Guidelines for Programme / Project Summary Preparation A brief guideline is given below to facilitate the preparation of the Project Summary format. 1. Project Code: The project identification number. To be filled by the Ministry of Planning and National Development (MPND). 2. Programme / Project Title: A brief title that characterises the programme / project. 3. Location: The island, atoll or region where the physical activities of the project are implemented. 4. Implementing Agency: The agency responsible for carrying out the project activities. 5. Project Duration: The total duration of the project in months. Also indicate the estimated start and end dates for the project specifying the month and year. 6. Total Programme/Project Cost: Total project cost to be given in Rufiyaa and US Dollars. For currency conversion use the six monthly average mid exchange rate from Maldives Monetary Authority. Give total funds required or committed from external sources, the domestic budget, and community contribution. For external funding, attach details of donors and the funds committed or proposed to each donor. 7. Current Situation (problems and needs): Give a brief description of the situation, problems and needs that the project would address. Indicate the total population of the project location and the target population from this total. Explain existing situation in terms of the need or existing capacity of the target location in relation to the activities proposed in the project. E.g.: If a project to construct a new mosque is proposed, give status of existing mosques, their capacities and the shortfall in relation to the need. Append any reports, surveys and feasibility studies, economic or financial appraisals prepared for this project. 8. Project Objectives: State the objectives of the project indicating separately the short-term objectives (which are quantifiable and constitute the basic performance indicators for monitoring and evaluation), and long-term objectives. 9. Project Justification and Benefits: The project justification should include the rationale for the project and how the project will address the problems mentioned in section 7 and meet the objectives stated in section 8. Also state how this project is linked with other ongoing or proposed projects. 10. Relation to Tsunami Recovery and Reconstruction: Indicate if the programme / project is directly, indirectly or not related to Tsunami recovery and reconstruction efforts. 11. Project Description/Main Components: Briefly describe the main components of the project. For each component give details or specifications of proposed scope. E.g: for a building, give total floor area, number of storey and the main facilities included in the building. 12. Linkages to NDP Objectives/Sectoral Master Plan/International Goals: Indicate the references of the NDP objectives/ sectoral Master Plan objectives/ International goals which the project is aimed to achieve. E.g.: NDP Chapter 4.5 Policy 17 Strategy 1. 13. Expected Environmental Impact: Indicate the expected environmental impact, if any, of the project. Append any reports or surveys undertaken in this regard. 14. Gender Implications: Indicate how the project would contribute towards providing equal opportunities and direct benefits to both men and women (in areas such as income generation, decision making, education, health etc.), or if it would have negative impacts that marginalise women. Guidelines for P2 Form - Project Budget Sheet
A brief guideline is given below to facilitate the preparation of the Project Budget Sheet format.

1. Project Code: The project identification number. To be filled by the Ministry of Planning and National Development (MPND). 2. Programme: A brief title of the programme under which the project is formulated or the composite project. 3. Project Title: A brief title that characterises the project. 4. Location: The island, atoll or region where the physical activities of the project are implemented. 5. Implementing Agency: The agency responsible for carrying out the project activities. 6. Project Duration: The total duration of the project in months. Also indicate the estimated start and end dates for the project specifying the month and year. 7. Major Activities/Components: List major activities of the project and their costs indicating separately funds required from the domestic budget and costs to be funded through external financing or community contribution. 8. Tender Details: For ongoing projects which are partly or fully contracted out, give listed details of the tender. 10. Capital Budget: Specify the total capital cost of the project phased over the project duration giving breakdowns where ever applicable for civil works, machinery and equipment, furniture and others, separately for domestic, external, and community financing. A detailed listing of costs covered under ‘others’ should be attached. Cost should be given in Rufiyaa. 11. Recurrent Budget: Specify the additional recurrent cost requirement due to the project phased over the project duration, separately for domestic, external, and community financing. For projects costing Rf 500,000 and above, attach budget request for the project/activitiy submitted to Ministry of Finance and Treasury (form 10/2005 ‫ .)އބ‬Cost should be given in Rufiyaa.
