~ NOTICE ~ TRUSS BRIDGE FOR SALE The Town of Salisbury, New Hampshire will accept sealed bids at the Salisbury Selectmen’s Office until 1:00 PM on Tuesday, November 24th, 2009 for the sale and removal of the following historic bridge in the Town of Salisbury, New Hampshire. Description and Location:
Pingree Bridge on Mountain Road over the Blackwater River Salisbury, New Hampshire State Bridge No. 095/135 The Pingree Bridge is an 1893 pin-connected iron truss bridge with a plank deck. The dimensions are 75 feet long, with a usable width of about 12 feet. The bridge is currently posted for 10 tons. The bridge is available for inspection since it is located in a public right-of-way. This sale is for the bridge superstructure only.
The bridge is eligible for the National Register of Historic Places for its engineering significance. The award of this historic bridge is not dependent on the highest bid. The successful bidder(s) will be the one whose proposal most satisfactorily meets historic preservation requirements as enunciated in “The Secretary of the Interior’s Standards for the Treatment of Historical Properties,” (see http://www.nps.gov/history/hps/tps/standards_guidelines.htm). Permanent protective covenants regarding the preservation and maintenance of this structure must be signed by the successful bidder at closing and registered at the applicable county Registry of Deeds. This sale is “AS IS, AS SHOWN” MINIMUM BID: $1.00 and shall include a proposal describing how and where the bridge would be dismantled, moved, re-used and preserved, including a time schedule for the bridge removal as well as a schedule for when the bridge will be open for re-use at the new site. Bids packages should describe the applicant’s specific plan for dismantling and moving the historic bridge, a statement of the future use, and a plan for ongoing care and maintenance, as well as the recipient’s ability to financially and legally assume responsibility for the structure and credentials for successfully completing a project of this nature. Bids must be submitted in a sealed envelope and marked “BID FOR PINGREE BRIDGE”, and received by 1:00 PM on Tuesday, November 24th, 2009 in the Salisbury Selectmen’s Office, Academy Hall, 9 Old Coach Road, Salisbury as mentioned above. The bids will be opened publicly and read aloud at the next subsequent Selectmen’s Meeting on Wednesday, December 2nd at 6:30 PM upstairs at Academy Hall. The Town will not determine the successful bidder until all submitted proposals are reviewed. All bidders will be notified of results within two (2) weeks after bid opening. The successful bidder(s) will save the Town of Salisbury, its agents and employees harmless from any and all claims or demands of any nature. Bids must be accompanied by a certified check made payable to the Town of Salisbury, in the amount of ten percent of the bid or $1.00, whichever amount is greater. Cash cannot be accepted. The successful bidder must remove the structure from its location and coordinate in accordance with the bridge replacement and the Town’s contractor’s schedule. The Town of Salisbury reserves the right to waive any informalities and/or reject any and all bids for any reason whatsoever. The Bridge has been tested for asbestos and lead paint. The results show no asbestos, but that it does contain lead paint. A full report is available for viewing at the Town of Salisbury Selectmen’s Office. The bid packet and other documents are available for viewing at the Salisbury Town Office, 9 Old Coach Road, Salisbury, and on the Town of Salisbury web site at www.salisburynh.org. The successful bidder must submit a schedule outlining the time anticipated to completely remove the structure from its current location (or the Bridge Yard mentioned below), as well as a schedule for when the bridge will be open for re-use at the new site. The bridge will be removed from the abutments by the Town’s contractor in Spring 2010. With a minimum of two week notice, the successful bidder shall coordinate with the Town of Salisbury to schedule a flatbed truck to be at the site to receive the bridge. The contractor will carefully dismantle the bridge into four quarters or smaller pieces and use a crane to place on successful bidder’s waiting flatbed or other appropriate vehicle. If the successful bidder cannot pick up the bridge at that time, the bridge will be temporarily stored at the NHDOT Bridge Maintenance Yard off Route 127 in Franklin. No crane or other assistance will be available when bridge is picked up from that location. Upon receipt of the total bid and approval by the Board of Selectmen, the Town will issue a Bill of Sale. There are maximum dimensions that will be allowed to pass over State highways. The successful bidder may be required to obtain a permit from the NH Dept. of Transportation Permit Office at (603) 271-2693.
