1.0     INTRODUCTION

Terracon Consultants, Inc. (Terracon) conducted an asbestos survey and hazardous building
materials assessment of the Country Kitchen, Shelby’s Conoco, and office building located at
the northeast corner of Missouri Highway 52 and East Ohio Street in Clinton, Henry County,
Missouri. The asbestos survey was conducted on February 02, 2012 by an AHERA accredited
and State of Missouri certified asbestos inspector in general accordance with Master Services
Agreement dated February 1, 2009 and Amended March 23, 2010 and Terracon Proposal No.
P02111057B dated December 22, 2011. The interior and exterior building components were
surveyed, and homogeneous areas of suspect asbestos-containing materials (ACM) were
visually identified and documented. Although reasonable effort was made to survey accessible
suspect asbestos materials, additional suspect, but un-sampled materials could be located in
walls, in voids or in other concealed areas.

1.1    Project Objective

We understand this asbestos survey was requested due to the planned demolition of the on-site
building(s) to satisfy requirements of the Environmental Protection Agency (EPA) regulation 40
CFR Part 61, Subpart M, National Emission Standards for Hazardous Air Pollutants (NESHAP).
The hazardous building material assessment was included to identify any materials that might
require special handling prior to demolition.

The report is designed to aid the Client in understanding the extent of ACM issues as they
pertain to the demolition of the site buildings.

The Resource Conservation and Recovery Act (RCRA) provide the EPA with the authority to
regulate the waste status of demolition or renovation debris, including mercury (Hg),
chlorofluorocarbon (CFC), radioactive, and polychlorinated biphenyl (PCB).

discussed. No other individual or entity may rely on this report without written permission of
Terracon and Orange Development Inc. Reliance on this report by Orange Development Inc.,
CVS Caremark Corporation, and all authorized parties will be subject to the terms, conditions,
and limitations stated in the proposal, this report and Terracon’s Master Services Agreement. The
limitation of liability defined in Terracon’s Master Services Agreement is the aggregate limit of
Terracon’s liability to Orange Development Inc., CVS Caremark Corporation, and all relying
parties.

2.0    BUILDING DESCRIPTION

The Country Kitchen is a restaurant structure totaling approximately 5,250 feet. The building
was constructed in the 1970s and is currently unoccupied. Interior floors are concrete finished
with carpet, ceramic tile, or brick. Interior ceilings are either finished with painted gypsum
wallboard or a suspended ceiling system consisting of 2’ x 2’ ceiling panels. Interior walls are
gypsum wallboard with a painted or wallpapered finish.

The Shelby’s Conoco is a gas station/convenience store structure totaling approximately 3,000
square feet. The building was constructed in the late 1980s and is currently occupied. Interior
floors are either unfinished concrete or concrete finished with ceramic tile. Interior ceilings are
finished with either painted gypsum wallboard or a suspended ceiling system consisting of 2’ x
4’ ceiling panels. Interior walls are gypsum wallboard with a painted finish.

The office building is a structure totaling approximately 1,550 square feet. The building was
construed in the late 1980s and is current occupied by Charter Communications. Interior floors
are wood and concrete finished with carpet or 12” x 12” vinyl floor tile. The concrete floor in the
utility room was unfinished. Interior ceilings consisted of gypsum wallboard with either a painted
finish or were unfinished. Interior walls consist of gypsum wallboard with either a painted or
wallpapered finished or were unfinished.

3.0    ASBESTOS FIELD ACTIVITIES

The survey was conducted by Mr. Christopher S. Cast, an AHERA-accredited and State of
Missouri certified asbestos inspector. A copy of Mr. Cast’s asbestos inspector certificate is
attached as Appendix D. The survey was conducted in general accordance with protocols
established in EPA regulation 40 CFR 763, the AHERA. A summary of survey activities is
provided below.

3.1   Visual Assessment

Our survey activities began with a visual observation of the interior and exterior building
components associated with the Country Kitchen and the Shelby’s Conoco to identify

homogeneous areas of suspect ACM. A homogeneous area consists of building materials that
appear similar throughout in terms of color and texture. Interior assessment was conducted
throughout visually accessible areas of the building. The roof of the buildings were visually
observed and sampled during this survey. Building materials identified as concrete, glass, wood,
masonry, metal and rubber were not considered suspect ACM.

3.2   Asbestos Physical Assessment

A physical assessment of each homogeneous area of suspect ACM was conducted to assess
the friability and condition of the materials. A friable material is defined by the EPA as a
material which can be crumbled, pulverized or reduced to powder by hand pressure when dry.
Friability was assessed by physically touching suspect materials.

