Child and Youth Participation Fair
The role of children and young people in the response to the tsunami and to other emergencies Organized by UNICEF Phuket, Thailand Children and young people’s forum: 12-13 November 2005 Child and youth participation fair: 14-16 November 2005
Children and young people are playing important roles in tsunami relief, rehabilitation and reconstruction. Many child-focused organizations working in tsunami-affected areas have begun to support children’s involvement in project activities. A fair is being organized from 14 to 16 November in Phuket, Thailand to share, review and discuss experiences with child and youth participation in emergency responses. The Fair will be preceded by a two-day forum for young people on 12 and 13 November. The specific objectives of the child and youth participation fair are: Objectives:  To share experiences of child and youth participation in the response to the tsunami and to other emergencies  To raise awareness and understanding of child and youth participation in emergencies, and to influence aid and relief agencies to involve children and young people in their work  To present and share materials, resource people, training and service agencies for child and youth participation  To strengthen networks and links between key agencies supporting child and youth participation Tentative Agenda

Facilitation: Each of the themes of the Fair will be coordinated by one or more resource people with the necessary specialist knowledge related to their theme. In collaboration with the organizers of the fair, the resource people will suggest relevant experiences, presenters and documents for their topic and will guide and facilitate the thematic presentations and discussions. Documentation: All sessions and events of the Fair will be documented by a team of rapporteurs to form the basis for a report on the Fair. Market place: In addition to the major themes, the Fair will provide spaces and opportunities for the display of exhibitions, posters and resource materials. Participants: The Fair will be attended by up to 100 participants and will include: children and young people from tsunami affected areas; child-focused NGOs (national and international) working on tsunami and emergency situations; government ministries responsible for protection, welfare, health and education; UNICEF and other UN staff working on emergency response and on child and youth participation; research and training institutes specialising in child participation in emergencies and conflict situations. Language: The language of the Fair is English. Adult participants are expected to be able to communicate in English. Child and youth participants will be accompanied by interpreters. Funding: The costs of organizing the Fair (venue, coordination, documentation, youth facilitator) will be covered by UNICEF. A budget is available to cover travel and accommodation costs for some of the resource people and participants contributing to the Fair. Agenda: A more detailed agenda will be developed based on the suggestions of resource people, presenters and contributing agencies. Additional details on the Forum and the Fair 1. Children and Youth Forum (12-13 November)
About 20 children and young people from tsunami-affected areas will meet:  To share their experiences with children’s involvement in tsunami response  To discuss the challenges, constraints and barriers to child and youth participation as a result of the tsunami (e.g. trauma, lack of education opportunities, child labour…)  To discuss the opportunities created by the tsunami for children’s active involvement in community affairs and the changing roles and responsibilities of children and young people as a result of the effects of the tsunami on communities and families and  To make recommendations to governmental and non-governmental relief and development agencies regarding children’s involvement in emergency response. The Forum for under-18 year olds will be organized on 12 and 13 November to enable children and young people to discuss experiences before the main Fair begins. The Forum will be an opportunity to build the capacity of the young participants. It will be facilitated by an experienced adult trainer/facilitator who will be supported by two or three young resource people who have personal experience with child and youth participation in emergency situations. Children and young participants will contribute to all sessions of the Fair to share their experiences, comment on the presented examples, express their views and make recommendations to implementing agencies about child and youth participation. Young participants will be accompanied by chaperones/interpreters. The standards developed by UNICEF and other child rights organizations for child and youth participation in consultations and conferences will be used to ensure adequate preparation, protection and follow-up.

