					Regional Action Plan for the Implementation
of Kuala Lumpur Declaration on DRR in Asia
                     (KLAP)

                           Background
• HFA calls for regional and sub-regional platforms set up for
  HFA implementation, coordination, dialogue and resource
  mobilization

• AMCDRR in 2005 and Delhi 2007 and most recently in KL,
  resulting in the adoption of the Kuala Lumpur Declaration on
  DRR.
• KL Declaration “Invite the Asia and
  Pacific regional office of the UNISDR
  in collaboration with members of
  the IAP to prepare a Regional
  Action Plan on the Kuala Lumpur
  Declaration on DRR as well as
  earlier declarations in Delhi and
  Beijing, and to report on its progress
  at the 4AMCDRR, and to also call
  on donors to support the
  preparation process and
  implementation of the Action Plan”

        Role of ADPC in developing of KLAP
• The Asian Disaster Preparedness Centre, as a member of the IAP
  has been selected by UN/ISDR to facilitate the process of
  information gathering and preparation of the KL Action Plan,
     - in consultation with regional partners,
     - technical and high level session leaders at the
       3AMCDRR,
     - members of IAP and key participants who attended the
       3AMCDRR
• The Regional Consultative Committee on DM at its 7th RCC
  meeting held in Colombo, Sri Lanka in May 2008, affirmed
  willingness to serve as one of the mechanisms and forum to follow
  -up on the recommendations of the Asian Ministerial Conference.
• ADPC serves as the RCC Secretariat and supporting the
  development of Kuala Lumpur Action Plan which is in line with
  decision by RCC.
• Linked with regional stocktaking initiative

        Objective of preparation of
      Kuala Lumpur Action Plan (KLAP)

• Identify specific actions at regional level to support
  governments to implement those actions as
  specified in the KL Declaration
• Promote cooperation and building partnerships for
  DRR among nations, within and outside
  governments, Private Public Partnerships within the
  framework of the thematic areas under the Kuala
  Lumpur Declaration

   Process of developing the Kuala Lumpur Action Plan
1. Questionnaire for gathering information on on-going and planned
    actions by Governments and regional agencies.
2. Review of work being undertaken/reported in:
        - Regional Action Plans
        - National implementation of HFA and reports to Global Platform
        - Regional reports on HFA implementation
3. Preparation of indicative list of activities under each thematic area
4. Consultations with lead agencies of thematic sessions on indicative list
5. Identification of cluster of interested agencies for each
   thematic area along with identification of potential co-leads
        - Requirements: have an on-going activity or be interested in leading
         one of the activities
6. Prioritized list of activities for each thematic area finalized with co-leads
       (mix of on-going and new)
7. Consultations with donors
8 . Prioritized list of new activities covering all thematic areas based on a
    mix of importance and donor priorities
9. Finalization of KLAP

1.Preparation of Questionnaire based on Kuala
         Lumpur Action Plan
a) Questionnaire developed based on 9 thematic areas as
   detailed in the KL Declaration

b) Questionnaire sent widely to all IAP members, representatives
   of AMCDRR participating countries, regional networks
   of NGOs and selected INGOs
   and other UN agencies.
c) Questionnaire captures under each
    thematic area
    - initiatives undertaken in 2005-2008
    - planned/ongoing initiatives
     between 2009-2010
    - long term action 2011-2015

d) Filled in questionnaires received from IFRC, RTF-DRR, members
   of ADRRN-Mercy Malaysia & COAST Trust of Bangladesh, SAARC
   DMC, UNDP Pacific Centre, ACF-Indonesia, UNESCAP, ILO &
   ICIMOD as of 21st March 2009.
e) Request to IAP Members to fill in the questionnaire on the
   sidelines of the IAP meeting

2. Review of information related to the themes in the KL
   Declaration

a) Desk review of scope and status of on-going regional action
   plans and programmes in Asia & the Pacific on issues and
   topics covered in the Kuala Lumpur Declaration
       - SAARC Road Maps
       - ASEAN Regional Programme on Disaster Management
       - Pacific Regional Framework for Action
       - Bangkok Action agenda on education and DRR etc

b) Review of regional and national HFA progress reports for Asia
   and Pacific region
        - synthesis Report on HFA Implementation

3.Preparation of Long list of indicative activities in the Kuala
  Lumpur Action Plan
  The ADPC has come up with the following list of activities based
  on the 9 themes as per KL Declaration

   It has listed:
       - Call for Actions corresponding to each of the 9 thematic
         areas
       - Indicative list of ongoing/planned activities
               Based on calls for action on KL Declaration
               Session summaries
               Initial consultations with session chairs

Theme 1:
Promoting Public Private Partnership for DRR
• Promote Programs on PPP for DRR by National Industry Associations/chamber
   of Commerce and Industry.
• Advocacy Campaign on promoting PPP on DRR in the region.
• Organize events on PPP for DRR during sector specific regional business
  conventions.
• Conduct Training course/workshop on developing business contingency
  plans.
• Advocate for 10% of CSR budgets of multi nationals to be allocated for DRR
  initiatives.
• Facilitate inclusion of business leaders in working groups on DRR at regional
  and national level
• Organize workshops for representatives of insurance companies operational
  in the region and promote for inclusion of catastrophic risks as a major
  thematic objective.
• Advocate campaign for increased investment in DRM for private sector.
• Promote programs by microfinance/ micro credit sector to support DRR

Theme 2a:
High Technology and Scientific Application (HTSA) for DRR

•    Support appropriate technologies in dissemination of EW on multi-
     hazards in all countries.
•    Support governments in Multi-hazard risk assessment.
•    Strengthen capacities of Meteorological agencies on early warning.
•    Promote national dialogue/partnership between national technical
     agencies, sectoral ministries and NDMOs to share and use
     information related to risk from natural hazards in development
     programs.