3.3   Asbestos Sample Collection

Based on results of the visual observation, bulk samples of suspect ACM were collected in
general accordance with AHERA sampling protocols. Random samples of suspect materials
were collected in each homogeneous area. Bulk samples were collected using wet methods as
applicable to reduce the potential for fiber release. Samples were placed in sealable containers
and labeled with unique sample numbers using an indelible marker.

The selection of sample locations and frequency of sampling was based on Terracon’s
observations and the assumption that like materials in the same area are homogeneous in
content.

Terracon collected twenty-one (21) bulk samples from seven (7) homogeneous areas of suspect
ACM in the Country Kitchen, eleven (11) bulk samples from three (3) homogenous areas of
suspect ACM from the Shelby’s Conoco, and eighteen (18) bulk samples from six (6)
homogenous areas of suspect ACM from the office building. A summary of suspect ACM
samples collected during the survey is included as Appendix A.

3.4   Asbestos Sample Analysis

Bulk samples were submitted under chain of custody to Steve Moody Micro Services, LLC of
Farmers Branch, Texas for analysis by polarized light microscopy with dispersion staining
techniques per EPA methodology 600/R-93/116. The percentage of asbestos, where applicable,
was determined by microscopic visual estimation. Steve Moody Micro Services, LLC is
accredited under the National Voluntary Laboratory Accreditation Program (NVLAP
Accreditation No. 102056).

4.0    REGULATORY OVERVIEW

The Missouri Department of Natural Resources, (MDNR) Air Pollution Control Program, enforces
the Asbestos NESAHP as adopted by reference at 10 CSR 10-6.080.

The Asbestos NESHAP (40 CFR Part 61, Subpart M) regulates asbestos fiber emissions and
asbestos waste disposal practices. It also requires the identification and classification according
to friability of existing asbestos-containing material (ACM) prior to demolition or renovation
activity. The NESHAP regulation classifies ACM as either regulated asbestos-containing
material (RACM), Category I nonfriable ACM or Category II nonfriable ACM. RACM includes
friable ACM, Category I nonfriable ACM that has become friable or will be or has been
subjected to sanding, grinding, cutting or abrading, and Category II nonfriable ACM that has a
high probability of becoming or has become crumbled, pulverized, or reduced to powder in the
course of renovation or demolition activity. Friable ACM is a material containing more than 1%
asbestos that, when dry, may be crumbled, pulverized or reduced to powder by hand pressure.
All friable ACM is RACM. Category I nonfriable ACM are exclusively asbestos-containing
packings, gaskets, resilient floor coverings, resilient floor covering mastics and asphalt roofing
products that contain more than 1% asbestos. Category II nonfriable ACM are all other
nonfriable materials other than Category I nonfriable ACM that contain more than 1% asbestos.

Terracon recommends that at any time RACM is to be removed, regardless of quantity, that the
removal be completed by a Missouri registered asbestos abatement contractor.

The owner or operator must provide MDNR with written notification at least 10 working days
prior to the commencement of asbestos abatement activities that will disturb RACM in amounts
greater than or equal to 160 square feet, 260 linear feet or 35 cubic feet.

The Occupational Safety and Health Administration (OSHA) standards at 29 CFR 1910.1001
and 29 CFR 1926.1101, regulates employee exposure to asbestos. These OSHA standards
require employee exposure to airborne asbestos fibers be maintained below 0.1 asbestos fibers
per cubic centimeter of air (0.1 f/cc) as an 8-hour time weighted average (TWA) and not exceed
1.0 asbestos fibers per cubic centimeter of air (1. f/cc) over a 30 minute time period, the
excursion limit. The TWA and excursion limit together are known as the OSHA permissible
exposure limits or PELs. The OSHA standard 29 CFR 1926.1101 categorizes activities that will
disturb ACM into four classes and specifies work practices that must be followed when
performing in each class of work.
The above overview is not intended to be inclusive of all potentially pertinent regulatory
information. The relevant state, EPA and OSHA standards should be consulted prior to
undertaking renovation, demolition, removal or maintenance activities involving of ACM.

5.0    HAZARDOUS BUILDING MATERIALS

During the visual observation of the interior and exterior building components, Terracon
conducted a visual assessment for the following environmental potential hazardous building
materials: polychlorinated biphenyl (PCB) containing light ballasts and transformer equipment,
mercury (Hg) containing lighting and thermostat switches, batteries in emergency lighting and
alarm systems, radioactive sources comprising fire/smoke alarms, and chlorofluorocarbon (CFC)
containing equipment such as refrigerators or air conditioners. The hazardous building materials
observed during the visual observation can be found in Appendix C.

