Project: Establishing Information Communication Agricultural and Rural Development in Zimbabwe



Project Summary The establishing of ICT for Agricultural and Rural Development is meant to address the need for rural women. The main purpose of the project will be to provide opportunities for women development issues through creation of sustainable development and human resource development, be it in schools, clinics and improved accessibility to Information Communication Technology by the majority of people in the rural areas.

Statement of Need As the process of globalisation continues to gain momentum, African women and mostly the rural women, who make up the majority of the rural poor in developing countries, are still a dot on the map. The continent comprising 13% of the worlds population, with more than 40% of this population below the age of 20 mostly the girl child, has only 2% of the world telephone lines and only 0.4% of the content on the worldwide web. Recent studies show that African consumers pay among the highest telecommunication tariffs in the world, despite having since of the world's lowest per capital income. Until recently Information and Communication Technology (ICT) development within Africa have been among the slowest in the world. Excluding South Africa, sub-Sahara Africa has fewer than one line per 100 inhabitants and over 50% of these lines are in urban areas whereas over 70% of the population is rural. The information Communication Technology Sector is one of the fastest growing sector in countries as people realize that it is now one of the affordable means of communication with distant relatives and also acquiring information on basically an subject and news in the world. With the recent issues of agricultural development mostly in the rural areas of Zimbabwe women have found of the need to access ICT in their implementation of agricultural and rural development. Agriculture which is today's highest foreign currency earner mostly generated by the women in the informal sector of the rural areas there is need the bias that affects them in term of development of today's era in ICT. The question is how long will rural women with enormous potentials in terms of population and other resources continue to remain a sleeping giant? Recognizing this potential it is obvious that the rural women have not been able to benefit much from the information, revolution because facilities have not been made available. The current telecommunication infrastructure is inadequate to meet the


challenge of the information age. The average cost per line is $ 5 000 compared to one industrial average of $ 2 000 and Africa still pays $ 400 million per year for development of ICT which by the end of the day is abused or not set up in the rural areas. It is time the women of Africa realizes the potential and need of women. Considering the knowledge based nature of ICT, it will be difficult if not impossible for African women as a whole to effect development in ICTs without an active participating women forum force.

The Goal: To provide and promote access to information, communication and technology to rural women and society at large.

Objectives: * The main purpose of the project is to provide opportunity for women development mostly the rural through creation of sustainable development and human resource development and improved ICT accessibility to ICT by the rural areas. The project also aims to achieve the following objectives: - To ensure that rural woman and girl child get up to date information and training on how to operate or use different ICT gadgets e.g. computer, telephone e.t.c. - To create opportunities for rural women in communities to access knowledge on how to start their own income generating projects through skills development in ICT. - To empower female to venture to male dominated field of ICT through increased access to agricultural information using ICT's and creation of a development conscious women with access to gender related training. - To provide access by rural women to the relevant authorities that influence global or local development and trends in the ICT sector through lobby for technical and financial support for the provision of ICT resources to the rural women. The Resources With Zimbabwe's current situation the extent of the project is to target mostly rural women it possess a big potential for successful implementation of the project. Currently with agricultural sector being recognized as the country's foreign currency earner, this s a potential resource that can be on promotion of ICT's in the rural areas.


There are several organisation that will be approached for training of trainers in the early stages or phases of the project. Volunteers that will usher the early stages of the project will be highly sought. In teh long run the project should see that the rural women ensigns themselves to the holistic view of the programme in terms of staff and development. The initial stage will be a one year term that will see purchase of several equipment for the imp limitation of the project. The list of equipment that will be needed will be:          6 Computers 2 Printers 2 Telephone and Telephone lines Fax Photocopier Office space Office furniture Stationery Financial support to establish the project.

