INDIAN INFRASTRUCTURES INVESTMENTS – 2007-2012

The focus of the Indian Government is on developing roads, railways, bridges, mass housing, power and
healthcare facilities. The Planning Commission had earlier estimated that investment requirement in the
infrastructure sector will be to the tune of approximately € 350 billion during the 11th Five Year Plan period
(2007-2012). The construction sector – whose contribution to Indian GDP has increased from 8% in FY06 to
8.5% in FY08 - is the key component of this process and is expected to create multiple downstream
opportunities for several other sectors, such as steel, cement, and construction equipment.

 The Indian aviation industry is one of the fastest growing aviation industries in the world. The government's
 open sky policy has led to many overseas players entering the market and the industry has been growing
 both in terms of players and number of aircrafts. Today, private airlines account for around 75% share of the
 domestic aviation market. According to the Ministry of Civil Aviation, around 29.8 million passengers traveled
 to/from India during 2008, an increase of 30% on previous year. It is predicted that international passengers
 will grow up to 50 million by 2015. Further, due to enhanced opportunities and international connectivity, 69
 foreign airlines from 49 countries are flying into India.
The Indian Civil Aviation market grew at a rate of 18%, and was worth 4,1 billion € in 2008. Airlines recorded
a double-digit growth in air traffic in August 2009, according to data released by the industry regulator
Directorate General of Civil Aviation (DGCA). Domestic airlines flew 3.67 million passengers in August 2009,
as against 2.92 million in the corresponding period last year—an increase of 26%. The Centre for Asia
Pacific Aviation (CAPA) forecasted that domestic traffic will increase by 25% to 30% till 2010 and
international traffic growth by 15%, taking the total market to more than 100 million passengers by 2010.
By 2020, Indian airports are expected to handle more than 100 million passengers including 60 million
domestic passengers and around 3.4 million tonnes of cargo per annum.
Moreover, significant measures to propel growth in the civil aviation sector are on the anvil. The government
plans to invest 6,6 billion € to modernize existing airports by 2010. The government is also planning to
develop around 300 unused airstrips.

Development of Infrastructure
   • Mumbai and Delhi airports have already been privatized and will be upgraded at an estimated
       investment of 2,9 billion € over 2006-16. Greenfield airports are operational at Bangalore and
       Hyderabad. These are built by private consortia at a total investment of over 587 Mln €.
   • A second greenfield airport being planned at Navi Mumbai is going to be developed using public-
       private partnership (PPP) mode at an estimated cost of 1.8 billion €.
   • 35 other city airports are proposed to be upgraded. The city side development will be undertaken
       through PPP mode.
   • Over the next five years, AAI has planned a massive investment of 2.25 billion € -43 % of which will
       be for the three metro airports in Kolkata, Chennai and Trivandrum, and the rest will go into
       upgrading other non-metro airports and modernizing the existing aeronautical facilities.
   • An investment of 457 Mln € will be made by industries in the Aerospace and Precision Engineering
       Special Economic Zone at Adibatla, Ranga Reddy district.
   • The country's first special economic zone (SEZ) dedicated to the aerospace industry has been
       inaugurated in Belgaum district, Karnataka. The SEZ—promoted by Quest Global, an aerospace
       engineering and manufacturing company—was undertaken at an investment of 23.8 Mln €.

Major Investments
Over the past year, various companies have shown an interest in the Indian aviation industry. Investment in
airport infrastructure was over 3,7 billion € in 2008 and will go up 8,8 billion € by 2013, of which close to 4.9
billion € is expected to come through public private partnerships (PPP) model.
      • Tata Advanced System Limited (TAS), a unit of the Tata Group, will set up a 83.4 Mln € helicopter
          manufacturing unit at the Aerospace Special Economic Zone (SEZ) in Adhibatla village near the
          Hyderabad international airport. Further, the company has formed a joint venture with US-based
          Sikorsky Aircraft to make aerospace components in India.