Theme 2 b:
DRR and Climate Change Adaptation
•    Facilitated national dialogue between national agencies
     responsible for CCA and DRR in eight countries.

•    Support four governments to mainstream CCA in National Action
     Plan on DRR and DRR in NAPA/ National strategies for climate
     change.

•    Conduct Regional/ Sub-Regional advocacy workshop for DRR and
     CCA focal agencies from the country.

•    Regional and National agencies to link DRR in their CCA programs
     and vice versa.

•    Sharing of technical information on CCA among national and
     regional networks on DRR through website and publication.

Theme 3:
Involvement and Empowerment of Local Government and Civil Society in DRR


•    Support Implementation of national programs on community based
     disaster risk reduction (CBDRR) in high risk communities.
•    Support countries to integrate DRR in National Development Plans
•    Support four countries in integrating DRR in local development planning.
•    Promote systems for partnership between provincial and district program of
     local authorities with CBDRR work of NGOs.
•    Support training programs for mainstreaming gender in local level DRR
     activities.
•    Conduct community level campaigns on awareness of disaster risk.
•    Support programs that effectively link CCA and DRR in urban areas in
     partnership with urban local authorities, private sector, civil society, etc.
•    Strengthen award scheme recognizing local leaders.
•    Conduct lessons sharing regional workshop to institutionalizing CBDRR

Theme 4:
Mobilizing Resources for DRR
•    Develop advocacy kit for policy makers on importance of investing
     in DRR.
•    Facilitate dialogue between Ministry of Finance, Planning and
     NDMOs on the need to earmark a target percentage of
     development funds for DRR.
•    Facilitate in country dialogue between NDMOs and Donor agencies
     responsible for sectoral for integration of DRR in country
     programming.
•    Support district level authorities on developing specific
     preparedness plans and corresponding budgets.
•    Conduct training to build capacity of government on cost benefit
     analysis of DRR.
•    Conduct and disseminate results of studies on cost benefit analysis
     for DRR.
•    Publish experiences of cost benefits good practices in community

Theme 5: Engaging Media in DRR

•    Conduct regional and national workshop for media personnel's and
     national media associations on appropriate reporting on DRR.
•    Strengthen Collaborations between NDMOs and National Journalist
     associations.
•    Conduct regular national trainings for media personnel's on DRR.
•    Develop manual for writing of DRR and widely disseminate the
     manual
•    Develop systems for broadcasting EW by local media and field
     testing.

Theme 6a:
Public awareness in DRR


   •     Support the countries in integrating DRR in school and
         university curricular
   •     Undertake public awareness programs on DRR
   •     Publication of indigenous practices in Disaster risk reduction
   •     Conduct regional and national workshop on utilization of
         indigenous knowledge for DRR.
   •     Support E-learning courses on DRR.

Theme 6b:
Education systems safe from disasters (School Safety)


•    Support countries to develop national Action plan for school safety
     including retrofitting and disaster resilient construction of schools.
•    Develop national guidelines for safe school construction for all new
     schools
•    Training personnel’s for multi-hazard disaster resistant school
     planning, design, monitoring, maintenance, inspection and
     approval at community and all levels of government.
•    Advocate education sector planning authorities to promote policy
     changes towards the integration of DRR in national education
     system

Theme 7:
Health Facilities safe from disasters
•    Support the regional implementation of the ongoing Global
     Campaign on Hospitals Safe from Disasters through:
       a. Supporing governments in developing National
           Action Plans on Safe Hospitals
       b. Supporting countries in developing manuals on safe
           hospital management system
       c. Supporting countries in developing Contingency Plans
            for Risk Reduction in the Health Sector
•    Support projects on developing multi- hazard resilient health
     facilities and hospitals.
•    Develop and conduct training programs for medical and non
     medical staff on DRR procedures for pre and post disasters.
•    Conduct regional training courses on hospital emergency
     preparedness and response

Theme 8:
HFA Implementation

•    Support Monitoring and reporting of HFA progress at National Level.

•    Support technical assistance projects to help governments
     accelerate implementation of KLAP and operationalise HFA plans.

•    Support countries in developing and implementing National Action

     Plan on DRR.

•    Preparation with UNISDR and ADPC in the lead

•    Booth at market place on initiatives in Asia-Pacific.

- Wide consultation with all interested agencies as
  implementation partners

- Selection of 1 or 2 of these agencies to serve in each
  thematic area to serve as co-leads

- Finalization of co-leads done at IAP meeting and
  over the next week till 31st March 2009 as per
  following table:
