Item # 1 Meeting Date Topic 6/10/2009 Add column to the Priority/Decision Matrix Discussion A request was made and NWE agreed to add a status column to the Priority/Decision Matrix to show the varying stages of being worked on. A request was made to find out the status of PPL's Garrison pump storage economic study request in the WECC regional study process. Status IN PROGRESS: The column with the status information is being added and will be presented at the August 26th TRANSAC Meeting. DONE: The PPL study is scheduled to be studied in August 2009. This information is in the 2009 TEPCC Study Program document available on the WECC TEPCC document website. An email was sent 6/10/09 to the requesting party.

Order 890 clarification Where in FERC Order 890 does it identifies/discuss/define what of term „generators‟ 'generators' mean? John mentioned that FERC Order 890 is very specific that it is not for generator interconnects – „generators‟ is a generic term – impacts/affect within MT is a NWE economic study. Goal Development Development of Local Transmission Planning goal will be with the help of TRANSAC. Once goal is decided, that would be the goal for future plans as well as the current plan – unless it has to change. The idea is to come up with the best possible goal now. OMS vs. RAS It was suggested that the text needed a better definition of remedial action scheme (automatically) vs. overload mitigation scheme (steady state post fault). Be as specific as possible. RJL: will look at that. Transient is RAS. Overload is mitigation scheme. Will describe more clearly. NTTG Activity Updates It was requested and agreed to that NWE will provide NTTG updates and meeting minutes to TRANSAC and NWE/TRANSAC individuals can respond back to NTTG. (Note of clarification: NWE will assume this request is for WECC TEPPC meeting minutes and not all WECC subcommittee minutes.) Also, we would add a regular agenda item “NTTG” as an administrative update for TRANSAS members. Economic Planning It was asked how to bifurcate the South Dakota arm of transmission into Studies: Principle 8 all of this. John Leland mentioned that he didn‟t know and would have to write something into the document regarding this. Cost Allocation: For things outside the tariff, the group would like NWE to explain how Principle 9 the concept of cost allocation works. People don‟t understand how we allocate costs between network upgrade vs. system improvement. GIA and TSR cost allocation – what is the difference between network upgrade vs. generation interconnection request. The Group would appreciate being educated on the topic. TRANSAC Member Comment NWE needs to clarify what is a generation interconnection request and what is a network service transmission system request. Response by John Leland – We will discuss the difference in a later meeting.

COMPLETED – This item was to be covered during the November 15th TRANSAC meeting, but due to time restrictions, it was covered during the December 20th meeting.
