ECONOMIC STIMULUS PROPOSAL

ECONOMIC STIMULUS PROPOSAL OFFICE OF THE CITY MANAGER December 18, 2008 The Honorable Bob Filner United States Congress 333 "F" Street, Ste. A Chula Vista, CA 91910 RE: Economic Stimulus Package Dear Congressman Filner: The City of Chula Vista is cun'ently suffering the greatest econo, nic crisis in its nearly 100-year history. We are facing devastating reductions in the services provided to our citizens; closure of a library, elimination of after school and recreational programs, reduced maintenance of infrastructure, and reductions in our fire and police staffing to name a few. The economic challenges facing this City are representative of the overall recession affecting the entire nation. The Federal Government has been focused on stimulating the national economy in a variety of ways. The President-Elect has been discussing an infrastructure based Economic Stimulus Package. In anticipation of the President-Elect Obama's vision, we have compiled a diverse list o f candidate infrastructure projects that could be "shovel ready" within a year. This would revitalize our aging and distressed public transportation, utilities, buildings and parks facilities. This listing identifies over $700 million of infrastructure investment that could provide immediate jobs in desigaa, manufacturing, and construction. Please be assured, these projects are not part of a trumped-up list of imaginary needs, rather these are credible, sorely needed, and deliverable to the public if funded in secured. The attached pages include project descriptions along with estimated costs and deliverable timelines. We have detailed fact sheets for each project, which highlights additional key information. We stand ready to provide any additional information you may need as you and your colleagues deliberate and craft the economic stimulus that the Obama Administration envisions. We thank you for your continued support of the residents of Chula Vista. Sincerely, / attachment 276 FOURTH AVENUE o CHULA VISTA - CALIFORNIA 91910" (619) 691-5031 o FAX (619) 409-5884 Economic Stimulus Proposal Prepared for Congressional Representative of the 51st District Bob Filner The City of Chula Vista Demographics • • • • • • 230,000 Population 51 Square Miles Annual Budget (Operating Budget: $170M, Capital Budget: Typically $15M) Roads: 1120 Lane Miles = 420 Centerline Miles Storm Drains: 300 Total Miles (approx.) - 14 Miles Deteriorated CMP Sewers: 500 Total Miles (approx.)