    •   US aircraft maker, Boeing Co, will deliver 100 planes worth 12,5 billion € over the next four to five
        years to India.
    •   Changi Airports International is ready to enter into joint ventures with more Indian companies in
        developing airports. The company, which has picked up a 26% stake for14,7 Mln € in Bengal
        Aerotropolis Pvt Ltd (BAPL) is looking at other opportunities.
    •   State-owned aerospace firm Hindustan Aeronautics Limited (HAL) has signed an agreement with
        Boeing to supply flaperons for the Boeing's 777 series commercial jetliners. It is understood that HAL
        will supply 600 units of flaperons to Boeing which will be delivered in phases by 2019.
    •   European passenger plane maker Airbus SAS will move 20% of its engineering and design activities
        to low-cost countries, a majority of it to India, by 2012.

Road Ahead
The Indian aviation sector is likely to see clear skies ahead in the years to come.
   • Passenger traffic is projected to grow at a CAGR of over 15% in the next 5 years.
   • The Vision 2020 statement announced by the Ministry of Civil Aviation, envisages creating
        infrastructure to handle 280 million passengers by 2020.
   • Investment opportunities of 80,7 billion € envisaged up to 2020 with 58,7 billion € in new aircraft and
        22 billion € in development of airport infrastructure.
   • Associated areas such as maintenance, repair and overhaul (MRO) and training offer high
        investment potential. A report by Ernst & Young says the MRO category in the aviation sector can
        absorb up to US$ 88 billion € worth of investments by 2020.
   • Aerospace major Boeing forecasts that the Indian market will require 1,000 commercial jets in the
        next 20 years, which will represent over 3% of Boeing Commercial Airplanes’ forecasted market
        worldwide. This makes India a US$ 73,4 billion € market in 20 years.

 Urban Transports
Mumbai Metro Project Phase-1
The project entails building 11-km metro corridor between Versova-Andheri-Ghatkopar stretch in Mumbai.
Mumbai Metro One Pvt Ltd (MMOPL) is an SPV formed for this purpose. The stakeholders are Reliance
Infrastructure, a Reliance ADA Group Company, Veolia Transport from France and Mumbai Metropolitan
Region Development Authority (MMRDA).
MMOPL has achieved financial closure for the Versova-Andheri-Ghatkopar corridor project. The construction
work has started on the project and so far 60% of the work is completed. The project is expected to complete
till December 2010. Shyam Narayan & Brothers, SEW Constructions Ltd and Simplex Infrastructure Ltd are
the civil contractors for this project. The project cost is 0,4 Mln €.

Chennai Metro Project
The Phase-1 involves construction of two Corridors with a combined length of 45 km. In the first phase, 24
km will be underground while 21 km will be elevated. Corridor I, with a length of 23.1 km (14.3 km
underground and 8.8 km elevated), will run from Washermanpet to the Airport via Anna Salai.
Corridor II, with length of 22 km. (9.7 km. underground and 12.3 km. elevated), will run from Chennai Central
to St. Thomas Mount via Koyambedu.
The portions of Corridor I from Washermanpet to Saidapet on Anna Salai, and Corridor II on Periyar EVR
Salai and Anna Nagar 2nd Avenue, will be underground and the remainder elevated. The first tender was
awarded in February 2009 for the construction of elevated viaduct from Koyambedu to Ashok Nagar for a
length of 4.5 km to Soma Enterprise Ltd, Hyderabad at a cost of 30,6 Mln €.

The physical works have commenced. Design and construction bid of elevated viaduct on corridor-1 was
invited in October 2009. The pre-qualification for design and construction of underground stations and
associated tunnels was invited in November 2009.

Bangalore Metro Rail Project
Namma Metro is being implemented by the SPV – Bangalore Metro Rail Corporation Ltd. (BMRCL). Two
double line corridors: East-West (EW) and North-South (NS) with a total length of 33 km is proposed and 35
stations being planned on the route.
The Karnataka Government cleared the project in March 2005 and Ahluwalia Contracts India Ltd is
implementing a contract for construction of metro train depot cum workshop at Peenya as part of Phase-I.
One and half month back, they have mobilized the equipments and recently started the work. The
completion will take 27 months. The contracts have been awarded for construction of six elevated metro
stations in Reach-I viz. S. V.Road and Ulsoor Stations at a cost of 11,6 Mln € to IVRCL Infrastructure
Projects Ltd. and CMH Road and Baiyappanahalli Stations at a cost of 14,2 Mln € to IVRCL – CR 18G
Consortium. A progress of 38% has been achieved at these stations. Trinity & MG Road Station works has
been awarded to Punj Lloyd at a cost of 13,4 Mln €.
The works at all the six stations have already commenced and around 25% is done so far. The contract has
been awarded to Simplex Infrastructure Ltd at a cost of 30,1 Mln € for construction of Elevated Structures
(5.9 km) excluding stations and piling work as part of Reach-2. The work is progressing well. Total 341 piles
is completed out of 1006, pile caps and segment casting in progress. Out of six stations, three stations viz.,
Tollgate 54/124 piles, Hosahalli – 60/124 piles & Vijayanagar-41/124 piles is awarded to Ahluwallia
Contractors at a cost of 16,8 Mln € and work is progressing well. Another three stations Viz., Mysore Road
terminal - 60/147 piles, Deepanjali Nagar –28/179 piles and Mysore road terminal is awarded to Punj Loyd—
Sembawag at a cost of 18,2 Mln € and work is progressing well.

