Summary
Classification of adaptation (building adaptive capacity or implementing adaptation)
On 23 October 2000, the European Parliament and of the Council Building adaptive capacity established a framework for the Community action in the field of water policy or short the EU Water Framework Directive (WFD). The Commission has made water protection one of the priorities of its work resulting from increasing demand by citizens and environmental organisations for cleaner This report is an inquiry into water conservation and supply in the United Building adaptive capacity Kingdom following the hot summer of 1995 and the drought of 1976.
A new way of measuring the impact of human activities on life in UK waters is being developed to ensure that all the country's waters - rivers, lakes, estuaries, groundwater and coastal waters - are protected for the future. The aim of the policy document is to define the Government's strategic vision for the direction of water policy and its place among broader Government objectives in England; and to identify the main future priorities and direction over the longer term for the inland and coastal water environment, water resources and the water and sewerage industry. Defra is also preparing a Water quality in the UK has improved significantly in recent years, but diffuse sources of pollution remain a concern. Many rivers and lakes could fail to meet the "good status" objectives because of diffuse water pollution from agriculture (DWPA). To meet WFD objectives we must address this problem. The Catchment-Sensitive Farming programme is seeking to reduce diffuse The Water Bill was Introduced in the House of Lords on the 19 February 2003 and published on 20 February 2003. The Bill finished its Lords stages on the 9 July 2003, and was introduced into the Commons on 11 July 2003. The Bill received Royal Assent on 20 November 2003, becoming the Water Act 2003. The Act was published on 28 November 2003. The Water Act The Sewerage Undertakers (Pollution Inventory) Direction 2001 requires water companies to report each year to the Environment Agency information concerning emissions from sewage treatment works to controlled waters for the Pollution Inventory.

The National Rivers Authority commissioned a review of the sensitivity of NRA activities to climate change in order to assist in the need or the development of response measures to climate change by its different core functions. The report does not represent NRA policy or operational guidance but was released for general information. The Environment Agency has established a Water Framework Directive Programme working principally on River Basin Characterisation; River Basin Planning; Programme of Measures; Priority and Other Specific Polluting Substances; Environmental Monitoring, Classification Assessment and Reporting and The Ribble Pilot. As part of the European Water Framework This is one of 8 strategies that are consolidated in a national strategy for England and Wales and is part of a broad framework of integrated planning for the sustainable management of water resources that looks ahead to 2025. It highlights the pivotal role of the Thames Region may play in sustaining further development of the south-east. This strategy looks water resources in the UK 25 years ahead. Climate change is mentioned in the first paragraph of the forward by John Prescott. Global warming and climate change are then mentioned in chapter 4 under pressures on water resources. The section specifically mentions the impacts of climate change on water demand and availability and cites UKCIP02 This report recognises climate change as an important issue affecting water resource management. This report also notes that adapting to climate change is as a key challenge for water-supply companies and regulators. The report says that the EA is working with Ofwat and Water UK in developing a new version of the planning guidelines for water companies,

This report provides advice to the Ministers on the draft water resources plan submitted by water companies as part of the 2004 periodic review. The foreword mentions pressures on water supplies, population growth, water scarcity and impacts of climate change may lead to higher temperatures and drier summers. ‗Our use of water in all aspects of our lives has a direct impact on the rivers and wetlands of England and Wales. By being water efficient, we can help to protect the wildlife, beauty and economic value they bring.‘ Ian Barker, Head of Water Resources at the Environment Agency (2004). Support for the Awards has already been confirmed from Defra, Envirowise, ODPM, Ofwat The EA limits impact by adapting in the following areas: licence water use, balancing the various demands for drinking, for industry and the environment, largest flood management risk authority in England and Wales (36000 Km) of flood defences along rivers and coasts, provide 24-hour flood forecasting and warning service, raise public awareness and promote uptake This documents reports progress since the (2001) EA strategy. It mentions progress in several areas that are relevant to the impacts of climate change, including that the Agency has published a new version of the Water Resource Planning Guideline developed jointly with Ofwat (2003). In April 2003, a supplementary guide also addressed a number of key issues

