Senate president nabs $4.5M for ULM Pharmacy
BATON ROUGE — The University of Louisiana at Monroe College of Pharmacy will get $4.5 million for
construction this week if Gov. Kathleen Blanco agrees with the idea.
Senate President Don Hines, D-Bunkie, a physician who has been working with the pharmacy program
for years, sponsored the amendment to the state's $1.9 billion surplus spending bill that allocates money
from the past two years' surpluses.

The money goes for two purposes:
 $1.5 million for Phase II renovations at the old State Farm Office Building on Bienville Drive, the
College of Pharmacy's building.
 $3 million so the college can build a new 10,000-square-foot animal research facility and vivarium that
will house research animals.
Hines said the building renovations would allow the relocation of the ULM Medicaid Unit and expansion of
the disease management program for diabetes, heart disease and asthma.

ULM President Jim Cofer said he is pleased the legislature recognizes the college's economic
development potential for the state.

"ULM's College of Pharmacy researchers are approaching the cutting edge in development in the fields of
diabetes, breast and prostate cancer," Cofer said. "These funds represent a giant leap in ULM's research
initiatives as we continue to fight these deadly diseases."

In addition, Hines said space would be created for McKesson Health Care of Atlanta to install a support
center for prescription drug safety and therapeutic alternative programs. An Australian company and a
company based in North Carolina's Research Triangle are also interested, Hines said.

"This is going to be a great thing for the pharmacy school," Hines said. "It will create 40 to 50 scientists'
jobs, plus the others."

Hines said Commissioner of Administration Jerry Luke LeBlanc had assisted him with drafting his
amendment and that economic development secretary Michael Olivier said he had no problem with taking
the $4.5 million from a $150 million economic development fund created by the legislation.

The funding is in House Bill 765, which now must be ratified by the House.
