The basin boundaries are provided to the right of this cell, both as a
list of counties and pictorially as bounded by the red line. The area
encompassed by the Great Plains Basin as described is the area for
which data is being requested in this survey.

Great Plains Basin Counties: Blaine, Cascade, Chouteau, Fergus,
Glacier, Golden Valley, Hill, Judith Basin, Liberty, Musselshell,
Petroleum, Phillips, Pondera, Rosebud, Teton, Toole, Treasure,
Wheatland, Yellowstone.

Introduction

In this survey information is being requested that will be used to estimate air emissions related to
oil and gas exploration and production in the Great Plains Basin. Survey data for the calendar year
2011 is being requested for sources associated with oil and gas sector operations. This survey
should only be completed with information about Exploration & Production activities, and NOT
midstream activities.

Representative equipment configurations at oil wells and gas wells are requested for each emissions
source. If you would rather provide a complete list of equipment in the Great Plains Basin with
information similar to what is requested in the survey, please provide this as an attachment to the
survey and indicate that in the notes section in tab “1a. Producer Survey Summary” for each
category where comprehensive data is provided.

To create an accurate oil and gas emissions inventory, it is very important to understand the completeness of
the survey data that each operator provides. In this sheet we have included a table in which you are asked to
provide basic information about the data provided for each source category in the tabs to the right. It is
critical that this information be provided to characterize the completeness of the data.