EA research (often done with UKWIR) seeks to improve assessment of the Building adaptive capacity implications of climate change for water resources, and develop methods for assessment (for river flows, groundwater and demand for water) UKWIR research (often done with the EA) seeks to improve assessment of Building adaptive capacity the implications of climate change for water resources, and develop methods for assessment (for river flows, groundwater and demand for water) The general aim of this project is to develop a practical procedure for Building adaptive capacity incorporating information on the probability of climate change impacts in riskbased planning and assessment. Specifically, the project will (i) use the water supply industry in the UK as a case study and (ii) develop practical guidelines for use by the water supply industry. This paper describes the implications of the UKCIP02 climate-change Building adaptive capacity scenarios for river flows in Britain, focusing on mean monthly run-off and Q95 (i.e. the flow which is exceeded for 95% of the time) This paper concludes that changes resulting from the UKCIP scenarios are (a) more extreme during summer that those resulting from earlier climate-change The defra funded research is using the UKCIP climate change scenarios and building adaptive capacity the Met office Hadley Centre regional Climate Model to create water resources scenarios for two regions of the UK for the 2020s, 2050s, and 2080s.

Scottish Executive produced a report in 2001 entitled Adaptation Strategies for Climate Change in Scotland. Scottish Executive in its (2001) document titled Potential Adaptation Strategies for Climate Change in Scotland states it commitment to sustainability as a corner stone of the Scottish Executive. In its report the Executive sets out its priorities for future adaptation work this report sets out the options available to the Scottish Executive and the Water Authorities on investment in water and sewerage service infrastructure over the coming years. It notes that climate change may affect the investment programme by forcing the reassessment of priorities. http://www.scotland.gov.uk/consultations/environment/pcdw.pdf Climate change will increase the likelihood of overtopping or failure of dams and embankments, yet some councils are allowing new developments in close proximity to these structures, or in the spillway path. Local councils are now the enforcement authority for reservoirs subject to the Reservoirs Act 1975, and will therefore have access to the statutory inspection reports. They The consultation document was published in February 2002. Ministers are using the opportunity presented by the Water Environment and Water Services Bill to modernise the management of the water environment in Scotland. The aim is the introduction of an effective and efficient system to ensure the protection of the water assets of Scotland. The proposed Scottish SEPA is responsible for improvements in the water environment and flooding in Scotland. The Scottish Environment Protection Agency‘s principal role relating to flooding is in monitoring rainfall and ensuring water quality. In its Environment Report 2004 Anglian Water outlines its sustainable building adaptive capacity development aims to protect and enhance the environment and community through improved infrastructure and operations, biodiversity conservation, recreation and access and capital investment. It supports a major investment programme that aims to maintain and enhance its infrastructure and Welsh Water is involved in conserving water resources. It aims to reduce the building adaptive capacity amount of water lost through leakage by providing a free leak detection and repair service for the first leak and will replace the supply pipe free of charge under appropriate circumstances. Sustainable water catchment: The company is developing a framework for sustainable water catchment, working with Durham University and English Nature to explore sustainable solutions to the increasing problem of colour in the water from the Pennine uplands. These uplands form the catchment of the River Tees, and ultimately provide the source of water for customers Thames Water unveiled in January 2005 that it would invest £3.1 billion record programme of investment to improve water and sewerage services over the next five years. Thames Water plans building a £700m reservoir in Oxfordshire and a £100m desalinisation plant at Beckton, East London (The Guardian, Monday October 27, 2003 www.guardian.co.uk accessed Severn Trent Water is placing a great deal of importance on research into climate change and its' potential impact upon the communities it serves, the environment and our business. Its managing director, Brian Duckworth, has described the challenge presented by the impacts of climate change as, 'the number one environmental problem for us all'. Severn Trent Water is taking South West Water is engaging in mobile "Waterwise" roadshow to encourage customers to save water to protect the environment and help to keep future bills down as it could mean they won‘t need to build new reservoirs. The company has a road show that promotes water conservation in the region. Environmental acheivements include: water conservation, The north branch of the Rive Wey in Surrey rises from the chalk aquifer at Weyspring. Public water supply abstraction from the Weyspring groundwater sources reduced the amount of water flowing in the stream over the past 40 years. As a result, the length of the river that would dry up in summer was extended and the river bed could be dry for up to three kilometers from Balancing supply and demand: Southern Water has working with other water companies in the South East in the development of their water resources strategy for 2005-2029. Water shortages in the region dominated the news in autumn and early winter of 2003 after lack of rainfall over traditionaly wet period. Climate change impacts have been remodelled using the latest

