Navy MTF Tobacco Program Summary
This report covers the Health Promotion Tobacco program metrics from
January to June 2005. The respondents were the MTF Health Promotion
staff that completed the Tobacco Program metrics request via Survey Monkey
and e-mail from Navy Environmental Health Center. A total of 28 MTF sites
were included in this data - 14 Branch Health and Medical Clinics, 12 Naval
Hospitals, and 2 Medical Centers. Excluded from this report were
respondents and MTF’s that provided - duplicate cases of reporting, use of the
outdated and incorrect form, data not reported on quit rates for individual
and group treatment and incomplete information.
Program Activities
Twenty eight MTF’s provided a total of 430 tobacco awareness and
education programs and activities.
This included 306 stateside activities and 124 at OCONUS locations,
and 282 for primarily Navy audiences and 148 for Marine groups.
Training
A total of 142 new Tobacco Cessation Facilitators were trained by MTF
Health Promotion staff at 28 sites.
Eighty five new facilitators were trained by two MTF’s - Jacksonville 45
and Portsmouth 40, which provided formal Tobacco Cessation
Facilitator trainings.
Pharmacotherapy
The medication costs to treat nicotine dependence and addiction were
reported by 21 MTF’s. The pharmacotherapy included Nicotine
Replacement Therapy, Zyban and/or Wellbutrin prescribed for nicotine
addiction treatment at their local MTF. The total reported costs of
medications were $240,389.34.
CONUS medications costs totaled $156,432.54 and OCONUS costs were
$ 83,956.80.
Group Treatment
A total of 384 group nicotine addiction treatment groups were
provided by 28 MTF’s (329 stateside and 55 overseas) during this six
month time period.
A total of 2,137 persons began group treatment at 26 MTF’s and
1,548 successfully completed nicotine dependence group.
1,265 had quit using tobacco at the end of group treatment as
reported by 25 MTF’s.
At three months follow up after group, 690 were tobacco free at 24
sites.
The three month seven day point prevalence rate was 48.6%
(N = 24 MTF’s).
At the six months follow up for group treatment, as reported from 19
MTF’s, 341 individuals were tobacco free.
The six month seven day point prevalence rate was 38.9% for group
treatment (N = 19 MTF’s).
Individual Treatment
At 28 MTF’s, 533 persons began individual nicotine dependence
treatment and 400 completed it.
Data from 26 MTF’s indicated that 258 persons had quit tobacco use at
the end of individual treatment.
At the three month follow up at 25 sites, 270 persons were tobacco free.
The three month seven day point prevalence rate was 60.3% for
individual treatment (N = 25 MTF’s).
Data from 18 MTF’s were reported for six month post treatment follow
up. A total of 165 persons were tobacco free at six months after
individual treatment.
The six month seven day point prevalence rate for individual treatment
was 45.5% as reported by 18 MTF’s.

Individual vs. Group Treatment
The outcome data for both individual and group tobacco treatment was
reviewed and compared. At both 3 and 6 months post treatment, the
individual treatment success and quit rates were higher than the group
outcomes. At three months, the comparison was a 60% quit rate for
individual treatment vs. a 48% quit rate for group treatment.
The six month outcome data also showed higher quit rates from
individual treatment over group treatment. The individual treatment
outcomes were 45% while the group treatment showed a 38.9% quit
rate.

Summary
The overall quit rates for all of the reported tobacco interventions, both
group and individual treatments, was compiled. The outcomes
indicated a three month 7 day Point Prevalence rate of 51.4%.
The outcome data at six months, using the 7 day point prevalence rate
was 40.8%. This translates into 871 persons quitting tobacco and being
nicotine free.
