CALL TO ORDER             The regular meeting of the City Council of the City of Blue
                          Island was called to order by Mayor Donald E. Peloquin at
                          7:00 p.m. on January 12, 2010.


PLEDGE OF ALLEGIANCE


ROLL CALL                 Roll Call indicates the following:

            REPORT OF CITY OFFICIALS

                          Mayor

                          Mayor Peloquin is asking permission from Council to again
                          authorize the Chicago Southland Convention and Visitors Bureau
                          to be our delegate in regards to marketing and tourism.

                                     Upon a vote, the Mayor declared the motion carried.


                                     The Mayor announced that Building Commissioner Dave
                                     Mindeman reported that the Salvation Army will be up and
                                     running mid to end of February and El Rachito Grocery Store will
                                     be expanding and would be taking over the remainder of the stores
                                     on Western. Mayor Peloquin announced that they are still moving
                                     ahead to have some type of grocery store in the Jewel property.


                                     Mayor Peloquin announced that the Ann Street reconstruction
                                     project would proceed as scheduled around late spring with the
                                     County’s approval.


                                     Mayor Peloquin introduced with great honor, Mr. Bob Gawronski
                                     of Fays Point Senior Suites, Vice President of Senior Life Style.

                                     Mr. Gawronski introduced himself as Vice President of Senior Life
                                     Style and was very pleased to announce they have applied for the
                                     Certificate of Occupancy permit for March.
                                     Mr. Gawronski thanked the Mayor and City Council for this
                                     opportunity. He informed Council that this was a 91-bedroom
                                     apartment starting at $425 a month, which includes all utilities,
                                     transportation, laundry room and activities.

                                     Ald. Ostling asked how this was going to be advertised to get
                                     residents.

                                     Mr. Gawronski stated there’s advertisement thru signage,
                                     newspapers and that they have a pre-application first come first
                                     serve.

                                     Ald. Johnson asked how many employees and how many
                                     employees will be Blue Islander’s.

                                     Mr. Gawronski stated that there will be 5 employees on site and
                                     that people interested could contact the Human Recourse
                                     Department or could apply for positions on line.

                                     Mayor Peloquin stated that he is working with them with the
                                     applications as they go.

                                     Clerk Frasor stated that Mr. Gawronski is the City’s local T.V.
                                     star. He is on the City’s T.V. station to inform residents of Senior

                                     Living, the next meeting will be at Metro South and will also be
                                     televised.

                                     Mr. Gawronski was happy to inform Council that talks about
                                     Senior Assistant Living are also in the works.

                                     Mayor Peloquin commented that he hopes they plan on putting
                                     another building up with all the positive responses they’ve had.


PROCLAMATION                         THE CITY OF BLUE ISLAND HEREBY RECOGNIZES
                                     SOUTH SUBURBAN PADS 20 SEASONS OF SERVICE BY
                                     PROCLAIMING THE MONTH OF JANUARY 2010 AS
                                     SOUTH SUBURBAN PADS AWARENESS MONTH (AND
                                     ASKS ITS RESIDENTS TO SUPPORT THE
                                     ORGANIZATION’S EFFORT TO CONTINUE SERVING
                                     THE COMMUNITY BY WORKING TO BRING ABOUT AN
                                     END TO HOMELESSNESS.)

                                     Motion by Ald. Patoska, second by Ald. Vieyra to adopt.

                                     Upon a vote, the Mayor declared the motion carried.


                      Questions To The Mayor’s Office

                                     Ald. Elton announced this was the 10 year anniversary for
                                     Council Meeting being held at the East Annex and thanked the
                                     Superintendent of Public Works and Water Department for
                                     getting the heat on in some residents homes and for the fine
                                     quick job with the snow plowing.


                                     Bids

139TH STREET                         Clerk Frasor requested permission to open sealed bids for the
                                     parcels on 139th Street.

                                     Motion by Ald. Janko, second by Ald. Johnson to approve.

                                     Upon a vote, the Mayor declared the motion carried.