Addressing climate change: Addressing drought and water shortages: 2003 was one of the driest years on record in north west England actions to ensure we made the most of the water resources available in 2004 included moving water around our integrated supply network and using reserve water sources. They also urged our customers to use water wisely through press A large part of the River Eden Catchment is designated as a candidate Special Area for Conservation. In two parts of the catchment, abstraction by United Utilities was drying out the river channel and preventing fish migration. On New Water, a tributary of the River Gelt, near Carlisle, the abstraction point was impassable to fish because of the design of the intake Information to customers on among others, water conservation, quality, and sewage. Two examples of adaption in the water sector: firstly, RiverCare is a multimillion pound waste water treatment improvement programme. The scheme includes plans to upgrade the region's 617 inland waste water treatment works and sewerage system. As a direct result, RiverCare also plays a vital role in the improvement of the quality of Yorkshire's rivers and has already AWG plc is primarily investing in energy and climate (mitigation), in particular in using more renewable energy in wind power, and more sustainable transport. For example, AWG's first wind turbine was erected in July 2002 at the Anglian Water's wastewater treatment works in Mablethorpe, Lincolnshire. In transport savings, AWG plc estimates that by reducing fuel The Company has a statutory duty under Section 93A of the Water Industry Act 1991, to promote the efficient use of the water it supplies. The Company has relatively plentiful resources with a significant supply/demand surplus. It has low charges and so is under no economic pressure to make large water efficiency savings. The inclusion of headroom allowance will help The aim of the report is to present a procedure for the rapid determination of the effects of climate change by the 2020s on mean monthly runoff and average annual groundwater recharge, for strategic scale assessments. The project will provide the water industry with consistent guidance on selection of scenarios and estimation of the effects of climate change on river flows Largely as a result of the 1995 drought, following on soon after droughts and floods in the early 1990s, there was considerable interest in the management of water resources in Britain. The Department of the Environment published an Agenda for Action in 1996 (DoE, 1996), and the House of Commons Environment Select Committee conducted hearings and published Climate change will affect the water industry earlier and more comprehensively than most. This article appeared in Water magazine, 25 July 2001. It addresses issues of how the water industry will be impacted by climate change. The Thames estuary Partnership is developing solutions to the Victorian Sewage system, but will need substantial investment

Following the 1966 report by Sir Herman Bondi, the decision that the best solution to flood risk was bank raising in conjunction with a flood barrier incorporating movable gates built across the river. Legislation - in Over 300,000 people live on the Humber's flood plain, protected by flood defences. After the Thames the Humber has the greatest concentration of people and property on a tidal floodplain in the UK. The EA is working with Defra, local authorities and Severn Trent to reduce flood risk along the length of the River Severn. This includes: looking at the causes of flooding, reviewing the performance of existing flood Flood defences currently exist on the River Eden, especially in Carlisle, but because of the impact of climate change, it is expected that water levels will rise. This was demonstrated in January this year, when a learning from the flood of 2000 is an example of building social memory, which can help to adapt to the impacts of climate change Flood risk maps to check if you are at risk