2. Child and Youth Participation Fair – 14-16 November
Child and youth participation in emergency relief, rehabilitation and reconstruction: Separate workshops and panel discussions will be organized to share and discuss experiences with child and youth participation in emergency relief, rehabilitation and reconstruction. In addition to tsunami-related examples, the sessions will draw on experiences with child and youth participation in emergency responses related to floods and tidal waves, mudslides, typhoons and cyclones, volcanic eruptions and earthquakes. Examples of themes and issues for presentation and discussion include: Relief and recovery:  Children and young people involved in emergency assessments, distribution of relief supplies and in other relief and recovery efforts  Children and adults are treated equally in relief distribution (e.g. child-headed households, orphans)  Relief supplies and services are child-friendly: appropriate to sex and age of children; consideration given to child protection issues; children and young people have adequate information about relief efforts and about their entitlements (child-friendly information)

Reconstruction (planning, design, construction):  Child and youth involvement in community assessments, planning and decisions concerning reconstruction. Planners ensure that the designs of community, homes, schools, health posts, water and sanitation facilities reflect the needs and views of boys and girls of different ages  Child and youth involvement in reconstruction: home, school, community spaces  Adolescents and young people have access to adequate economic opportunities and are entitled to the same resources as adults (jobs, credit facilities, business services, etc.)  Economic participation of youth-headed households: right to own property, inheritance rights of orphans  Involvement of youth-led associations in tsunami response  Children and young people involved in monitoring and evaluating relief and reconstruction efforts

Child and youth participation in emergency preparedness: Presentations and discussions will be organized on experiences with child and youth participation in emergency preparedness (e.g. Save the Children’s initiative in Vietnam). Examples include: child and youth involvement in community awareness raising, development of community disaster preparedness plans, and the design of safe spaces.

Child and youth participation in conflict and post-conflict situations: Several of the tsunami-affected areas are also regions of civil unrest. A workshop will be organized to share experiences with child and youth participation in conflict situations, such as youth involvement in peace building and peace education.

Child and youth participation in media: Children and young people have used media and various forms of creative expression in their responses to emergencies. They have been involved as journalists and photographers to document disasters and emergency responses, or as writers and artists to express their own experiences with emergencies. Young people have also been involved in developing materials for community awareness campaigns.

These experiences will be presented, shared and discussed through exhibitions, videos, slide and poster presentations, workshops and panel discussions.

Education can provide a major source of stability during emergency situations. The session will review and explore practical experiences with the active participation of children in education settings. The emphasis will be on practical strategies for supporting children’s expression, access to information, involvement in decision making and association in schools.

Water, sanitation and health promotion. Children and young people play important roles in ensuring access to clean water, hygiene and sanitation. They should be involved in deciding on the location and design of water and sanitation facilities. In most situations, however, water and sanitation engineers do not consult with young community members. Children can also make important contributions to the promotion of basic health care messages during emergencies. The session will review experiences with child and youth involvement in health-related activities.

Campaigning and advocacy. The tsunami has brought up a whole range of political, social and economic issues. Some young people are making use of this opportunity to become involved in advocacy and campaigning on issues. Young people have raised issues, such as: educational opportunities, land rights, early marriage, citizenship and nationality, effectiveness of services, lack of consultation and information, lack of involvement in planning and design decisions, boredom and lack of recreation, violence, and the poor living environment. The session will review these experiences and explore ways to support young people in their advocacy work.

Youth centres, committees and networks. Many organizations have established multipurpose youth centres in tsunami-affected areas. The session will review practical experiences and lessons for promoting children’s active involvement in running these centres.

Strategies for promoting and mainstreaming child and youth participation: Child rights agencies have acquired considerable experience with child and youth participation. Increasingly, these organizations are developing strategies for promoting and institutionalizing child participation in public decision-making processes and programmes, government departments and development agencies. At the same time, most institutions do not involve children or young people in their work. A workshop will be organized to present strategies for promoting child and youth participation and to discuss ways to influence government, donors and aid agencies to involve children and young people in their work. The Fair is an opportunity for agencies supporting child and youth participation to discuss plans for collaboration on initiatives to promote child participation, to evaluate children’s roles in tsunami response, and to carry out joint capacity building initiatives related to child and youth participation.

Capacity development for child and youth participation is one of the most important areas where agencies working with children in emergency relief, reconstruction and development require support. The session will bring together practitioners who have worked for many years on building capacity in child and youth participation in Asia. The session will review these experiences and explore possibilities for collaborating on capacity development for child and youth participation. The session will also be used to explore possibilities for carrying out collaborative assessments of child and youth participation in tsunami response.
