.3    Project Release
Our project management methodology has defined guidelines for project release.
Our project release procedure takes into account and review of deliverables to ensure the
completeness and to meet the City’s requirements. Delivery of products may occur at any stage
of the software development process.
Review/Approve Deliverable – The project release management team reviews the deliverables
and the associated documents against the review plan and DFW’s requirements based on the
acceptance criteria. Deliverables shall be approved and baselined only if it meets the
acceptance criteria and the quality norms/goals set in the quality plan.
Conduct Baseline Audit - A baseline audit will be conducted before delivery to ensure the
integrity of the baseline as per the Delivery Release Note.
Deliver Software – The successfully tested application for different platforms will be made
available in their respective marketplace.


8.4    Quality Control Plan

8.4.2 Quality Assurance Process
We follow a Quality Assurance Process to plan and objectively evaluate the processes and the
work products of all software engineering activities of the company to provide an insight into
their quality for the senior management.
This steps followed in the Quality Assurance Process are


Planning for QA checks
The project QA plan will be prepared by the Quality Facilitator who will be having access to all
process related documents of the project and has a good understanding of the project from the
project manager. This QA Plan includes activities required to set up an environment that
encourages team members to identify and report quality issues. The Quality Analyst gets
deeper clarity into the project by participating in project level progress review meetings,
milestone/ phase end meetings and other meetings.


Execution of the QA Checks
The Quality Analyst conducts the QA Checks with the help of an Audit checklist in a preplanned
meeting with the development team.


Reporting of Non-Compliances and ensure resolutions
The Audit checklist is shared with the PM. The PM identifies the corrective & preventive actions
to resolve the non-compliances and includes them in the Audit report with the expected closure
dates and are tracked till closure by PM and QA.


Monitor QA activities
The Audit Summary Reports from all current projects and the progress of the QA activities are
reviewed on a monthly basis by Quality Assurance Manager.
