                             POSTED ANNOUNCEMENT

The Office of Naval Research seeks a performer to support Landing Period Designator
(LPD) Transition. The LPD determines and displays real-time information about the
motion of any vessel as a function of airframe operational limits thus eliminating the need
for excessively conservative roll and pitch deck limits. The system algorithms compute
this information using data for all manufactured aircraft operating in all sea conditions
with any seagoing vessel. Opportunities to recover aircraft safely may be increased by
using the LPD to identify the onset of a quiescent period of ship motion, earlier than by
visual examination alone. These limits are expressed as the ship's Energy Index, which is
an empirical derivation representing ship motion as a function of aircraft limits. The
index helps guide the pilot to safe deck landings regardless of the actual seaway.

The performer should: support ONR LPD Custodian in the documentation, composition
and packaging of User Manual specific for the ONR LPD Unit focusing on attachments
to other data media sources, support ONR LPD Custodian in the packaging and delivery
of the LPD unit to Fire Scout program logistics managers at Webster Field, prepare and
deliver to selected Fire Scout operators and engineers a LPD course at Northrop-
Grumman Fire Scout facilities in San Diego, support ONR and ONR designated
engineers in the composition of written and oral presentation regarding LPD to Fire Scout
transition briefs, provide technical LPD transition support to ONR and at ONR
designated meetings including, but not limited to, PMA-266, PMA268, PMA- 251, PMA-
261 and PMA- 299, and assist ONR LPD Custodian and designated project engineers in
testing VLA equipment (both traditional and rates external light indicator symbologies).
This includes support in the Manned Flight Simulator and on-board USN/USCG ships.

The listed tasks are to be performed, unless otherwise amended, in no more than 140
man-hours. The period of performance, unless amended, is one year from contract
signature. Work will be done primarily at sites as required. Security formalities are to be
arranged directly with the target sites. Access requirements for this project is limited to
and including Secret level. The sites are, but not limited to: Naval Air Warfare Center
Aircraft Division (Pax River & Lakehurst), Naval Sea Warfare Center Carderock
Division, Naval Bases at Norfolk, Mayport and San Diego, and Northrop Grumman Corp
(San Diego).