                                     Clerk Frasor opened the bids from the following:

                                     J & T Homes Group of Illinois - $25,000
                                     CKC Development Company - $ 2,000

                                      Clerk Frasor requested permission to turn these bids over to the
                                      Community Development Committee to review.

                                      Motion by Ald. Ostling, second by Ald. Spizzirri approve.

                                      Mayor Peloquin requested that the Committee inform the Planning
                                      Department with all discussions made on this issue.

                                      Upon a vote, the Mayor declared the motion carried.

                                      Clerk Frasor announced that both developers would be at meeting
                                      to explain their proposals.

                                      Ald. Johnson asked if there were only 2 bids.

                                      Clerk Frasor stated yes, just the 2.


                                      City Clerk

TAG DAYS                              Misericordia is requesting permission for tag days on April 23rd &
                                      24th, 2010.

                                      American Legion is requesting permission for tag days on May 21st
                                      & 22nd, 2010 with rain dates of May 28th & 29th, 2010.

                                      Motion by Ald. Janko, second by Ald. Patoska to approve.

                                      Upon a vote, the Mayor declared the motion carried.

                                      Mayor Peloquin asked if anyone would like to volunteer to tag for
                                      Misericordia to please contact his wife or call his office.


                                      City Treasurer

                                      Motion by Ald. Stone, second by Ald. Ostling to accept the
                                      Treasurer’s Report for the period of two months, November and
                                      December 2009 and to be placed on file.

                                      Upon a vote, the Mayor declared the motion carried.

                                     City Attorney

                                     Motion by Ald. Hall, second by Ald. Janko the headings be read
                                     and then a motion for adoption.

                                     Upon a vote, the Mayor declared the motion carried.

ORDINANCE. 10-086                    AN ORDINANCE RESTRICTING A PORTION OF A
                                     CERTAIN STREET FOR HANDICAPPED PARKING ONLY
                                     WITHIN THE CITYOF BLUE ISLAND, COUNTY OF
                                     COOK, STATE OF ILLINOIS, AND PROVIDING
                                     PENALTIES FOR THE VIOLATION THEREOF.

                                     Location: 12733 Division Street.

                                     Motion by Ald. Patoska, second by Ald. Vierya to approve.

                                     Ayes:      11        Ald. Vierya, Spizzirri, Patoska, Ruthenberg,
                                                          Stone, Janko, Ostling, Hall, Johnson, Elton,

RESOLUTION NO. 10-384                A RESOLUTION FOR APPROVAL OF CLASS 6(b) REAL
                                     ESTATE TAX INCENTIVE ABATEMENT FOR THE
                                     BENEFIT OF CLOVERHILL PASTRY-VEND, LLC FOR
                                     PROPERTY LOCATED AT 2200 W. 138TH STREET IN THE
                                     CITY OF BLUE ISLAND, COOK COUNTY, ILLINOIS.

                                     Motion by Ald. Hall, second by Ald. Johnson to approve.

PAYROLL                              Motion by Ald. Stone, second by Ald. Ostling to approve Payroll for:

                                     December 11, 2009 – Net Pay - $228,032.91 - Total Gross - $358,199.91.

                                     December 24, 2009 – Net Pay - $219,470.11 – Total Gross - $351,334.69.

                                     January 8, 2010 – Net Pay - $242,303.02 – Total Gross - $387,614.42.

                                     Mayor Peloquin requesting permission for himself and Mike
                                     Anastasia to continue to negotiate a loan in regards to paying off
                                     the tax anticipation warrant.

                                     Motion by Ald. Stone, second by Ald. Ruthenberg to approve.

                                     On the Question: Ald. Janko asked how much the loan was.

                                     The Mayor stated up to a million.

                                     Judiciary Committee – Ald. Vargas, Chairman

                                     No Report.

                                     Public Health & Safety Committee – Ald. Ostling, Chairman

                                     Fire Department Report for November:

                                     Total emergency medical services – 201, patients treated 170, 150
                                     patients transported, 51 patients refused transport, 118 hours total
                                     time in service, 22 total an hours in service, 252 total man hours in
                                     service, 4.93 call to patient contact average, 117 day response, 84
                                     night response with a grand total of 310 rescue, fire and EMS.

