The Warm Home Program: An Organized community based rehabilitation practice in Beijing for Persons with Disabilities Li Caimao, Bejing Disabled Persons Federation, P.R.China The Warm Home Program is a new program in Beijing communities, to provide comprehensive rehabilitation services for the adults with disabilities, especially those with mental retardation and psychical disability, who are unemployed, reluctant or unable to enter agencies, and short of family care. The program was initiated in November 2007, just before the Beijing Olympic and Paralympic Games, and in total 281 such Homes are now established in communities, with 5617 disabled persons taking part. To adhere to the general principle of full and effective participation and inclusion in society, as written in the Convention of the Rights of Persons with Disabilities, the Homes provide the following activities mainly: 1) 2) 3) 4) 5) Vocational training and rehabilitating work Rehabilitation services Daytime care service, Recreational activities Volunteers and relatives involved activities
An evaluation shows the program has brought remarkable changes for those persons with disabilities participating in the program. Next, we will focus more on the self decision of the persons with disabilities in community, the interaction between the Homes and in-home services, as well as personal-services.
