Beneficiary countries: Kazakhstan, Kyrgyzstan, Uzbekistan,
   Turkmenistan
Target groups: State owned oil and gas companies and
   energy ministries of the beneficiary countries
Involvement of IFIs: EBRD plus others

Overall objectives: to facilitate the development of gas
  supplies and interstate transportation through increased
  capacity, reliability, efficiency and safety of the gas
  networks linking Central Asia to the European Union,
  contributing to the implementation of the INOGATE
  Umbrella Agreement
Specific objectives: to provide expertise and advice on
  technical, financial, legal and policy to gas transport
  administration and companies with a view to
  modernising management and supporting the
  development of sound regional investment plans and
  projects in the gas sector

Providing support to organisations and companies of the
  beneficiary countries and the IFIs active in the region
  towards the bankability of gas investment projects
  through:
   – Small scale studies and surveys
   – Pre-feasibility studies
   – Business plans
   – Advice on legislation
   – Audits: technical, financial and environmental

We are in the Inception Period

     – NDAs in Uzbekistan (and Kyrgyzstan)
     – IFIs active in the region (EBRD, ADB, IDB & World
       Bank)
     – Other EU projects

2. Regional and national analyses of the gas transportation
   networks in Central Asia

3. Preliminary identification of potential gas investment
   projects
    – Gas rehabilitation project in Kyrgyzstan (EBRD)
    – Gas transit (Uzbekistan-Kyrgyzstan, Kazakhstan)
      rehabilitation project (ADB, EBRD, CDM funding)
    – Potential CDM projects in Uzbekistan and Kyrgyzstan
     (CDM funding through World Bank and others)
   – Bio-diesel project in Uzbekistan (IDB)

Difficulties, challenges and obstacles faced so far

   – The pipeline of gas investment projects potentially
     financiable by IFIs is limited and at an early stage (no
     projects having gone through “concept clearance”, some only at
     the level of an “idea”)

   – Restrictions on public sector financing by some IFIs in
     Uzbekistan at present

   – Only Uzbekistan and Kyrgyzstan would qualify so far for
     potential CDM financing

   – It has proven impossible to visit Turkmenistan so far

       SUPPLIES AND INTERSTATE TRANSPORTATION
                   IN CENTRAL ASIA



To better contribute to the implementation of the Astana
  Declaration, the Project scope of Work and TOR are
  being enlarged to include:

   – Technically: electricity and renewable energies;
   – Regionally: Tajikistan

This will require a “parallel mini inception phase” to cover
  the identification of relevant projects in these areas.