The concept of Sustainable Urban Drainage (SUD) systems has been introduced into Scotland to help improve water quality from surface water run-off from roads, buildings and curtiliges entering watercourses. This in The Act requires local authorities to prepare biennial reports to specify measures they should take to prevent or mitigate flooding of land in their area and all occurrences of flooding of such land since their last report. The Executive has increased resources available to support local authorities' flood prevention schemes to £89 million of the next three years. And increased the rate of grant support to local authorities from 50% This study examines the recent history of flooding in Scotland and predicts likely changes in flooding given what is presently known about climate change. It identifies those areas of Scotland most vulnerable to In 2003 Ross Finnie announced details of the National Flooding Framework. Action points include: improve awareness of the risks of flooding through the provision of better flood risk information and additional SPP7 replaces NPPG7 (2004) and sets out Scottish Executive's planning policy on new development and flooding. The SPP has an important role to play in the national framework flooding avoidance and NPPG 13 sets out how planning can contribute to achieving sustainable development and also maintaining and enhancing biodiversity on the coast, highlights the need to distinguish between

The development of Shoreline Management Plans, as recommended in NPPG13, is seen as the best way of planning and managing the coast. With the encouragement of Scottish Natural Heritage several Scottish SEPA operates 43 flood warning schemes across Scotland; SEPA also comments on planning actions submitted by local authorities; Formed in 1975, COSLA exists to promote and protect the interests of councils in Scotland by providing a forum for discussion of matters of common concern. COSLA ascertains the views of member councils Local authorities provide one of the cornerstones of adaptive management to climate change in Scotland. They are responsible for the development of structure and local plans, which set out the future Floods across the whole of the UK in recent years have raised the profile of flooding as an issue and the social and health-care costs as well as economic losses. This heightened awareness has meant that The Plan details the practical measures the City is going to implement - leading by example - to help reduce the process of climate change and adapt for it. Among other things the Action Plan aims to: inform One of the most likely effects to which Wales will have to adapt in the future is sea level rise. Current projections estimate that around the Welsh coast, increases will be in the range of 25 to 30 cm by 2050, slightly A demonstration project has been established in the Rhondda valley in South Wales. The Directive on energy efficiency of buildings was adopted with overwhelming support from Member States and the European Parliament (entered into force January, 2003). It is an important legislative component of energy efficiency activities of the European Union designed to meet the Kyoto commitment and responds to This document provides advice and is not planning policy guidance, though references to relevant policy guidance are made throughout. It is intended to provide planning professionals with an overview of the current thinking and state of knowledge on the planning response to climate change. Explains how flood risk should be considered at all stages of the planning and development process in order to reduce future damage to property and loss of life. It sets out the importance the government attaches to the management and reduction of flood risk in the landuse planning process, to acting on a precautionary basis and to taking

UKCIP is listed as a adaptive source of baseline information. Climate change issues are listed as capacity questions to help decide which information to collect (e.g. what areas are at risk of subsistence, taking into account climate change). PPG 25 notes that RPG should identify, for example, areas where Building flooding issues are likely to be of regional significance and should set adaptive out regional policies to discourage inappropriate development in flood- capacity risk areas. This project will investigate the links (statistical and theoretical) between temperature extremes (also solar insulation, wind and vapour pressure extremes necessary for building design) and changes in the mean and how well distributions of their extremes are simulated by current state-of-the-art global climate models (GCMs The overall aim of this project is to develop and test an approach for conducting assessments of the capacity of organisations to adapt to climate impacts. By adaptive capacity we mean the ability of organisations to make changes in technology, policies and practices that will help them avoid risks associated with climate change Brings together hydrologists, building drainage and sewerage engineers, health, social and infrastructure economic specialists, to develop tools and procedures for the assessment and mitigation of the effects of climate change on urban drainage systems. AUDACIOUS aims to investigate key aspects of the effects of climate Climate change is happening and will increasingly have catastrophic consequences in buildings and settlements around the globe. Yet many architects do not take it into account when choosing building forms, construction and location. This paper outlines the predicted nature of climate changes, the resulting types of impacts expected in The ASCCUE project concerns the vulnerability of towns and cities to climate change, and the development of adaptation strategies.

