Questions generated from site visits held on May 2, 2012 and May 7, 2012 for Project
589A5-10-132, MH-Renovate B2 Wards 2-3B & 2-3C Phase I at the Colmery O’Neil
VAMC, Topeka, Kansas


1. Question: Please provide As-built drawings of the existing space.
Answer: Latest ward renovation project from 2001 depicts current conditions as close
as possible. Drawings attached separately.

2. Question: Section 010000-1.23 Relocated Items states contractor is to remove and
store furnishings as directed by COR. Are these items to be stored on-site? If so
where?
Answer: Yes, in VA provided storage “pod” boxes outside near the maintenance shops
and boiler plant.

3. Question: Section 010000-1.6 Section J-Construction Fence states a chain link
construction fence shall be provided around the construction area, is this required?
Answer: Yes, provide fence as directed.

4. Question: Has the existing building been inspected for Lead paint or Asbestos? If
so, can the report be made available to contractors?
Answer: Lead, no. Asbestos, yes. A request with EKHCS Safety Office has been
made for actual report. In summary testing results report no asbestos has been found
in all accessible areas (walls, accessible piping above ceiling tiles, floors, cabinets etc).
No tests have been performed on non-accessible spaces like interior of walls (cavities),
but, as shown in latest ward renovation project drawings, most walls and piping have
been removed and replaced in 2001. Say 80% of walls replaced in 2001. Say 80% of
piping replaced in 2001. 2001 project “As-Built” drawings attached in separately for
reference. Steam piping not replaced in 2001. Current project calls for demo of steam
convectors. Steam convectors have transite asbestos backing boards within wall cavity
(exterior walls). Unknown if abatement required (during second floor ward renovation in
2009 I believe steam convector transite boards were removed (abated) before filling
cavities in). Lead paint had been applied to walls/cabinets many years ago however as
mentioned above most old walls and cabinets have been removed.

5. Question: Is the existing roof system under a manufacturer’s or contractor’s
warranty? If so, by which companies?
Answer: See answer to question # 8

6. Question: Drawing ME1.10 is not included, please provide.
Answer: This is attached.

7. Question: Please provide existing fire sprinkler drawings.
Answer: There is no indication after reviewing project files that fire sprinkler system has
changed since the 1950s. Drawing attached separately.
8. Question: Drawing A1.13 shows area of new roofing membrane & tapered
insulation. Please provide a specification for membrane roofing as none is provided.
Answer: Contractor shall use GAF certified roofing contractor as not to void the existing
warranty.

9. Question: Please provide a window schedule for interior windows.
Answer: There is no “window schedule” all interior window information can be found on
the A5.11 sheet and the specs.

10. Question: Note 19 on Sheet A1.11 calls for removal of all existing aluminum
windows. No heights or types of new windows are shown on the plans, and no exterior
elevations are provided. Please provide a list of exterior window types and an exterior
window schedule.
Answer: Note 19 calls out the types of windows. Windows will be field verified. Drawing
of existing windows attached.

11. Question: SSP Doors
Please provide a spec for Toilet room doors labeled as SSP doors as none was
provided
Answer: SSP doors are addressed on sheet A5.11. Reference this sheet for manuf.

12. Question: Are any of the existing structural block walls remaining?
Answer: 15-20% of the existing block walls remain and will need to be demolished. The
floor will need to be infilled and the surface prepared for new construction.


ADDITIONAL ITEMS:

Changes to Project Plans:
Plan page M4.01. Delete the DDC System Architecture diagram. This will be replaced by the attached
documents “Existing DDC Network Riser” and “DDC Network Riser at Completion”.

Changes to the Project Specifications:
Specification section 230923, make the following changes-


   The below paragraph should replace existing paragraph F starting on page 230923-6.


   F. This facility’s existing direct-digital control system is manufactured by Johnson Controls, and its
   ECC is located at Building 2. The existing system’s ECC and top-end controllers have been installed
   over the past 25 years. The VA is in the process of conversion to a BACnet ECC. All new work
   included in this project is to be connected to the BACnet ECC.
       1) The existing ECC shall continue to communicate with the existing direct-digital control
           system’s devices that will remain in place as a result of this project. The BACnet ECC shall
           communicate directly with the new BACnet devices over a new field-level communications
    network without the use of a gateway. Provide programming converting the existing non-
    BACnet devices, objects and services to ASHRAE Standard 135 BACnet compliant BIBBs at
    the supervisory level.
2) This project will consist of the following work:
    a)   All new work shown on the plans will be controlled by new BACnet field-level
         controllers that will operate in the standalone mode. These controllers will be networked
         back to a new BACnet Network Automation Engine (NAE)that will be located in
         Building 2 on the 3rd Floor. The NAE will be connected to a new Ethernet network in the
         building via a new LAN drop dedicated to the Building Automation System (BAS).
    b) The new Ethernet network in Bldg 2 will be installed as part of this project, and the
         building-to-building network will utilize the existing fiber backbone that is currently
         providing the communications pathway for the Fire Alarm System. The existing fiber
         bundle runs building-to-building, and this project will utilize 2 of the spare fibers to be
         the backbone for the new BAS network. Within Building 2, the contractor will provide
         and install the required fiber optic media convertor/Ethernet switches as required to
         establish an Ethernet LAN that will be dedicated to the BAS system.
    c)   An Ethernet drop will be installed in Building 2 by the BAS contractor to provide
         connection to the NAE. This connection to the new BAS network will allow the
         password-protected access of the building automation system to other VA Facilities’
         personnel through the use of any PC utilizing Internet Explorer that is connected to the
         BAS LAN.
    d) The owner will provide a dedicated personal computer Operator Workstation (OWS) in
         Building 2 for access to the BAS. This OWS will be connected to the BAS LAN via an
         Ethernet LAN drop. PC specifications will be coordinated with the VA prior to the work.
    e)   Refer to the network riser diagrams shown in the Amendment. One of the riser diagrams
         depicts the existing BMS system as currently installed. The other riser diagram shows
         the BMS system at the completion of this project.
    f)   The existing Application Specific Controllers (ASC’s) that will remain in place will be
         connected to the new NAE that will have an N2 bus connection to communicate with the
         existing N2 field controllers and a BACnet MS/TP bus connection for all new controllers.
         This NAE will replace the existing Network Control Module (NCM-3) as shown on the
         riser diagram. The NCM database will be converted to NAE BACnet-compliant software
         as required to provide the consistent functionality of the existing systems that will remain
          in place. The NAE will be connected to the new Ethernet network in Building 2 via a
          new LAN drop dedicated to the building automation system.
      g) Provide updated user interface graphics for the new equipment provided in the project.
          Graphics shall include but not be limited to the following:
          i)   Building floor plan with room numbers.
          ii) Room temperature and room setpoint on floor plan.
          iii) Imbedded link within graphic depicting each new air handler, ERU, hot water system
               and VAV box with all points shown on the drawings in text form.

The below paragraph should be inserted into paragraph 3.1.D.1. starting on page
230923-61.


      Fiber optic media convertor/Ethernet switch will be installed inside an enclosure as
      appropriate for the installation in Building 2. Coordinate location and mounting/installation
      details with the VA Facilities Management staff. All Ethernet will be installed in conduit and
      will be tested for proper communication prior to final connection to the BAS.
