PROGRAM DESCRIPTION:

       This program will meet the requirements for the Dual Language Immersion Endorsement to be
added to the Elementary and Secondary Education licensure. This endorsement will be available to
university students seeking degrees in elementary education, foreign language education, candidates
seeking teaching licensure through the Alternate Route Licensure Program (ARL) offered by the Utah
State Office of Education, and current teachers in the field who want to teach in one of the Dual
Language Immersion Programs in Utah. Students must demonstrate language proficiency at the
Advanced-Mid Level or higher as determined by the Department of Foreign Languages.
       These courses taken at the graduate level may also be used as electives for the MED degree. See
the Department of Teacher Education or the Master of Education Office for more details.

JUSTIFICATION:
         The Utah State Office of Education has requested that this endorsement take the place of the Bilingual
Education Endorsement, because the emphasis has moved to Dual Language Immersion Programs in the state.
There are currently 57 Dual Language Immersion Programs in elementary schools in Chinese, Spanish and
French, with 190 foreign language teachers and180 English teachers working as partners. Included in the number
of foreign language teachers are 52 guest teachers from other countries where the target language is spoken. In
Fall 2012 there will be 80 programs in the elementary and junior high schools with Portuguese being added to the
roster of languages offered. The demand for teachers with the Dual Language Immersion Endorsement will
increase accordingly. As the program grows in the elementary schools and students continue into middle and
high school, more of our foreign language teaching candidates will have the opportunity to find employment in a
dual language immersion school. We are requesting this program change so that we can offer this option to our
students now. We highly recommend the English as a Second Language Endorsement (ESL) to accompany the
Dual Language Immersion Endorsement, especially in the cases of Spanish immersion teachers, who can be
placed in a true, two-way immersion situation with both native English and native Spanish speakers in their
classrooms. One or both of these endorsements will give our students an advantage in the marketplace.

Explain any effects this program change will have on program requirements or enrollments in other departments
including the Bachelor of Integrated Studies Program. In the case of similar offerings or affected programs, you

program.
We anticipate that this program change will have very little impact on other departments. The foreign language
department at Weber State University may experience some higher enrollments, due to the increased number of
elementary majors who wish to earn this endorsement. Most of the courses for the endorsement will be offered
through the College of Education. The faculty of the foreign language department has been working with the
teacher education department in creating this program change. A letter of support is attached.

The dual language immersion endorsement requires 15 hours.