Materials such as mercury, CFCs, radioactive sources, batteries, and PCBs can be found in
building components. These materials are considered environmental hazards and require
special precautions if they will be removed in association with the demolition to prevent their
entry into the environment. On occasion, manufacturers will label the equipment regarding the
presence or absence of a hazardous material. To assess for these hazards, some building
components were partially disassembled to locate a manufacturer’s label. Quantified PCB,
CFC, and mercury-containing building components, batteries and smoke alarms with radioactive
sources are listed by tenant space in Appendix C.

5.1   PCBs

PCBs range from clear, oily liquids to white or yellowish waxy solids, depending on the degree
of chlorination. They are stable, thermoplastic and non-flammable materials that found chief use
in insulation for electric cables and wires in the production of electric condensers and additives
for extreme pressure lubricants. Light ballasts can contain about one ounce of the toxic
substance. The transportation, disposal and spill clean-up of PCB-containing ballasts is
regulated by the Toxic Substances Control Act (TSCA), which is found in 40 Code of Federal
Regulations (CFR) Part 261. Terracon conducted a representative visual assessment of light
fixtures to characterize PCB content. Typically, ballasts manufactured prior to 1979 are
presumed to contain PCBs unless clearly marked as containing “No PCBs”. Ballasts that do not
contain a “No PCBs” label are presumed to be PCB-containing. Lighting ballasts were observed
during the assessment. The observed ballasts are presumed to contain PCBs.

5.2   Mercury

Metallic mercury is a silver-white liquid at room temperature. Elemental and inorganic mercury
compounds are used in manufacturing scientific instruments, electric equipment, mercury vapor
lamps and high intensity discharge (HID) lights. Mercury is considered a hazardous material due
to its ability to bioaccumulate within the environment. Recycling mercury-containing components
reduces the load of mercury entering the environment. Interior building areas were observed to
have mercury-containing lights. Fluorescent light tubes that contain mercury were quantified

during the assessment. Prior to demolition, these items should be removed intact, packaged to
prevent breakage and transferred to an approved recycling facility that recovers mercury.

5.3   CFCs

A CFC is an organic compound that consists of carbon, hydrogen, chlorine and fluorine. Many
CFCs have been widely used as refrigerants, propellants, and solvents. Chlorofluorocarbons
are believed to cause depletion of the atmospheric ozone layer. Typical building systems that
may contain CFCs include air conditioning condenser units. Terracon did not observe air
conditioning condenser units at ground level, but they could be located on the roof which was
not visually observed during this survey. Prior to demolition, CFCs (refrigerants) should be
removed by a qualified recycling firm that recovers CFCs.

5.4   Batteries

Batteries containing nickel-cadmium and lead-acid can be found in emergency lighting, exit
signs and alarm systems. The nickel-cadmium and lead-acid in these batteries are considered
to be toxic. Interior building areas were observed to contain emergency lighting and exit signs
that could potentially contain batteries.

5.5   Radioactive Sources

There are several types of smoke detectors and fire alarms. Ionization chamber and
photoelectric smoke detectors are the two most common types available commercially.
Ionization chamber smoke detectors contain a small amount of radioactive material
encapsulated in a metal chamber. Typically, the radioactive material is a composite of
americium-241. Smoke detectors were not observed in the tenant spaces during the
assessment.

6.0    FINDINGS AND RECOMMENDATIONS

Asbestos was not identified by laboratory analysis for the samples collected at the Country
Kitchen and the Shelby’s Conoco.

Suspect materials that did not contain asbestos are included in Appendix A. Laboratory analytical
reports are included in Appendix B.

7.0    GENERAL COMMENTS

This pre-demolition asbestos survey and environmental hazards assessment was conducted in a
manner consistent with the level of care and skill ordinarily exercised by members of the
profession currently practicing under similar conditions in the same locale. The results, findings,
conclusions and recommendations expressed in this report are based on conditions observed
during the on-site services conducted at the buildings. The information contained in this report
is relevant to the date on which this survey was conducted and should not be relied upon to
represent conditions at a later date. This report has been prepared on behalf of and exclusively
for use by Orange Development and CVS Caremark Corporation for specific application to their
project as discussed. This report is not a bidding document. Contractors or consultants
reviewing this report must draw their own conclusions regarding further investigation or
remediation deemed necessary. Terracon does not warrant the work of regulatory agencies,
laboratories or other third parties supplying information which may have been used in the
preparation of this report. No warranty, expressed or implied, is made.