Addresses the impacts of climate change for the Eastern region. Argues for the acceptance The East of England Sustainable Construction Strategy begins to set out a vision for the sustainable development of the Region's built environment and infrastructure. The key aims of the strategy are: to increase economic growth and competitiveness; to promote social and environmental justice; and to promote sustainable development and protect and enhance the quality of natural and built environments. Climate change is noted as a driver as part of sustainable development in this framework which is States that planning should take into account the possible impacts of climate change, for example, greater rainfall and increased risk of flooding, in decisions regarding the location of new development and other changes in land use. States this but addresses climate change no further. Partly aims to help all parties to consider flooding issues properly, especially in light of climate change predictions, so as to prevent additional land and development being put at risk from flooding. Documents that climate change is likely to worsen flooding problems river and coastal flooding, and intense rainfall overloading natural and Advice sets out background info on the water environment and the factors which contribute to flooding, including the influence of climate change. Climate protection and preparing for the effects of climate change are noted as key issues for Wales. This report states that CC will: impact on Wales' natural environment and built heritage; alter the environment in which Wales' economy operates; and increase the importance of water management to prevent flooding and ensure an The Assembly has grant funded five Welsh local authorities to participate in a pilot scheme to carry out detailed condition surveys of their stock, which included an energy efficiency assessment. Through gathering this data, it is one of the Assembly‘s aims that local authorities will be able to identify what cost effective measures can be The report was written in conjunction with UKCIP and other organisations and is available on the UKCIP website. It addresses the impacts of climate change on the built environment and planning issues for adaptation. The RDS to 2025 highlights that CC is expected to impact on issues such as water resources, weather patterns, river and stormwater management, flooding and coastal management, ferries and ports, business, biodiversity, ecological change and human health. Notes that a key objective is to respond to the implications of CC and This PPS states up front that it takes account of climate change (and sustainable development). It takes a 'precautionary approach' given the uncertainties and gaps in knowledge about how CC will affect areas at risk from flooding (so as to avoid risk where possible). Other objectives are to ensure that new development is not exposed to flood Awareness of climate change in the construction, infrastructure, and transport sectors is low, This reflects a reactive approach to climatic variation, such as flooding or drought, rather than a planned longterm strategy. Relevant expertise within the construction industry will need to be developed with respect to adaptation and mitigation The importance of urban environmental research is underlined by the fact that cities and towns account for 90% of the UK population and 91% of its economic output. This is because implementation of these policies requires different types of information to be examined together by multiple stakeholders in new ways.

All significant transport projects are subject to a form of environmental impact assessment by the Scottish Transport Appraisal Guidance (STAG). The guidance provides advice to planners and decision-makers on the appraisal of transport projects where the Executive's This report highlights that Northern Ireland Railways Co. Ltd (NIR) has redesign of some stretches of Larne line. Train sets in operation on commuter services differ in design in braking systems to those operational in GB most susceptible to leaf mulch, although this has been a The Assembly‘s integrated transport policy builds on the Welsh Transport policy statement, Transporting Wales into the Future . It aims to develop a transport system which is safe, efficient, clean and fair; delivers integration between different types of transport, with the The development of SUDS is an example of more sustainable approaches to road drainage in urban areas.

Railtrack also works with the National Farmers' Union to encourage actions on land adjacent to railways that reduce flood risk. Landscape zoning is already practiced on the transport networks and provides an important benchmark for working with local landowners. Mentions the need for a shift from road to rail due to emissions leading to CC / mitigation.

This research was undertaken to identify current status of knowledge concerning CC impacts on railway safety and gaps in knowledge; define what work is required to fill those gaps; specify what work is needed to determine how the railway industry should respond to the threats This project will investigate the anticipated change over the next 30 years, based on scientific evidence and informed opinion, and will assess the potential effect this will have on the railway infrastructure. It will then develop working assumptions of the overall effect of climate The Company CSR report for 2004 mentions the challenges brought by climate change (i.e. impacts). Also notes the benefits as a result of the Government encouraging a move toward public transport. Concentrates on emissions reductions as a company as
