The following administrative position is currently anticipated for Eastern Connecticut State
University as a promotional opportunity for members of the CSU-SUOAF Bargaining Unit.

                                        Position Title
                      Associate Director of Financial Aid – Compliance
                                   ADMINISTRATOR 4

The projected starting date for the positions is at the mutual agreement of the University and
successful candidate.

                                     SUOAF-AFSCME

POSITION TITLE: ASSOCIATE DIRECTOR OF FINANCIAL AID - COMPLIANCE

RANK:                 ADMINISTRATOR 4

INCUMBENT:

SUPERVISOR:           DIRECTOR OF ENROLLMENT MANAGEMENT

DUTIES:

   1. Stays current with all financial aid regulations, policies and procedures in order to
   effectively and efficiently award and serve assigned group of student aid applicants and
   contribute to the effective training and management of other staff.

   2. Assists in the selection, supervision, training and evaluation of staff and may assume
   responsibility for the office in the absence of the Director of Enrollment Management.
   3. In consultation with the Director of Enrollment Management, oversees, manages, trains
   for and coordinates compliance responsibilities and activities, including maintenance of a
   current Policies and Procedures Manual and oversight of the R2T4 and SAP processes, in
   order to insure audits by federal, state and system auditors that are free of findings.

   4. Oversees and manages student loan programs with support of staff, including all
   certifications/counseling, processing awards, regular reconciliation and facilitation of
   disbursement.

  5. Oversees Scholarship and Grant Programs with the support of staff, including Pell, state
  and institutional grants and scholarships, as well as externally funded scholarships, in order to
  facilitate the efficient and effective awarding and disbursement of these resources to students’
  accounts.

  6. Contributes to staff training as it relates to the effective implementation of compliance
  procedures in processing financial aid.



QUALIFICATIONS:

Required:
    Bachelor’s degree
    Minimum of seven years’ experience in student financial aid and/or higher education
    Prior experience/demonstrated knowledge of SunGard SCT Banner or similar enterprise
       system, COD, Loan Servicing Software, Federal EdExpress/EdConnect, and Windows
    Prior experience with compliance activities and the administration of grant/scholarship
       and loan programs, including drawing down funds, processing awards, regular
       reconciliation and facilitation of disbursement
    Prior experience managing staff and/or student employees
    Knowledge of Financial Aid Office operations, regulatory requirements of financial aid
       administration and federal need analysis.

Preferred:
     Master’s Degree
