HB076-2012           That the Minutes of the Heritage Resources Sub-Committee
                     	
                     Meeting of July 9, 2012 (File G33), to the Brampton Heritage
                     Board Meeting of July 17, 2012, be received.

                     Discussion on the subject minutes included:
                     	 The Board’s participation in the Classic Cars and Legendary
                        Stars (CCLS) event on Saturday, July 21, 2012 (referenced on
                        page F 2-1-1 of the minutes)
                     	 Details from Antonietta Minichillo, Heritage Coordinator,
                        Planning, Design and Development, with respect to her
                        attempts to contact the Brampton Downtown Development
                        Corporation (BDDC) about the Board’s participation in the CCLS
                        event
                     	 Indication that if confirmation is not received from the BDDC by
                        noon on July 18, 2012, then the Board’s participation will be
                        withdrawn

                     The following motion was considered.

               In response to a question, Antonietta Minichillo, Heritage Coordinator,
               Planning, Design and Development, provided details on the status of
               heritage designation of the Heritage Theatre.


      G 2.	 Recent Designations

               A heritage designation by-law for the following property was passed at
               the Council Meeting of June 20, 2012:
                Cassin Farmhouse – 18 Grafton Crescent (formerly
                  10852 The Gore Road) – Ward 10 (By-law 162-2012)

H.	   Churchville Heritage Conservation District

      H 1. 	 Minutes – Churchville Heritage Committee – June 18, 2012
             (File G33CH).

               Antonietta Minichillo, Heritage Coordinator, Planning, Design and
               Development provided an overview of the subject minutes and
               discussions that took place at the meeting. She highlighted the motions
               with respect to the properties located at 7608 Creditview Road, 7728
               Creditview Road and 7825 Churchville Road.

               Ms. Minichillo provided details on a site visit on July 17, 2012 to 7638
               Creditview Road and displayed photographs of this property, which will be
               subject to discussions at the next Churchville Heritage Committee
               meeting, and responded to questions about the site visit.

               The following motion was considered.

HB078-2012           1.     That the Minutes of the Churchville Heritage Committee
                              	
                            Meeting of June 18, 2012 (File G33CH), to the Brampton
                            Heritage Board Meeting of July 17, 2012, be received; and,

                     2. 	   That the following recommendations outlined in the subject
                            minutes be endorsed:

                            	 That the garage on the property located at 7608
                               Creditview Road be reverted to the original size approved
                               by the Churchville Heritage Committee and drawings for
                               a new garage be submitted for formal review; and,

                                That the garage be set back at least 4 feet from the front
                                of the house, that the additional footings in the garage be
                                removed, and that photo documentation of the changes
                                be provided by the property owner; and,

                                That the proposed bathroom on the main floor be allowed
                                as long as the total square footage does not exceed the
                                maximum of 2750 square feet; and,

                                That the property owner submit a detailed letter to the
                                City stating that changes to any portion of the home will
                                not occur without proper permissions; more specifically
                                that no enclosures to any part of the house will be made.

                             	 That, based on discussions at the Churchville Heritage
                                Committee Meeting of June 18, 2012, a new heritage
                                permit is not required for the proposed work to 7728
                                Creditview Road.

                             	 That oversized vehicles could be allowed on the property
                                at 7825 Churchville Road, subject to the garage being
                                completed and the front door and entry way to the home
                                be restored to its original condition.

                 Heritage Impact Assessment (HIA)

                Stavroula Kassaris, Heritage Coordinator, Planning, Design and
                Development, provided details on the peer review of the subject Heritage
                Impact Assessment. She confirmed that staff comments and the results of
                the peer review will be provided for consideration at the Brampton
                Heritage Board Meeting of September 18, 2012.

                The following motion was considered.

HB079-2012	           That the Heritage Impact Assessment prepared by Paul Dilse,
                      Heritage Planning Consultant, for VanMar Developments Ontario
                      Inc. and the City of Brampton, dated February 3, 2012, to the
                      Brampton Heritage Board Meeting of July 17, 2012, re: Alexander

             Trust, dated June 1, 2012, re: Ontario Heritage Trust – 2012
             Recognition Programs (Heritage Community Recognition, Young
             Heritage Leaders and Community Leadership) (File G33).

               The Board noted the revised deadline date of September 1, 2012 for
               submission of nominations for the subject awards programs, and
               determined there is not sufficient time to submit nominations for 2012
               recognition.

               The following motion was considered.

                     Ontario Heritage Trust, dated June 1, 2012, to the Brampton
                     Heritage Board Meeting of July 17, 2012, re: Ontario Heritage

               Stavroula Kassaris, Heritage Coordinator, Planning, Design and
               Development, provided an overview of the subject heritage permit
               application, and indicated staff’s support of the application.

               In response to a question, Jennifer D’Andrea and Paul Sprovieri, owners
               of the subject property, confirmed their intention to live in the home after
               the work outlined in the subject application has been completed.