                                     12 lead EKG machines donated by Metro South will be in service
                                     either January or February and a demonstration will be brought to
                                     City Counsel.

                                     Police Department Report for November:

                                     Parking citations were 1,082, 561 moving citations, 22,874 miles
                                     patrolled, 2,320 calls answered, 314 traffic stops and total fees and
                                     fines collected for November was $66,555.41.

                                     Detective Division – 76 cases were assigned to six detectives, 1
                                     death investigation, 6 robberies, 8 residential burglaries, 4
                                     burglaries, 2 sex related offenses, 1 child abuse and 32 property
                                     damage crimes.

                                     51 assigned and self initiated cases were resolved, 1 death
                                     investigation, 1 criminal sexual assault, 1 aggravated vehicular
                                     hijacking, 4 robberies, 17 residential burglaries, 6 burglaries, 1
                                     battery case resulting in bodily harm, 5 larcenies and 8 missing
                                     persons.

                                     The detective division made 14 arrests. 2 felonies, 8
                                     misdemeanors, 1 arrest warrant served, 3 local ordinances issued
                                     and 7 juvenile arrests.

                                     Detective Corporal Rzab & Detective Sepessy attended training
                                     with the South Suburban Major Crimes Task Force.
                                     Blue Island Police Department assisted Oak Forest Police with
                                     execution recovery of narcotics search warrant this resulted in the
                                     recovery of various packaging material and electronic scales the
                                     target of the search was not present.

                                     No task force activation in November.

                                     Committee was shown a video of the red light camera surveillance
                                     that is up and running at 127th & Kedzie.

                                     Sgt. Morey reported to Committee that Robert P. Meyer Asst.
                                     Crossing & Trespass Manager from the Federal R.R.
                                     Administration Department would be working with student safety

                                     at Eisenhower High School. Cable access will also show public
                                     safety & training for Police Officers will begin.

                                     350 students graduated from Dare Program.

                                     Tickets will be issued with 2 inches of snow if you park in
                                     designated snow routes. The Department receives more
                                     complaints if they do not ticket or tow.

                                     Residents in 2nd Ward informed Committee of a strange car riding
                                     around Lincoln School, Chief Hoglund will investigate that.
                                     Discussion on speed limit and school zone sign for Canal Street.

                                     Next meeting – Tuesday, January 19, 2010 at 6:30 p.m.- Lower
                                     Level of the Police Department.


                                     Municipal Services Committee – Ald. Janko, Chairman

                                     Motion by Ald. Janko, second by Ald. Patoska to approve the
                                     following Ordinances to be drafted.

                                     Rescinding handicapped parking for 12938 Mozart Street.
                                     Handicapped parking for 2252 Collins Street.
                                     Handicapped parking for 2035 Union Street.

                                     Upon a vote, the Mayor declared the motion carried.

                                     Ald. Vieyra reported a city streetlight that needed to be replaced at
                                     Rexford and Vermont Street; she also requested graffiti removal
                                     for the wall along Packard Drive. Superintendent Stachulak
                                     reported that he would create the orders for all her requests.

                                     Ald. Ruthenberg reported that he is still getting complaints from
                                     residents around the York Street Medical Center. It appears that
                                     employees are parking on the street surrounding the Medical
                                     Center rather than in the Medical Center Parking lot. He would
                                     look into it with the building manager.

                                     Ald. Janko discussed an insurance policy that had been circulating
                                     through the neighborhoods asking homeowners to take out for
                                     water supply line into their homes. The company soliciting this
                                     service was “Home Service USA”, Superintendent Kozlowski
                                     reported that the city is not currently partnering with any agency
                                     independent or otherwise for insurance work on water services to
                                     properties. He indicated that residents that have questions about

                                     water service or companies soliciting residents about insurance for
                                     their water supply lines could contact his office.

