CALL TO ORDER The meeting was called to order at 7:01 pm.
APPROVAL OF AGENDA 1. Approval of February 16, 2009 Regular Council Meeting Agenda MOVED by Evison, seconded by Soprovich: THAT the February 16, 2009 Regular Council Meeting agenda be amended: by adding to the Correspondence List items (18.1), (20.2) and (20.3); CARRIED AND THAT the agenda be approved as amended.

PRESENTATION 3. 2009 Heritage Achievement Awards (File: 2585-11) Mayor Goldsmith-Jones announced Heritage Week (February 16-22, 2009). Council members commented on the contributions of the individuals, groups and businesses with respect to the Awards and presented Heritage Achievement Awards to the following recipients: H. Hamilton, D. Purdie and L. Wrigley, E. Martin and M. Ramsay, the Toby family, F. Mansbridge, The Land Conservancy of BC & Executors of the Binning Estate, L. Rubinoff. A PowerPoint presentation providing information on the Heritage Achievement Award recipients was shown. Mayor Goldsmith-Jones acknowledged the work of the Heritage Achievement Awards Committee.
REPORTS 4. Development Permit Application No. 08-042 for 2490-2496 Marine Drive (former Capers Food Store site) (File: 1010-20-08-042) B. Sokol (Director of Planning, Lands and Permits) described the application. K. Gustavson (architect for the Applicant) spoke relative to the background and improvements which had been made to the application. Discussion ensued relative to sidewalk width, a rear entrance and exit, operating hours and parking. Mayor Goldsmith-Jones called for public input. G. Leitch (Dundarave resident) commented and queried relative to lighting, hours of operation, access for the disabled, parking and signage. B. Sokol (Director of Planning, Lands and Permits) provided information in response. P. Miller (2695 Nelson Avenue, North Shore Heritage Preservation Society) spoke in support of the application and relative to the material, lighting and landscaping. W. Caulfeild (Dundarave resident) queried relative to the awning, building square footage, parking, window treatment, and the possible inclusion of a post office. K. Gustavson provided information in response. Mayor Goldsmith-Jones asked if anyone else wished to comment. B. Robertson (Dundarave resident) spoke in support of the application. M. Southurst (2367 Lawson Avenue, President of the Dundarave Business Association) spoke in support of the application and encouraged the inclusion of a post office. L. Radich (Dundarave resident) spoke in support of the application and relative to concerns regarding vandalism in the area and the need for a post office. W. Caulfeild (Dundarave resident) spoke for a second time relative to the need for a post office in the Dundarave area, and rear access to the site. FEBRUARY 16, 2009

Mayor Goldsmith-Jones asked if anyone else wished to comment. K. Gustavson (architect for the Applicant) provided information relative to the process to request and establish a post office. MOVED by Lewis, seconded by Walker: THAT all written and verbal submissions regarding Development Permit Application No. 08-042 for 2490-2496 Marine Drive up to and including the Council Meeting held on February 16, 2009 be received for information. CARRIED MOVED by Lewis, seconded by Walker: THAT Development Permit Application No. 08-042 for 2490-2496 Marine Drive, which would allow for: interior and exterior building renovations, and the encouragement of providing ingress/egress from the lane for at least 6 consecutive hours per day, with the specific hours identified by the applicant based on the best business operating practices and that additional signage accompany this ingress/egress as well as the pursuit of the establishment of a postal office outlet within the site

MOVED by Smith, seconded by Walker: THAT the motion be amended by deleting the word “egress” (so that only ingress from the lane is encouraged). Nelson (Owner) informed he was available to respond to any questions. Discussion ensued relative to the subject property. Mayor Goldsmith-Jones called for public input and there was no response. MOVED by Walker, seconded by Evison: THAT all written and verbal submissions regarding Alteration Permit Application No. 08-047 for 4768 and 4772 The Highway, Lower Caulfeild up to and including the Council Meeting held on February 16, 2009 be received for information. Fees & Charges Review and Proposed Bylaw Amendments - Fees and Charges Bylaw No. 4414, 2005, Amendment Bylaw No. 4589, 2009 (File: 1610-20-4589) R. Laing (Director of Finance) spoke relative to the fees and charges review process, the introduction of a super senior recreation rate, specific fees and charges, and the overall effect on District revenue and property taxes. MOVED by Smith, seconded by Soprovich: THAT “Fees and Charges Bylaw No. 4414, 2005, Amendment Bylaw No. 4589, 2009” be read a first, second and third time. Discussion ensued relative to the process for determining fees and charges, consideration of pre-registration for West Vancouver residents, cost recovery, and subsidies. 2009 Metro Vancouver Sustainability Report (File: 0185-02) G. McRadu (Chief Administrative Officer) introduced the report and spoke relative to future trends in the costs of services provided by Metro Vancouver and Translink. MOVED by Panz, seconded by Evison: THAT the 2009 Metro Vancouver Sustainability Report be received by Council for information. Discussion ensued relative to the challenges facing West Vancouver, the use of resources, climate change and environmental issues, the Climate Action Charter, water conservation, solid and liquid waste issues, and Metro Vancouver and Translink service costs. REPORTS FROM MAYOR AND COUNCILLORS 13. Oral Reports from Mayor and Councillors Councillor Soprovich reported on the recent ceremony to open a portion of the Spirit Trail in North Vancouver, and the one year countdown celebration, held at the Community Centre site, for the 2010 Olympic and Paralympic Games. Councillor Evison reported on recent meetings of the Arts and Cultural Facilities Working Group. Mayor Goldsmith-Jones thanked Councillor Smith for welcoming J. Rogge and J. Furlong at the Cypress Mountain Snowboard World Cup and reported on recent decisions of the Metro Vancouver Waste Committee, the Community Centre Board’s first planning session, and the countdown to 2010 Olympic and Paralympic Games celebration held at the Community Centre site.
