									Proposal for EC 6FP Integrated Project

       European Concept for Risk-Based Management of
            Industrial and Infrastructural Systems

                            Call for Subproject Proposals

Subproject proposals are expected to be in accordance with the RISKMAN Scopes and Objectives and
result in new technical and scientific results and radical innovations. The prime deliverables are
breakthroughs in new applicable knowledge to be transferred to industry and society for improved
security, safety, reliability and risk management.

The budget of a typical subproject is 100.000 Euro – 1.000.000 Euro for about 2-4 years and the
financial structure is according to the guidelines from EC for 6 Framework Programme on Integrated
Projects ( for each organisation. The intention is to submit the
RISKMAN proposal to EC 6FP Thematic Priority Area 3. Safety and risk management are addressed in
the 6 FP in TP3:; TP2:; TP6: III.4&IV.2; Sect.4: 4.3.3.

The structure of the subproject proposal is below.

Deadline to submit subproject proposals (first version) to RISKMAN IP is Monday 3.2.2003. The

Scope and Objectives for RISKMAN Integrated Project

Recent large accidents in Europe together with an increased need to reduce asset expenses, the high cost
of maintenance and production losses, the need to inhibit breakdown of electronic network
infrastructures and the problems in using modern and complex technology effectively have shown the
importance of systematic safety and reliability studies and their implementation.

The proposed research action will strengthen the European industrial competitiveness as a provider of
products, processes and services representing world excellence in terms of safety and reliability. The
action will:
- improve the safety and operational reliability of industrial and infrastructural systems,
- assist in modern asset management,
- generate new business models for machine manufacturers and service companies,
- strongly promote the development of extended products, including services and
- speed up the development of new technologies and business strategies in an enterprise network of
SMEs and large companies.

The main aim of the action is to develop an integrated approach to risk management of industrial and
infrastructural systems including technological, ecological, human behavioural and economic aspects.
The novelty of this approach is to integrate fields with strong experience, and high level safety and
reliability related knowledge and skills, with new business opportunities, with application of new
evolving technologies, and with legislation aspects to form a holistic concept.

The specific objectives are to improve the safety and reliability of industrial and infrastructural systems
by developing:
1. New tools to integrate life-cycle safety and reliability in the specification, architectures and design
and operation of new products, processes, safety devices and services.
2. New and improved tools to monitor and control on-line in-operation safety and reliability of products
and processes.
3. New tools to design human-technology interaction especially when modern information technology is
employed in the industrial environment.
4. Novel business models that promote effective risk and reliability management in networked operation
and safety management systems including strategic decision making.
5. Best practice recommendations for risk-based regulations.
6. Dissemination of the results and recommendations to implementers, interest groups and end users in
industry and in the society.
7. A new holistic Safety and Risk Management Grade - SRMG.
