Background
The global health scape is fast changing with new challenges of competition,
emerging new formats in health services. There is a need to develop managerial
competency of Health and Medical officials in public health, management and
health sector reforms. Competent managers are required at State, district and
block level for effective planning, implementation and monitoring of District
action Plans. The programme is aimed at strengthening the capabilities of the
professionals, with an emphasis on critical assessment of current and future
policy options and issues. The programme will lead to useful discussions and to
facilitate in crafting of a credible public health systems to provide quality
services.

Objectives of the Programme
The objectives of the course is to improve the managerial competence of state,
district and block level health and medical officials in public health and health
sector reforms. At the end of the course, the participants should be able to:
    Describe evolution of health policy planning in India and understand
     provisions of National Health Policy.
    Analyze the Healthcare financing models in developing and developed
     nations.
    Strengthen the financial management capabilities of the health
     professionals.
    Enhance Managerial effectiveness in implementing National Rural Health
     Mission.
    Develop skills and competencies to address gaps in implementing District
     Health Action Plan.
    Develop managerial Skills in planning implementing, monitoring,
     evaluating health programs.
    Understand various emerging concepts of health sector reforms across
     globe and gain better understanding on planning, implementing and
     managing sector reforms to achieve desired health outcomes.

Course Content
The programme will broadly cover the following areas:
    National Health Policy and Population Policy
    Primary health care Approach and Health situation in India
    Health care financing and Health insurance and managed care.
    NRHM, District Action Plans, and Indian Public health Standard.
    Reproductive and Child Health and Gender issues.
    Accounts and Financial Management in Health sector.
    Team work, leadership, motivation performance management, personal
     effectiveness, Communication skills and Managerial Styles.
    Strategic planning and Management in health care.
    Health sector reforms and Public Private Partnership and
    Monitoring and evaluation of health programs.

Training Methods
The programme will use a mix of lecture by resource persons to introduce the
lead concepts and encourage active interaction by the participants through
classroom discussions, group work, presentations, movies, assignments and
field visits. The course is based on experiential learning and participatory
approach.

Participants Profile
The course is designed for State, district and block level medical and health
officials working with the various state Governments.

The MDP Participants are encouraged to interact with renowned subject
experts. The resource persons in the course include from various institutions
and organizations, which are as follows:
      Health care Management Faculty, Goa Institute of Management.
      Ministry of Health and Family Welfare , Government of India
      Development Partners
      Funding Agencies.

Eminent subject experts from the industry will also be invited to address the
Participants.

Duration and Venue
The programme is of one-week duration. The programme will start on Monday,
14th October 2013 and conclude on Sunday, 20 October 2013. The programme
is scheduled to be held in Goa institute of Management, Goa. The participants
are encouraged to use the facilities of library and computer lab located in the
campus. The campus includes jogging track, facilities of various outdoor and
indoor games. A Gymnasium is also located in the campus. Wi-Fi facility is
available throughout the campus.

Certification
A certificate of participation on completion of the programme will be issued by
Goa institute of Management, Goa.
Programme Fee

Programme fee is Rs. 35,000/- per participant for Indian participants and USD
1000 per participants for foreign participants, which included tuition fee, course
material, stay in air-conditioning room (twin-sharing), breakfast, lunch, dinner,
refreshments during course days, internet access and airport transfers. The
Demand Draft should be in the favour of “Goa institute of Management”,
payable at Goa.
Service tax as per Government norms (presently 12.36%) will be charged extra.

About Goa
Goa is a small state situated in the western region of India, with a population of
approximately 1.5 million. It is a very popular destination both for domestic and
international tourists. In the last few years, it is assumed that around 3000
foreigners have purchased property in Goa and there may be a few hundreds
who keep coming back every year for their annual holiday.

Goa has a strong influence in terms of the Portuguese culture that is evident in
the dress sense and general behaviour. People are generally warm, friendly and
hospitable. Goa is perhaps the only state in India which has casinos operating in
small cruise ships and hotels. Walking along the beautiful beaches of Goa is
undoubtedly any tourist’s delight. Besides, there are many places of
architectural interest including temples and churches.

Goa is principally famous for its cuisine, mainly sea food with the Goan curry and
rice being the most popular. However, one can also choose to satisfy their taste
buds with a wide choice of Indian dishes served across hotels in the city.