                                     Ald. Elton asked that the Committee continue to work toward
                                     streamlining the Handicapped sign Ordinance and installation
                                     process. The Committee agreed and will work with Public Works
                                     and the City Attorney to streamline his office.

                                     Superintendent Kozlowski asked the Committee to address a
                                     request from Mrs. Nancy Thompson regarding questions about her
                                     water bill and certain usage amounts. Both Mrs. Thompson and
                                     Mrs. Carol Depace-Green addressed the Committee about the
                                     concern. The Committee reviewed evidence of the past 5-years of
                                     billing and determined that the billing history showed evidence
                                     that supported high volume for the month’s question. In some
                                     instances the past history showed amount used exceeding the
                                     amounts I question on the 2009 monthly billing cycle. The
                                     Committee agreed that a correction for the months in question was
                                     not warranted due to direct meter reading during those months.
                                     The final bill, which was estimated, was contested as an actual
                                     meter reading was taken the homeowner and Mrs. Depace-Green
                                     will be adjusted by Superintendent Kozlowski.

                                     Community Development – Ald. Natalino, Chairman

                                     Business Report:

                                     Aztek Ink at 13357 Olde Western Avenue, Tattoo Parlor – closed due
                                     to illegal activities. Owner is asking to reopen. Request is tabled.

                                     W & W Auto Parts at 12301 Vincennes, Auto Repair and Tire Sales –
                                     approved pending Fire Inspection.

                                     GT Cargo, Inc. at 3301 Wireton Road, Trucking – approved pending
                                     Fire and Building Inspections.

                                     Mayor Peloquin addressed the Committee requesting a Resolution
                                     granting Class 6b incentive for Clover Pastry. Request was approved.

                                     No Report.

             CITIZENS WISHING TO ADDRESS THE COUNCIL
             REGARDING THIS EVENING BUSINESS

                                     Raymond Garay of 2528 Orchard Street asked what the City’s red
                                     figure and what the City has in stored for fix the problem


                                     Mayor Peloquin stated that the City is probably about 1.6 Million
                                     in debt. That he feels the City is on the right path with employees
                                     giving up furlough days, paying for health insurance, each
                                     department has reduced amount of expenses and other programs
                                     we are trying to reconstruct.

                                     Carlos Salgado of 1837 High Street asked about the crime rate in
                                     Blue Island.

                                     The Mayor stated that they are trying to work in the neighborhoods
                                     doing what they can and have different programs their trying to
                                     initiate. Mayor Peloquin talked to other Mayors and due to the
                                     economy change; it’s bad all over. The neighborhood watch
                                     program needs to be stimulated and residents need to get involved.

                                     Candice Carr of 12523 Fairview stressed how she was confused
                                     who the City Attorney was due to Mr. Sullivan representing the
                                     City tonight, but Mr. Brosnahan was appointed in.

                                     The Mayor reassured that Mr. Brosnahan is still the City’s
                                     Attorney and that he was in Springfield and that Mr. Sullivan is
                                     filling in for him.

                                     Mrs. Orosco of 11957 Longwood Drive wished Happy New Years
                                     to everyone and requested to hold the Black Culture Night on
                                     February 19th at the East Annex.

                                     Motion by Ald. Hall, second by Ald. Johnson to approve.

                                     Mrs. Orosco invited everyone to the Black Culture Night.

                                     The Mayor asked Mrs. Orosco if this event was with what the
                                     Library was having.

                                     Mrs. Orosco stated no that Mr. Scott is working with the Library.

                                     Willie Scott of 11917 Longwood Drive wished Happy New Year
                                     to everyone and to invite everyone to the Martin Luther King
                                     memorial at the Church of Christ on January 17th at 3:00 p.m.


CLOSED SESSION                       Motion by Ald. Hall, second by Ald. Janko to go into Executive
                                     Session to discuss pending litigation.

                                     Upon a vote, the Mayor declared the motion carried.


OPEN SESSION                         Motion by Ald. Hall, second by Ald. Elton to reconvene the meeting.

                                     Upon a vote, the Mayor declared the motion carried.
