 4   ABSTRACT:
 5   Noting that the C.S0097 v0.6 (extended VnV resolution version) has a 1xL3PDULength defined as 2
 6   octets and that the 1xL3PDU field is contained in a GCSNA PDU, this SF proposes to change the
 7   length of the GCSNA PDU IE from one to two octets.
 8   RECOMMENDATION:

 6   1.10 Message Definition Guidelines
 7   1. New messages shall have a Message Type that has never been previously used on that interface.
 8   2. Information Element Identifiers shall not be reused in future revisions.
 9   3. Defined valid values of Information Elements may be changed in future revisions. The new version
10      shall define the error handling when previously valid values are received.
11   4. Octets and bits which are undefined or which are defined as reserved may be used in future
12      revisions.
13   5. The Mandatory/Optional designation of Information Elements within a message shall not change.
14   6. Mandatory Information elements shall be sent in the order specified in section 5.1.
15   7. New optional Information Elements in a message shall be defined after all previously defined
16      optional Information Elements.
17   8. All new Information Elements shall be defined with a length field. Note that most existing
18      Information Elements have 1 octet length fields but some existing Information Elements have 2
19      octet length fields. Information Element Identifier values in the range C0H-DFH inclusive shall be
20      defined to have a 2 octet length field. All other new Information Element Identifier values shall be
21      defined to have a 1 octet length field.
22   9. New information may be added to the end of an existing Information Element, provided that the
23      Information Element is defined with a length field. Care should be taken to avoid introducing
24      ambiguity. For example, a length parameter that spans two fields of variable length or spans
25      iterative loops with variable length fields could be ambiguous.
26   10. New application types/application sub-types shall be defined for support of new features on the
27       A11 interface.

 6    GCSNA PDU              This field contains the GCSNA PDU being carried transparently between the
 7                           IWS and the A21 end point for a non-HRPD technology, e.g., a 1x LAC
