District 10 Middle Schools Rezoning Proposals Goal: To create three schools in District 10 that will serve students in grades 6-8, a middle school structure that is nationally supported by research and which the Charleston County School District has established as “best practice” for serving students in the middle grades. Assumptions: (1) C.E. Williams School for Creative and Scientific Arts will retain its magnet status. (2) St. Andrews Elementary School of Math and Science, Ashley River Creative Arts Elementary School, and the Montessori School will remain as feeder schools for the 6th grade at C.E. Williams, as stated in the original charter for C.E. Williams. The remaining seats in the 6th grade will be selected by lottery from Stono Park, Orange Grove, Springfield, Oakland, and Drayton Hall Elementary Schools, as is currently the practice for filling 5th grade seats. (3) The other two middle schools in District 10 will be created so that they are similar in size and demographics, creating two culturally diverse schools of fewer than 600 students, as in keeping with research regarding effective middle school practices. Process: Associate Superintendent met with Ben Bragg, Judith Peterson, and Judy Sherman on Thursday, October 27 from 9 AM – 4 PM. Our goal was to present the Constituent Board with three different proposals for rezoning our middle schools. Throughout the day, we considered the following data: current enrollment of District 10 fourth grades, current enrollment of District 10 fifth grades, current enrollment of grades six through eight, attendance zones for District 10 elementary schools, poverty levels of our elementary schools, PACT and AYP results of our elementary schools, and projected growth information for the West Ashley area from the Director of Facilities for CCSD. Enrollment Considerations: Current 5th graders in District 10 = 595 (regular enrollment only) Current 6th graders in District 10 = 527 (regular enrollment only) Current 7th graders in District 10 = 560 (regular enrollment only) Total rising 6th – 8th graders, regular enrollment = 1,682 WAIS currently houses 583 students comfortably. Orange Grove area zoned for WAMS contains more multi-family dwellings than the area zoned for WAIS; therefore, we increased the number attending WAMS. It will be necessary for ALL students from St. Andrews and Ashley River to attend C.E. Williams as their automatic feeder school. REZONING PROPOSAL C This plan calls for drawing new attendance zones for Middle School A and Middle School B in a checkerboard fashion.
