BACKGROUND The Western Australian Department of Education and Training is committed to a flexible and innovative training sector which provides the skills required of people to realise their potential. The Community Learning in Focus, the Government’s new strategy for Adult and Community Education (ACE) in WA (2009 – 2018) focuses on learning activities that are non-accredited and non-formal in nature. These occur in a community setting and contribute to the development of a person’s skills and knowledge and encourage social participation. ACE has the capacity to build pathways for adults of all ages into further education, training and/or employment. To support this commitment, the Department is calling for applications in the Pave the Way, category of the 2010 Training WA Equity Development and Innovation (EDI) grants program. This Call for Applications (ETG015/2009) is for Pave the Way ACE projects.

SERVICES Services are to be provided in accordance with the Schedules in the attached draft Service Agreement. Should the Service Provider be successful, the Service Agreement will be amended to reflect the specific details about the Service Provider and the services for which the Service Provider has been awarded.

3.1
SCOPE OF SERVICES Service Providers are invited to apply to provide a project that meets the requirements as identified in Schedule 2 of the draft Service Agreement.
The project will provide training that will enable participants to develop skills and confidence, which will pave the way for them to: 3.2 access further education, training and/or employment; gain work readiness skills; and become less reliant on welfare.
PROJECT SPECIFICATIONS The project will be either: 1) A New innovative project designed to address the project’s outcomes; or 2) Replicate one of six identified good practice models: a) Teen Parents b) Urban Art c) Driving for Success d) Community Horticulture e) Work preparation for people from Culturally and Linguistically Diverse (CaLD) backgrounds f) Streetbeat.
The six best practice models and further information are attached as Appendix 1 and 2 to the draft Service Agreement. 4. FUNDING In the first instance funding will be provided for 2010. The funded projects will receive a grant for 2010 through a competitive application. The Department may, at its absolute discretion, exercise extension options for 2011 and 2012, depending upon availability of funds and the success of the individual projects. The Principal reserves the right to withdraw funds at the completion of the 2010 Project or vary the amount allocated to Equity Development and Innovation (EDI) projects.
In 2010, Approved Projects (services) will be funded for amounts ranging from $10 000 to a maximum of $50 000 (GST incl.). Service Providers must also provide details of additional funds and support they are receiving, or expecting to receive, from other sources that will be applied directly to the project proposed in this application.

SELECTION PROCESS The selection of organisations will be a value for money assessment based on an evaluation process that will include consideration of capacity, experience and performance of delivery to access groups. The Department of Education and Training as the Principal will:
a) assess Applications against the Compliance and Disclosure Requirements; and b) assess Applications against the Qualitative Requirements. Overall a value for money decision will be made based on clauses a) and b) above and the proposed budget.

COMPLIANCE AND DISCLOSURE REQUIREMENTS
The Principal’s assessment, will consider the extent to which the Application satisfies the following Compliance and Disclosure Requirements. The Principal reserves the right to reject any Application that does not properly address and satisfy any of the Compliance and Disclosure Requirements. a) i. Compliance General Provisions
The Service Provider must confirm whether it will comply with the Non Indexation version of the General Provisions for the Purchase of Community Services by Government Agencies – 2008 Edition. If the Service Providers will not comply with any clause of the General Provisions, the Service Provider must set out: the clause it will not comply with; the extent of non-compliance – including the alternative clause, if any, or a description of any changes it requires to the Customer Contract; and the reason for non-compliance.

Type 2: Not-for-profit, community-based organisations, including employment service agencies and Adult and Community Education providers Type 3: Other organisations with relevant specialist experience or involvement with particular target groups that can contribute to the aims of this funding e.g. community organisations, advocacy and interest groups.

Target Group
The application must focus on the needs of at least one of the key target groups. Service Provider to complete: Tick the major group the project will target. people with disabilities; people on income support payments (long term unemployed); sole parents and mature age job seekers; people from Culturally and Linguistically diverse (CaLD) backgrounds, especially Humanitarian Entrants; regional and remote learners; learners at risk of not entering or succeeding in training; and youth at risk (priority age group being those 18 – 25 years old in 2010).
Note: Aboriginal and Torres Strait Islanders and women will be addressed within the identified target groups. In the planning stage, Service Providers are advised to liaise closely with Centrelink and Jobs Services Australia to ensure the project will be accessible to members of the target groups. vii. Registered Training Organisation (RTO) Participation

QUALITATIVE REQUIREMENTS
The Department of Education and Training will consider the extent to which the Application satisfies the following Qualitative Requirements. CRITERION 2: PROJECT DELIVERY (40%) Identify how the project will be delivered to participants including: how you will monitor and evaluate the project; provide 4-5 key performance indicators (KPIs). They must be measurable and directly linked to the project outcomes. How you will measure the participants’ change/growth.
Examples are: OUTCOME: Increased participant confidence MEASURED BY: Pre course/post course assessment and observation KPI: Participant joining in group activities and initiating conversations OUTCOME: 75% of students complete the program MEASURED BY: Course commencement/completion records KPI: Number of students who complete the program; and

Include two referees who could be contacted by the Department during the assessment process.

PRICE SCHEDULE
The Department of Education and Training will consider the proposed budget offered for the provision of Equity Development and Innovation project. The EDI Grants Program will fund a maximum of up to $50 000 INCLUSIVE of GST. The financial and/or in-kind contribution of the Lead Applicant organisation should be shown in Column 2, and that of other contributors in Column 3. This information on contributions by the applicant organisations will be taken into account in deciding on Value for Money.