Human resources: If possible with the expansion of the project l will ensigns the coming in of international volunteers into the project with setting up of more centers to cater for the rural women and society at large. Implementation Process How will the Project Function? Firstly a research has been conducted and from the country's 10 provinces that are designated 2 centers with be targeted as the beginning phase of the project. Centers will be built in the rural areas with mostly the project beneficiaries doing working in hand on the implementation aspect. Rural women will be selected in an exercise on the work and availability of the women. A full time person will be sought either from Rural Development Ministry. The centers that will be targeted are the most rural areas where development has not reached in terms of ICT. From these centers each will receive 2 computers and telephone which should see the increase to at least two by year end. These centers will receive telephone access, which should see the establishment of Internet and fax facilities. The women will receive training on how to use the ICT's and these will mark the initial stage of training of trainers. Gender aspect of training will be implemented at this stage as well as means on agricultural development. These 2 centers main target will be to target at development of 4 provinces in the country.


After One Year * 60 rural women will have gone through training and will be working as educators at different levels in communities and societies villages. * 6 permant centers will be established at different local service institutions across Zimbabwe. The centers will provide women with teh need for ICT training services, access to information on gender related issues and agricultural expiates. * 20 000 rural women will have taken part in community forums and participated in different activities at rural centers. Resulting in an increased awareness of ICT, Gender Advocacy and family issues. * Community support groups for the project will have been established. * Open dialogue on the project will have been established at family, village, church, school and service institutions. Target Schedule and Indicators The method uses are community forums, advocacy and rural centres. The forums will be conducted in all places where people meet for different meetings. That is village forums, church forums, school forums and inter-institutions forums. Some forums will be designed in order to bring all stakeholders together as realistically bringing out the rural women at first to discuss. ICT related issues is only regarded as men related issues rather the perspective is to introduce it from an agricultural aspect and would rural woman are bound to pay attention to it. With this issue the aspect of ICT will bring development in agricultural sector and advocacy in gender related issues. It is essential a culture that is sensitive to gender be eradicated and it is critical for a society in which women at as equal partners with men in determining the values, direction and governance of their communities and society. There is general belief that rural women have to first and foremost get ascent to their husbands to venture into surrounding totally new. With the era of agricultural development, it is my belief that these women that have really set it target to get into agriculture have the envision to venture into ICT. Rural development will come with the realization by these rural women that have set up the passé of other women. The rural area is only seen as where women do the housework and matrimonial duties thus there is time for only but with development of ICT encompassing them, they are hard at their agricultural work will be a best way.

Community Support Whatever the nature of challenge that particular rural women are facing community support is an important element in providing support to rural women and challenging men especially disadvantaged groups such as migrant women, poor women and girls still needing the support of the community. ICT Project Intervention Activities that are designed to help deal with some of the problems faced by rural women by awareness in ICT use, Gender advocacy, e.t.c Agricultural Rural Development For development to be implemented women are the pillar to that. Rural development will be fully implemented if the rural women are envigised with agricultural related issues. There are important activities that aim at improving the overall situation for rural women, by training, leadership training, career guidance, e.t.c.

Beneficiaries The Rural Women The project will mainly focus on the rural women, which should see promotion of local based expertise in both skills development training and use of relevant language for training of use of different ICT’s. Economic wise women make up the pillar of development and mostly the majonalized are the rural women whom should benefit from the project. The Young Children With school going children training will be offered to them with particular focus to the rural schools. Access to internet and email will be free to school children under the age of eight only. With another dimension children will be enlighten on equal opportunities that both male and female share. There is an essence in catching the young children at a young age and will grow up with that knowledge that both male and female are equal.


The Rural Community at Large The public will get access to Information and Communication services. The internet, word and data processing, printing, email and communication facilities to be provided. Charging access fees for providing some other value-added services will achieve sustainability. Agrarian Benefit to ICT’s The importance of agriculture to Zimbabwe can never be understated. As a prime employer and source of national revenue, agriculture may be one of the prime areas serviced by the creation of the ICT centers. Information on crops, planting seasons, market prices, input sources and costs, fertilizers, chemicals and so forth can be disseminated through the centers to different parts of the rural areas. The centers may support electronic networks of farmers planting similar crops such as cotton, maize, which can disseminate useful information on cotton or maize in the particular season by email on a daily or weekly basis. Forces of demand and supply will therefore be integrated.