               The following motion was considered.

HB081-2012            1. 	   That the Heritage Permit Application from Erin Zagar,
                             Home2ReNew Inc., agent for the property owners (Jennifer
                             D’Andrea and Paul Sprovieri), to the Brampton Heritage
                             Board Meeting of July 17, 2012, re: Cassin Farmhouse –
                             18 Grafton Crescent (formerly 10852 The Gore Road) –
                             Ward 10 (File G33) be received; and,

                      2. 	   That the subject heritage permit application be approved;
                             and,

                      3. 	   That staff be directed to process the heritage permit
                             application in accordance with legislated requirements and
                             subject to any applicable City approvals.

      L 2. 	 Municipal Register of Cultural Heritage Resources Listing Candidate
             Summary Report – 51 David Street – Ward 5 (File G33).

               Stavroula Kassaris, Heritage Coordinator, Planning, Design and
               Development, provided an overview of the subject report. In response to
               a question, she confirmed that a heritage listing plaque will be issued to
               the property owners during the 2012 plaque event.

               The following motion was considered.

HB082-2012            1.     That the Municipal Register of Cultural Heritage
                                	
                             Resources Listing Candidate Summary Report – 51
                             David Street – Ward 5 (File G33), dated July 2012, to the
                             Brampton Heritage Board Meeting of July 17, 2012, be
                             received; and,

                      2. 	   That the Brampton Heritage Board endorses listing of the
                             subject property on the City of Brampton Register of Cultural
                             Heritage Resources; and,

                     3. 	   That the Heritage Coordinator, Planning, Design and
                            Development, be directed to proceed with the next steps for

      L 3. 	 Verbal update from Antonietta Minichillo and Stavroula Kassaris, Heritage
             Coordinators, Planning, Design and Development, re: Recent Loss of
             Heritage Resources Due to Fire (File G33).

               Antonietta Minichillo and Stavroula Kassaris, Heritage Coordinators,
               Planning, Design and Development, displayed slides and provided details
               on the loss due to fire of the following heritage resources:
                41-45 Queen Street East – Rear Barn Structure
                11413 Winston Churchill Boulevard – Residential Home
                10159 The Gore Road – Cavefoot Farm

               Ms. Minichillo and Ms. Kassaris outlined mitigation requirements of the
               property owners.

               The following motion was considered.

HB083-2012 	         That the verbal update from Antonietta Minichillo and Stavroula
                     Kassaris, Heritage Coordinators, Planning, Design and
                     Development, to the Brampton Heritage Board Meeting of July 17,
                     2012, re: Recent Loss of Heritage Resources Due to Fire (File
                     G33) be received.

      L 4. 	 Verbal update from Mitch St. Clair, Board Member, re: Humber River
             Heritage Trail Planning (File G33).

               Mitch St. Clair, Board Member, provided a verbal update on the planning
               for a Humber River Heritage Trail, which included details on the following:
                Recent delegation to the Board by staff from Toronto Region
                   Conservation (TRCA) with respect to the TRCA’s Humber River
                   Heritage Bridge Inventory Project
                Purpose of the proposed heritage trail, i.e. to provide an opportunity to
                   showcase heritage bridges along the Humber River
                Meetings she attended with staff of the City and Toronto Region
                   Conservation with respect to the proposed heritage trail

               	 Research requirements and volunteer needs toward the development
                  of the heritage trail

               Ms. St. Clair indicated that she would forward materials on this matter to
               the City Clerk’s Office for distribution to Board Members for information.

               Ms. St. Clair and Paul Willoughby, Co-Chair responded to questions about
               a potential trail through Claireville Conservation Area, relationship of the
               potential Humber River Heritage Trail to initiatives such as the Region of
               Peel’s Active Transportation Plan, etc., and municipalities in which the
               proposed heritage trail would be located.

               The following motion was considered.

HB084-2012 	         That the verbal update from Mitch St. Clair, Board Member, to the
                     Brampton Heritage Board Meeting of July 17, 2012, re: Humber
                     River Heritage Trail Planning (File G33) be received.

             Design and Development, re: Roof Replacement – Historic Bovaird
             House – 563 Bovaird Drive East – Ward 1 (File G33).

               Antonietta Minichillo, Heritage Coordinator, Planning, Design and
               Development, referenced the drawings included with the agenda for this
               meeting, provided details on the subject roof replacement, and indicated
               staff’s support for the proposed work. She confirmed that a heritage
               permit is not required for roof replacements.

               The following motion was considered.

       N 1. 	 In response to a question and concerns about the condition of the heritage
              designated Bowstring Arch Bridge (Creditview Road north of Steeles
              Avenue West – Ward 6), Antonietta Minichillo, Heritage Coordinator,
              Planning, Design and Development, indicated that she would address this
              matter with staff of the Works and Transportation Department.

               In response to a question about a designation plaque for this heritage
               resource, Ms. Minichillo indicated that it would be added to the 2013
               heritage plaque program.
