   Bias-free evaluation of multiple bond amounts sometimes necessitates consideration of
    employing a split-sample methodology, where the survey sample is split into smaller
    groups, each representative of the whole survey universe, and asked about a single ballot
    measure.

   For this survey, we used a split-sample survey design to independently measure opinion
    about a $450M bond measure (Sample A) and a $650M bond measure (Sample B).
   In each college service area, half were assigned to each dollar amount.

After hearing reasons not to vote for the measure, the lower amount

     Contra Costa County was hit hard by the economic downturn and housing foreclosures, and
    people are just starting to get back on their feet. Opponents of the bond measure say now is
     just not the right time for it, and that we should not be increasing property taxes at a time
