• DECLARATION OF PUBLIC HEALTH EMERGENCY AND
• SUSPENSION OF IN-STATE LICENSURE FOR MEDICAL
PROFESSIONALS AND PERSONNEL LICENSED OUT-OF-STATE
AND OUT-OF-COUNTRY

• WHEREAS, pursuant to the Louisiana Homeland Security and Emergency Assistance and Disaster Act,
R.S. 29:721, et seq., a state of emergency was declared through Proclamation No.(Add new
proclamation number);
• WHEREAS, subsequently, Hurricane Gustav is in the process of striking the state of Louisiana,
capable of causing severe flooding and damage to the southeastern part of the state and threatening
the safety, health, and security of the citizens of the state of Louisiana, along with the private property
and public facilities;
• WHEREAS, the number of medical professional and personnel and evacuation aircraft currently
available to the state to respond to this emergency are insufficient and there is a need to immediately
supplement their number in order to serve those affected by this disaster;
• WHEREAS, R.S. 29:766 authorizes the governor to declare a state of public health emergency and to
suspend the provisions of any regulatory statute prescribing procedures for conducting state
business, or the orders, rules, or regulations of any state agency, if strict compliance with the
provisions of any statute, order, rule, or regulation would in any way prevent, hinder, or delay
necessary action in coping with this emergency; and