Kolkata Metro Rail Project
Kolkata Metro Rail Corporation Ltd is implementing the East-West Metro corridor in Kolkata. The project was
sanctioned on 30.7.2008 and is estimated to cost 0,7 Mln €. The project comprises underground and elevate
route distance of 13.77 km from Howrah to Salt Lake Sector V , Land requirement of 22.60 ha of which 1.08
hectare is private land and 13 number of stations planned. So far, only 5 to 10% of the work is done and the
completion is targeted by December 2013.

Roads & Highways
During the last three years, the government bid out 2,000 km of road construction contracts. In comparison
to this, the central government will bid out 7,000 km of road construction contracts in the current fiscal.
Reliance Infrastructure Ltd led consortium has recently won National Highway Authority of India (NHAI)
project worth 26,5 Mln € to construct a sixlane highway between Pune and Satara in Maharashtra.
The work will start in 3 months and the project is expected to be operational by July 2012. The project will be
executed on a design, build, finance, operate and transfer (toll) basis with a concession period of 24 years,
including the construction period.
GMR Infrastructure has bagged the road project worth 0,3 Mln € comprising 181-km National highway
stretch between Hyderabad and Vijayawada in May 2009.The Hyderabad-Vijayawada road is a toll project
ith a concession period of 25 years. The company had signed the concession agreement in October 2009.
Fund raising is in process and likely to complete by February 2010.
The Kerala State Transport Project (KSTP) launched in 2002 aims to improve 1,600 km of road network and
77 km of inland waterway in Kerala with a World Bank assistance of 187 Mln €. So far, 85% of the work on

various roads taken up for ‘heavy maintenance’ has been completed, 90% of the main road work is done, the
Thiruvatta bridge, the Changanacherry boat terminal, the Arpookara bridge and four boat jetties have been
completed. Work on 7 jetties is in progress. The feasibility study for the phase-II is likely to get over by March
IL&FS Transportation Networks Ltd has bagged the 4- landing project of the National Highway 24 between
Moradabad and Bareilly worth 0,2 Mln €. NH 24 connects Uttar Pradesh’s capital Lucknow to New Delhi via
Shahjahanpur, Bareilly, Rampur, Moradabad and Ghaziabad. This project would be executed on a Design,
Build, Finance, Operate and Transfer (DBFOT) basis for the National Highways Authority of India (NHAI).

Future Outlook
The Government of India has set a target of building 7,000 km of highways per year (20 km/day), which
translates into a total investment of 59 Mln € in the next 3 – 5 years.
The 11th Five Year Plan estimates the urban housing shortage at the commencement of Plan period at 24.7
million units, with 99% of this shortage pertaining to the Economically Weaker Sections (EWS) and Lower
Income Groups (LIG). As per Investment Commission of India, the real estate market is projected to grow to
€ 60 billion by 2010 at a CAGR of 40%.
Airports Authority of India (AAI) has plans to incur expenditure of 1,9 Mln € for modernization of airports and
air traffic services across the country during XIth Five Year Plan period (2007-2012). In the Port sector, the
total anticipated investment is 8,6 Mln € for 276 projects covering the entire gamut of activities namely
construction/upgradation of berths, deepening of channels, rail/road connectivity projects, equipment
upgradation/modernization schemes and ot her related schemes. All this translates into huge opportunity for
the sectoral players.
