European Economic and Social Committee The President

Brussels, 30 April 2004

On May 25th and 26th, the European Economic and Social Committee (EESC) is organising, with the support of the European Commission, a high-level conference on “The Political Priorities 2007-2013 of the EU and the Financial Perspective – The Views of Organised Civil Society” Given the long-term importance and the high political and . economic profile of this subject, and in view of your own interests, I have great pleasure in inviting you to participate in this event. Please find enclosed the preliminary programme. The Committee is currently drafting an Opinion in response to the Commission Communication of February 10th 2004 entitled Building our Common Future – Policy Challenges and Budgetary Means of the Enlarged European Union 2007-2013.The conference will therefore aim to provide a forum for a wide ranging and open exchange of views on how best the EU's political priorities should be defined and financed for the period 2007 to 2013 by focusing on the following questions : • • • Are the political priorities identified by the Commission Communication the right ones and do they take adequate account of implementation experiences to date ? How can partnerships involving representatives of civil society be developed so that the priorities are implemented effectively ? Are the policy instruments chosen to implement the priorities feasible ?

This will be a major opportunity for a wide range of representatives of organised civil society in the EU to debate the issues with the representatives of the European institutions. I certainly hope that you will be able to take up this invitation. We are counting on your presence and a registration form and a draft programme are attached. Yours faithfully,
