MEMORANDUM DATE: DECEMBER 10, 2013 TO: PUBLIC NOTICE FROM: THE TARRANCE GROUP RE: FINDINGS FROM SURVEY OF VOTERS NATIONWIDE VOTERS DISAPPROVE OF OBAMACARE Ø Half (50%) of voters disapprove of the President’s healthcare law, or Obamacare. Just 40% approve of the law. Intensity is strongly against Obamacare, as 43% strongly disapprove, while only 25% strongly approve. A majority of voters within key groups disapprove of Obamacare, including women 18-‐44 (51%), employees of small businesses (57%), households with children at home (56%), and voters who have attempted to shop on the health care exchange websites (52%). Ø Voters are more likely to react negatively than positively to Members of Congress who supported Obamacare. Just 38% are more likely to vote to re-‐elect their Member if he or she supported Obamacare, while 46% are less likely to vote for re-‐election. Six in ten (61%) voters who say that they are employed by a small business believe Obamacare will hurt small businesses. Also, with numerous polls showing the economy as Americans’ top concern, it should be a point of caution to Obamacare supporters that Americans believe the law will hurt the economy. REACTIONS TO STATEMENTS ON OBAMACARE Voters were presented with several statements about Obamacare, and were asked if they agree or disagree with each. A majority of these results reveal voters’ tendency to agree with statements highlighting the harmful effects of the law: Agree Unsure Disagree While just 27,000 have selected plans through the Obamacare website, 4.8 million have had their health insurance cancelled 59% 7% 35% because of Obamacare. It is making things worse. According to the non-‐partisan Congressional Budget Office, even after Obamacare is fully implemented, there will still be 31 56% 14% 31% million Americans without health insurance. It still will not do what President Obama promised. President Obama is shifting the blame of his healthcare law failing, and is not taking responsibility for millions of Americans 55% 5% 41% losing their health coverage. President Obama’s failed promises on Obamacare make it 54% 3% 43% difficult to trust him and his administration. While Obamacare has had a rocky start, we should still support it because the law will give millions of Americans health 52% 4% 45% insurance for the first time. Obamacare and the website healthcare dot gov pose a threat to 47% 15% 38% patient privacy. Questions asked among half sample This survey was conducted among N=803 registered voters throughout the country between December 1-‐5, 2013. Interviews were conducted by live interviewers, with 75% of the interviews coming from respondents on landline phones, and 25% from respondents on cell phones. The sample has a +/-‐ 3.5% margin of error, and was a combination of Random Digit Dial (RDD) and listed sample, obtained by Survey Sampling International (SSI). Interviews were weighted to ensure demographic groups were fully represented in the final data.
