At 7:00 PM Chairman Fred Ford called the meeting to order and the Pledge of Allegiance was recited.
Roll call was taken with the following members present: Fred Ford, Larry Rank, Jon Miller, Carl Bahner,
Kent Poffenberger and Bob Artman. Jeff Enders was absent. Operator Jeff Grosser, Consultant Bob
Kissinger and Solicitor Christian Daghir were also present.

BUSINESS FROM THE FLOOR
       None

SECRETARY’S REPORT
       Larry Rank moved to approve the report as presented. Carl Bahner seconded the motion and
motion carried unanimously.

TREASURER’S REPORT
       Carl Bahner moved to approve the report as presented. Kent Poffenberger seconded the
motion and motion carried unanimously.

ENGINEER’S REPORT
      A. Chlorination Building/Water Line Construction Status: Two punch list items are not yet
          complete; a new mixer motor and a faulty flow monitor. Payment #6 was requested for
          $12287.30 for further completed work based on previously approved items. Carl Bahner
          moved to approve payment request #6. Kent Poffenberger seconded the motion and the
          motion was approved unanimously. Change Order #3 for $5188.03 for additional time and
          materials for locating the spring line was requested. Larry Rank moved to approve Change
          Order #3 for $5188.03. Kent Poffenberger seconded the motion and the motion carried
          unanimously.
      B. Gate/Fence/Security at new Chlorination Building: Tabled indefinitely.
      C. Well #2 testing and Permit Status: Still waiting on DEP.
      D. Route 147/225 Sewer Main Extension: Solicitor Daghir sent everyone an email and provided
          paper copies to those who requested and then reviewed the same. Solicitor Daghir feels
          there is serious miscommunication between all parties involved. He also discussed his
          communications with the Township Solicitor. Discussion ensued. The Township connection
          ordinance was discussed. Fred Ford and Solicitor Daghir will pursue the Township position.
      E. CDBG Grant Status: No communication from CDBG.
      F. Proposed Sheetz Project: DEP approved the planning module exemption.
      G. Source Water Protection Plan Update Status: Submitted to DEP.
SOLICITOR’S REPORT
       A. Delinquent Accounts: The Feldish property was up for judicial sale today but was cancelled
           because the taxes were paid current.
       B. Sewer Project Easement Status: See above.
       C. Solicitor Daghir has been working with Glace to prepare the deed of dedication from Donco
           to HAWASA for the water lines in Donco’s development.

OPERATOR’S REPORT
      Power outage at STP shortly after last meeting and the generator kicked on as it was supposed
      to, unblocked tank #1 skimmer, turned off water at two properties, fixed a leak on Third Street,
      mailed Tier 2 reports to DEP, all piping complete, pulled IOC’s and asbestos arsenic samples,
      Well#1 needs to be retested because of high arsenic levels, hauled three loads of sludge, started
      cutting grass, flushed hydrants, chemical lines at the mountain are clogging, Jeff Grosser is
      working with Bob Kissinger to solve the issue.

OLD BUSINESS
      A. Dauphin County Emergency Management System Service: Tabled

NEW BUSINESS
   A. Could add “Failure to Supply” coverage to insurance policy for the inability to provide water in
      defense of a lawsuit. The estimated annual premium is $641. There was discussion of
      sovereign immunity provided to Municipal Authorities. Additional information is needed from
      Tom Troutman.
   B. A letter was received from DEP saying our Chapter 94 report is incomplete as filed. A number
      of items were cited. Discussion ensued. Bob Kissinger will work with Glace Associates to
      resolve the items.

APPROVAL OF BILLS
       Jon Miller motioned to approve the invoices as presented. Kent Poffenberger seconded the
motion and motion carried unanimously.

PUBLIC COMMENT
       None.

ADJOURNMENT
        At 8:33PM Jon Miller motioned to adjourn. Larry Rank seconded the motion and the motion
carried unanimously.
