RAF Application Guidelines Proposal Guidelines S. No. Description Organisational Profile Guidelines Name of project (Not more than 35 characters). Legal registered name of lead organisation. Type of registration and year of registration (copy of legal registration should be attached to this Form). For consortium proposals provide brief description of each organisation’s experience and their role in project implementation. Start and end date of project with total duration. List of district(s)/province(s) for project implementation. Name of the focal person, postal address, telephone, fax, cell phone and email contact details. Specify location of offices (cities etc). Number of paid and volunteer staff and list of members of governing board. Describe relevant experience of similar projects undertaken by the organisation in the past and their outcomes. How it will be implemented (strategy, methodology, activities, timeframe and cost). What the expected outcomes are. Context and history of the problem. Why is the topic important? Why do you want to do this project? What have other organisations (or the Government) done to address the problem? Is there any other similar activity on the same subject in your geographical area? Indicate how the proposed activity relates to any such current/previous similar activity in Pakistan. This section should describe: For research projects The research question for the proposed research and why is it important to answer the question (the research question should be formulated clearly i.e., it should be sufficiently well defined/focused within an appropriate time frame). Process of identification of the research question such as community meeting, review of past research, gap or media research. Project approach and its justification. Is community support essential for this project and if yes how it will be obtained. Expected outcomes from this project and how these link with RAF objectives and stand to inform policy/decision making. For advocacy projects What are the constraints affecting the issue due to current legislation/policy/practice? What actions/interventions have been undertaken by the Government/civil society to address the issue and to what extent? How does the proposed project add value to bring about change in 1 RAF Application Guidelines policy/practice? When and how the issue first came to the notice of the advocates. What mechanisms and steps will be taken to improve policy/practice and how this will be done? Likely impact of the proposed initiative. Whether the proposed changes in policy/practice are in line with the Constitution of Pakistan? Goal and objectives Target population, location and (where relevant) community Describe project goal and objective(s) and how they link to RAF goal and objectives. Describe target population rationale for its selection, numbers to be targeted, their age and gender segregation, social excluded groups/communities, marginalised/poor communities, geographical location and rationale for their selection, ethno-socio-cultural background in the population of the targeted area, drivers of change to be targeted and the rationale for choosing this/these group(s). (Drivers of change could be elements/segments of the society with the power to change or create opinions e.g, community/political leaders, religious leaders, civil society, academics and media etc.). Describe: Health system Existing health services in public and private sector related to MNH (TB, hepatitis, HIV and AIDS, malaria, general medicine etc) available and operational in the target area. Gaps in systems and services. How the proposed initiative intends to address these gaps. 1.2 Project Management with reference to this proposal Describe: Location of project offices (if applicable). Management team (Organogram) and their responsibilities specifically team leader, expertise of principal investigator and other key staff. Operations and plans (including Logical Framework Analysis as per Template 2 and work-plan) of the project, clearly divided into inception, implementation, evaluation and dissemination phase. Implementation strategy (for implementing the project). Any legal/official permission(s) needed to carry out the activity and whether they have been obtained. If not, what is planned? Other organisations that will be involved in the project with a brief note on their role. Provide evidence of partnership agreements (where applicable). Monitoring and quality assurance mechanisms e.g. monitoring plan of activities and indicators, specifying clear roles and responsibilities and timelines for tracking progress of each outcome. Dissemination strategy and plan. Anticipated risks and risk mitigation plan (see Template 3). 1.3 Ethical Considerations Describe: The considerations given to standard ethical guidelines (both for research and advocacy). Process of reporting non-adherence to ethical guidelines and anticipated corrective actions. Eligibility criteria for participation in research and selection of drivers of change for advocacy Logistic arrangements. Measures to ensure confidentiality of information and contingency plans to mitigate breach of confidentiality. Explain how will you monitor activities, how will your achievements be measured, and how and when will this be done. What evidence of your success will you be able to provide at the end of the project? Describe: Study population Study population, including the rationale for its choice, impact and relevance of the research on the local community from which the research participants are drawn. Methods of identification and recruitment. Inclusion/exclusion criteria to be employed. 2.3 2.4 Sampling procedure Key variables Data collection plan Describe selection of sample size, tools/technique used for sampling. Describe types of variables to be considered in the project and how these variables will be assessed. The plan should include field site, schedule of data collection, methods & instruments/tools used for data collection, protocols for safety and storage of data. The plan should include: • Data analysis package (data entry process, minimising errors in data entry, data analysis tools to be used). • Presentation of demographic and outcome data summaries. 2.5 2.6 Data management plan 3 RAF Application Guidelines • Arithmetic, graphical and statistical manipulation of the data. • Criteria for statistical significance of data. 2.7 Addressing bias, error and limitations Describe: • Biases anticipated and methods proposed to reduce them. • Errors anticipated and methods proposed to reduce them. • Limitations anticipated and methods proposed to reduce them. 2.8 Data analysis Study peer review/accreditation plan Dissemination plan Describe expected outcomes and their interpretation in relation to the research question and range of outcomes anticipated for analysis. Describe why, when and to which body(ies) the study will be sent for peer review and accreditation. Timelines and resources (human and financial) for the plan. 3.5 Monitoring plan Describe monitoring plan of activities and indicators identifying clear roles and responsibilities and timelines for tracking progress for each project outcome. 3.6 Evaluation of outcomes and impact Likely outcome and impact of initiative: How will it bring about change in policy/practice as a result of the advocacy undertaken? How will you know you have achieved your objectives? Explain how will your achievements be measured, and how and when this will be done? What evidence can you provide of your success at the end of the project? 4 RAF Application Guidelines 4 4.1 5.
