A regular monthly meeting of the Board of Trustees of Krakow Township was held on
May 8, 2012, at the Krakow Township Hall, 12022 Bolton Road, Posen, Michigan. The
meeting was called to order at 7:00 p.m. by Supervisor Kevin C. Przybyla.

Topics: Presque Isle Township Sign, and Open Discussion on Taxable Value Changes

Joe Libby – Presque Isle County Resource Officer (7:04 to 7:31)
Mr. Libby provided a job description, an update on the new 911 system, and a report on
a proposal for economic development for Presque Isle County with the emphasis on
tourism. He presented a resolution to support the promotion of Presque Isle County and
the formation of a county-wide Convention and Visitors Bureau with an annual financial
contribution of $500 for two years (2012 and 2013) for marketing and advertising. No
action taken.

Treasurer’s Report: Balance on March 31, 2012, was $31,483.04

Approval of Consent Agenda Items
Moved by Roger K. Witherbee, supported by Karen S. Romel, to accept the treasurer’s
report, clerk’s report on income, expenses, payables, and budget balances for April,
approve minutes of the public budget hearing held on March 30, 2012, and minutes of re-
scheduled April meeting held on March 30, 2012.

AutoMark Warranty
Moved by Kevin C. Przybyla, supported by Roger K. Witherbee, to participate in the
extended two-year warranty contract for the AutoMark at the cost of $29.50.

Terrorism Coverage
Moved by Karen S. Romel, supported by Roger K. Witherbee, to reject purchasing
terrorism coverage (casualty and property) at an additional cost of $100.

Clerk’s Report
Nominating Petitions
Nominating petitions for the August Primary must be filed with the township clerk by
May 15, 2012, 4:00 p.m. Township Positions: Supervisor, Clerk, Trustees, and
Treasurer. Signature Requirement: 3 to 10

Millage Request
The Posen Area Fire Department Authority will have a millage renewal request of not
more than one (1) mill for 8 years (2013 through 2020).

Township Audit
The audit for the year ended March 31, 2012, will be held on June 18 at the township
hall. Records of the township clerk and treasurer will be audited by Johnson & Schulze.

Voter Cards
Due to redistricting of the Senate (37th to 36th) in Presque Isle County, new voter cards
will be printed and mailed to all voters.

Supervisor’s Report
Presque Isle Township Sign – Correspondence received from Patrick Pokorski,
Supervisor of Presque Isle Township, noting the following:

       1.   The sign does not belong to Presque Isle Township.
       2.   The sign is a non-conforming sign of record.
       3.   The sign has been in its conspicuous location since 1980.
       4.   The sign is located on road right-of-way and the Presque Isle County Road
            Commission filed two communications stating the sign is not a safety concern.
       5.   The sign is owned by the businesses that pay to have their names on it.
       6.   Presque Isle Township manages an account for upkeep and maintenance.
       7.   Presque Isle Township does not make any profit from the sign.
       8.   Presque Isle Township will take no further action regarding the business
            sign located at E 638 Highway and Highland Pines.

The parcel of land the sign is located on may come up for tax sale. Krakow Township
would have first right to accept or reject. The Krakow Township Zoning Ordinance
clearly states the procedures for non-conforming signs. No action taken.

Zoning Administrator
Mr. Dennis Fauver filed his report through May 8, 2012. He did investigate a pole barn at
Bolton Road and 634 Highway and found it to be in noncompliance with the zoning
application filed by Mike Kelly. The Presque Isle County Zoning Administrator will be
sending a letter to the owner. Mr. Fauver signed a parcel split for Curtis Zubal, and
reported construction of the communication tower by Verizon on Shubert Highway is in
progress.

Board of Review/Assessing
Supervisor Przybyla received a call from Assessor Allan Berg advising him that the 2012
March Board of Review decreased the residential classification beyond the allowed laws
by $23,860.00. Since the threshold was crossed, the County Equalization was mandated
to return the residential classification to 50%. This will increase the assessments across
the township by $1,458,360 and the taxable value by approximately $410,000. The
assessed value will increase by 2% on all property. If your assessment and taxable value
are the same, you will likely see an increase in your taxable value by 2% from the
February tax bill mailing. If there is a gap between your assessment and taxable value by
more than 2%, your tax bill will not be impacted. Notice of the change will be noted in
the summer newsletter to be mailed with the summer tax statements. The township will
take measures to assure this will not happen again.

Posen Area Fire Department Authority (Elaine Misiak)
Board received copies of the minutes of a regular meeting held on February 29, 2012,
minutes of February 29, 2012, budget hearing, and minutes of April 18, 2012. The
minutes are posted on the website.

Clerk Misiak reported on a regular meeting held on May 2, 2012. The Fire Authority
passed a motion to approve a millage renewal request by majority vote. The renewal
request will be for not more than one (1) mill for 8 years. A special meeting was
scheduled for Tuesday, May 8, to pass a formal resolution to submit the millage request
to the voters in August. Discussion items were the cost of portable and permanent
buildings, new fireman David Budnik, and a request for the firemen to review listing of
equipment for our insurance carrier.

Rogers City Ambulance Authority
No report filed.

Zoning Board of Appeals
Supervisor Przybyla recommended an organizational meeting be scheduled prior to the
regular June meeting.

Transfer Station Report (Freddie Barrett)
The transfer station posted a monthly profit for April of $52.05.

OLD BUSINESS

Presque Isle Township Quarterly Officers Meeting
Clerk Misiak attended the meeting held in North Allis Township on April 3, 2012, and
filed a written report for the board. Guests included Tom Frazier, MTA Legislative
Liaison, Representative Peter Pettalia, and Joe Libby, Resource Officer for Presque Isle
County. Mr. Jerry Smigelski reported the county will not take over the Road
Commission and new county road maps are available. The next quarterly meeting/picnic
will be held in Ocqueoc Township on July 3, 2012.

NEW BUSINESS

Northeast Michigan Council of Governments – Proposal for Master Plan
Board reviewed proposal to update the Krakow Township Master Plan with a timeline of
14 months. The cost to Krakow Township would be $7,200. There would be additional
costs to the township for posting notices, printing costs, and additional meetings. The
project cost breakdown:

       Master Plan                    $9,100
       Meetings                       $2,900
       Expenses                       $1,200
       Less: Watershed Funding       ($6,000) = $7,200

Moved by Roger K. Witherbee, supported by Karen S. Romel, to accept the proposal of
NEMCOG for updating the Krakow Township Master Plan at the cost of $7,200, with
$6,000 payable, as budgeted, in 2012/2013.

Articles, including information on the taxable value changes, are due by June 1st.

Top of Michigan Trails Council
The grand opening of the North Eastern State Trail will be held at various locations on
Saturday, June 23, 2012, at 8:30 a.m. These locations include: Cheboygan, Aloha State
Park, Tower, Millersburg, Hawks, Posen, and Alpena. Trail ride is from 8:30 a.m. to
noon (registration required). Luncheon (registration required) and trail dedication will be
held at the Onaway Airport, from noon to 2:00 p.m.

Public Comments
A meeting to discuss the culvert problem on Black Bass Bay will be held on May 15 at
10:00 a.m. on the McCreery Highway bridge.
