Dear Commander Hartley: In reference to the MSO Miami inspections that took place on 19 December, please be advised that the November 1994 Vistafjord renovation was duly reported to U. S. Coast Guard headquarters by letter sent by fax on 30 November and mailed on the same date with the drawings in question. Commander R. R. Gilbert's letter of 15 December, copying MSO Miami, confirms this fact. During the actual Fort Lauderdale inspection on 19 December, we did have sufficient copies of the same drawings available but inadvertently omitted to hand them over due to the many other issues that were addressed at that time. In accordance with the instructions in your 11 January letter:

Drawings referenced (b) thru (e) are being sent via courier this date. Ship's key personnel will be available on 19 January at 1O:OO a.m. when the vessel is in Fort Lauderdale. The updated Fire Control Plan as required by SOLAS 74 was in place on board on 19 December.

The subject vessel was inspected by MSO Miami inspectors at Ft. Lauderdale, Florida on December 19, 1994 to conduct an Annual Control Verification exam. While conducting this inspection our inspectors discovered that the VISTAFJORD had recently completed a major renovation and required Coast Guard inspection of these modifications. The Marine Safety Center required in reference (a) that you provide the Officer in Charge, Marine Inspection (OCMI), Miami with copies of references (b) through (e) prior to this examination. References (b) through (e) were not available prior to the exam and we were not provided copies at the time of the exam. Consequently, we were not able to address the concerns in reference (a). Since the VISTAFJORD will be in Ft. Lauderdale, Florida on the 19th of January, we will conduct a special exam that day to address these concerns. To ensure that there will be no delay in your vessel's operations and to exepedite this exam you are requested to provide the following:

1. Provide copies of references (b) through (e), stamped by Det Norske Veritas, prior to January 19, 1995.
2. Have ship's key personnel available on January 19, 1995 to escort inspectors from our office for a special exam of these modifications.
3. Have on board and posted a new updated Fire Control Plan as required by SOLAS 74, Chapter 11-2, Reg. 20.1.
You are reminded that we are still waiting for documentation from the Flag state or Classification Society certifying that the vessel can launch six liferafts per launching davit within the required 30 minutes as required by SOLAS 74, Chapter 111, Reg. 20.1.4. This requirement has been outstanding since December 6 , 1993 and further delays in this resolution may require that the vessel's passenger allowance be reduced accordingly. Coast Guard units respond t o cruise ship fire
Coast Guard units are responding to a fire aboard a cruise ship 20 miles south of Freeport, Bahamas, about 1:40 a.m. today. The 627-foot Vista Fjord, a Cunerd cruise ship, radioed for help after a fire
broke out in the linen locker. The ship had departed Miami bound for Funchol
on t h e island of Madeir about 9 p.m. Saturday night.
A Coast Guard Falcon jet from Air Station Miami and the 82-foot petrol
boat Point Barnes responded. Three cruise ships; the Veendam, the Destiny
and Leeward also diverted to help the Bahamian-registered Vista Fjord.
A t this time, there are no reported injuries, with the 991 passengers and crewmembers in no immediate danger. Everyone on board has been advised of
t h e situation and are standing by t o take appropriate action,
The vessef is currently in Freeport harbor preparing to moor. Local
Bahamian authorities are standing by t o offload passengers and fight the fire.
Bahamian officials, along with the Coast Guard and the Class Society, will
be investigating the incident.
The Poinf Barnes is an 82-foot patrol boat from Port Canaveral, Fte.

NLT 1 October 1997, the types of spaces with direct access to stairway enclosures will be restricted to the following: Public spaces, Corridors, public toilets, special category spaces, other stairways and open deck spaces. Vessels tha? have other than the above’listed spaces bordering stairway enclosures will not be required to complete modifications before 1 Octobe 1997, but the following restrictions will apply:
1. The spaces will not be allowed to store combustible or flammable materials that may elevate the fire risk such as cleaning f l u i d s , paints, and other hazardous chemical products:
