CONTENT
Vicmap Imagery - Satellite represents a suite of Statewide image mosaic products. The initial
image products will be satellite mosaics, but future image products may also include aerial
photograph mosaics. The mosaics are characterised predominantly by their spatial resolution,
which determines the scale at which they can be used. For satellite and aerial photograph
mosaics, the spatial resolution also determines the level of detail of land cover features that are
discernible.

The first Vicmap Imagery - Satellite product will be a Statewide Landsat 7 Enhanced Thematic
Mapper (ETM+) multispectral mosaic for the summer of 1999/2000. This mosaic will have a
spatial resolution (image pixel size) of 30m and a nominal usage scale of 1:50,000 or smaller.

STRUCTURE
The Landsat 7 ETM+ multispectral mosaic will be a 3 band, 24 bit TIFF image. The Landsat 7
ETM+ panchromatic mosaic will be a 1 band, 8 bit TIFF image. All Vicmap Imagery -
Satellite mosaics will be image or raster data sets. They may be created in various file formats
and compressed to smaller file sizes via several techniques including wavelet compression and
pixel resizing.

FEATURES OF NOTE
•   The component Landsat 7 ETM+ images used to generate the mosaic have been acquired
    as close to the solar zenith as possible and occur between the months of December 1999
    and April 2000. Images acquired in the summer period have minimal shadow effects and
    maximum contrast between vegetation cover types.
•   The Landsat 7 ETM+ mosaic has seamless edge matching between the component images.
•   The raw component images will also be made available for those users requiring them.

RELATED DATA SETS
Vicmap Imagery - Satellite – Landsat Mosaic is part of the State of Victoria’s framework
information and is related to:
•   other VGIS framework and business datasets, and
•   other Vicmap Products.
The Landsat 7 ETM+ mosaic will be an updated and improved version of the existing IMCAT
images currently provided in the Corporate Geospatial Data Library.

PRODUCTION / ACQUISITION METHODS
Landsat 7 ETM+ images are selected by searching the Australian Centre for Remote Sensing
(ACRES) archives for cloud free images acquired as close to the solar zenith as possible.
The following is the flow of processes for the production of the Landsat 7 ETM+ mosaic:
•   IMAGE RECTIFICATION
     Each component image is geometrically rectified and georeferenced to the
     GDA94/VICGRID datum/projection. In hilly terrain, a digital elevation model is used to
     orthorectify the imagery.
•   IMAGE MOSAIC AND ENHANCEMENT
     All component images are mosaiced. The single image mosaic is then enhanced to the
     required colour, contrast and brightness.
•   IMAGE OUTPUT AND FORMATTING
     The final enhanced multispectral mosaic is output as a 3 band, 24 bit colour image and
     may be saved in a number of image formats. The final enhanced panchromatic mosaic is
     output as a 1 band, 8 bit colour image and may also be saved in a number of image
     formats.

SOURCE
The source data is path orientated Landsat 7 ETM+ imagery. The component Landsat 7 image
dates and locations that cover Victoria for the summer of 2000 are illustrated in Appendix 1.
These raw component images may be supplied under a separate data supply agreement and
may be useful for those requiring the imagery for analytical purposes.

GENERALISATIONS
The process of creating a seamless mosaic from images of different dates requires that the
images be calibrated to each other. Calibration helps ensure that like features have the same
appearance across all images. The process however, may generalise the clarity of some features
down as well as bring the sharpness of some features up. The process of image enhancement
aims to strike a balance between the optimum representation of the major land cover types
across the State.

DATA CREATION DATES
The Landsat 7 ETM+ multispectral mosaic was created in November 2000. The first Vicmap
Imagery - Satellite mosaic coincides with the 1999/2000 millenium change as well as the
1999/2000 Australian summer.

MAINTENANCE AND UPDATE FREQUENCY
The planned update cycle for the Landsat 7 ETM mosaic, is annual. Periodical updates of
Vicmap Imagery - Satellite products will in effect be replacement image mosaics. An historical
series of Vicmap Digital Images will be maintained as new replacement images are
implemented.

images. Specifications for the geometric rectification of the source images are described below.

FUTURE PLANS
The Landsat 7 ETM+ mosaic is the first in a planned series of Vicmap Imagery - Satellite
products. The development of future plans for improving upon and increasing the range of
Vicmap Imagery - Satellite products will incorporate a process of continuous consultation with
stakeholders regarding their requirements. At present there are several potential Vicmap
Imagery - Satellite products under consideration following discussions with stakeholders
within and external to NRE.

AERIAL PHOTOGRAPHY
The spatial resolution of Landsat and SPOT satellite images does not satisfy the requirements
of most infrastructure and some natural resource applications. Even the emergence of high
resolution satellites has not provided an affordable alternative to aerial photography.
For high resolution applications such as those required by local government and land
managers, an aerial photograph mosaic covering firstly, the Melbourne Metropolitan area and
secondly, other major regional centres such as Geelong, Ballarat, Bendigo, and
Albury/Wodonga has been proposed. Further discussion and consultation will be required to
develop this idea into a practical and operable proposal.


DATA SCHEMA
The Landsat 7 ETM+ multispectral mosaic is a false colour composite image dataset. As such,
it is composed of an array (rows and columns) of square pixels each representing an equal area
defined by the length of the sides of the pixels. The pixel size for the Landsat 7 ETM+ mosaic
is 30m x 30m. Thus each pixel represents an area of 900m2.
The pixels are contained in an image file. In addition to the image file, a header file is required
to “manage” the image file. The header file manages the image file by providing image file
details to the software application being used. The header file provides information on pixel
size, the geographic coordinate of the top left pixel and the total number of rows and columns
in the image file. Thus, a software application only needs to know the row and column
reference of any pixel to calculate its position in geographic space based on the information
provided in the header file.

mosaic.

Given a user is passing their cursor over pixel number 2000, 1500, the software application can
easily determine that the geographic coordinate is 2000 x 30 + 190736.9954 along the x-axis
and 1500 x 30 + 6205712.9347 along the y-axis. Assuming the projection is VICGRID, this
would place the pixel at 250736.9954 east and 6250712.9347 north.

DATA DICTIONARY
 Band                         A slice of the electromagnetic spectrum. Landsat ETM+ has eight
                              bands that are a record of the reflectance and radiation from the earths
                              surface. Of the eight bands, three bands represent visible light, three
                              bands represent infrared, one band is panchromatic (cross over
                              between visible and infrared), and one band represents thermal
                              radiation.
 Date of Acquisition          The date on which the satellite captured the raw data.
 Landsat 7 ETM+               Landsat 7 has the new Enhanced Thematic Mapper Plus (ETM+)
                              sensor. This sensor has the same 7 spectral bands as its predecessor,
                              TM, but has an added panchromatic band with 15 metre resolution.
                              The ETM+ sensor also has a five percent absolute radiometric
                              calibration.
 False colour                 A colour image where parts of the non-visible EM spectrum are
 composite image              expressed as one or more of the red, green, and blue components, so
                              that the colours produced by the Earth's surface do not correspond to
                              normal visual experience. The Landsat 7 ETM mosaic displays the
                              mid infrared in red, the near infrared in green and a visible band in
                              blue.
 Multi-band data set          A data set that contains two or more bands of spectral information.
 Panchromatic                 A black and white single band image.
 Raw Data                     Numerical values representing the direct observations, output by a
                              measuring instrument transmitted as a bit stream in the order they
                              were obtained.
 Registration                 Process of superposing two or more layers so that equivalent
                              geographic points coincide.
 Resolution                   A measure of the amount of detail that can be seen in an image. The
                              size of the smallest object recognisable using the detector.
 Scene                        Each Landsat image collected is called a scene. Each Landsat scene is
                              approximately 185 x 185 kilometers long. The globe is divided into
                              57,784 scenes, and each Landsat scene has about 3 billion bytes of
                              data.
 Spectral information         The provision of information about the Earth's surface in the visible,
                              near, middle and thermal infrared regions of the electromagnetic
                              spectrum
 VICGRID94                    Co-ordinate system adopted by LAND VICTORIA as the basis for
                              Victorian GIS databases. VICGRID94 is derived from Lambert’s
                              conformal conic projection of latitudes and longitudes on GDA94
                              with standard parallels of latitude at 36ο S and 38ο S and a central
                              meridian of longitude at 145ο E. Co-ordinates are in metres.

BUSINESS REQUIREMENTS

VICMAP IMAGERY - SATELLITE products will be provided under the terms and conditions
of an annual licence.
LICENCE AND CONDITIONS OF USE
VICMAP IMAGERY - SATELLITE products will be supplied under licence with an annual
licence fee determined by the coverage, theme/s and number of user-seats/terminals upon
which the data will be simultaneously used/viewed. Details are recorded in a Schedule
appended to the Licence. The Licensee may use the Data only for internal business use. There
is no transfer of title or ownership in the Data, and the copyright and intellectual property in the
Data remains the property of the State.

business that involves substantial monetary or operational consequences. Conclusions drawn
from, or actions undertaken on the basis of this data are the sole responsibility of the user.
Land Victoria does not warrant that this Product Description and the data are free from errors
or omissions. Also, Land Victoria shall not be in any way liable for any loss, damage or injury
suffered by the licensed user of the data of this Product Description or any other person or
organisation consequent upon or incidental to the existence of errors or omissions in the data or
this Product Description.

SUPPLY FORMATS AND PROJECTIONS AVAILABLE

The Landsat 7 ETM+ mosaic will be available as a 3 band 24 bit image in the following
formats:
• TIFF
• BIL
• ECW Compressed
and as a 1 band 8 bit image in the same formats.

PROJECTION
The Landsat 7 ETM+ mosaic will be available in both VICGRID94 and GEOGRAPHIC
projections. Both will be based on the Geodetic Datum of Australia (GDA94).

SUPPLY MEDIA AVAILABLE
The Landsat 7 ETM+ mosaic will be supplied through Land Victoria’s Data Service Providers
on CD-Rom. Component raw images will be supplied directly through the Land Information
Group of Land Victoria.

AREAS OF APPLICATION
The Landsat 7 ETM+ mosaic will be useful as a backdrop for many data visualisation purposes
including map production, spatial and thematic interrogation of vector datasets and in
presentation and demonstration material. Additionally, the Landsat 7 ETM+ mosaic can be
used for visual interpretation of land cover features.

It will be useable at scales from 1:40,000 and smaller.

The Landsat 7 ETM+ mosaic will not be applicable for digital classification purposes as the
digital values have been modified for visual appeal. For any such requirements, the raw
component imagery should be used.


2. QUALITY STATEMENT
LINEAGE
The Landsat 7 ETM+ mosaic is a derived product developed in house by the Land Information
Group. The source Landsat 7 ETM+ imagery is purchased from ACRES. The product name for
the imagery purchased from ACRES is Path Image, or Level 1G. The product name represents
the level of radiometric and geometric processing performed by ACRES on the data. The Path
Image, or Level 1G product, has been radiometrically corrected and resampled to suit
geometric correction and registration to a geographic map projection. In all, sixteen images
were required to provide Statewide coverage of Victoria.

The following is a summary of the flow of processes for the production of the Landsat 7 ETM+
mosaic. These processes have been described previously in the Methodology.

The Landsat 7 ETM+ mosaic is a static product. Once created it remains unchanged until the
next annual update replaces it. The lineage for this product is therefore relatively short.


DATA QUALITY STATEMENT
The quality of Vicmap Imagery - Satellite can be assessed by two measures. The spatial
accuracy of the features visible on the image and the clarity, sharpness and contrast of those
features. Generally, the physical size of the features and the spatial resolution of the ETM+
sensors determine the clarity and sharpness with which those features can be identified. The
colour contrast within and the colour balance between images can however, be manipulated to
produce a mosaic that is both visually appealing and thematically rich in content. The measure
of the success of achieving this outcome, is a subjective one.
Vicmap Imagery - Satellite is a mosaic of sixteen separate images. All images have been colour
balanced and matched to each other and joined in a seamless mosaic. The colour enhancement
aims to strike a balance in contrast and brightness between the major land cover types found
across Victoria: Forested land, broad acre cropping, pasture and urban areas.

SPATIAL ACCURACY
All component images used in Vicmap Imagery - Satellite mosaics are georeferenced to the
Vicmap Transport network using an average of twenty evenly spread control points per image.
Additionally, component images over the eastern and southern Victorian highlands have been
georeferenced using elevation models from the Vicmap Elevation data set. This ensures that
Vicmap Imagery - Satellite mosaics are equally as accurate in high relief terrain as they are on
flat terrain.
The spatial accuracy of the Vicmap Imagery - Satellite mosaics is dependant on the accuracy of
the Vicmap Transport network, the accuracy of Vicmap Elevation used in orthorectifications
and the precision with which control points are collected.
Individual and average control point root mean square (RMS) errors for each component image
are required to be less than or equal to one pixel, or thirty metres. This is usually achieved for
all component images with most average control point RMS errors falling under fifteen metres.
In general, ninety percent of all Vicmap Transport should fall with plus or minus 30 metres of
Vicmap Imagery - Satellite.

ATTRIBUTE & FEATURE ACCURACY
There are no attributes attached to the Vicmap Imagery - Satellite mosaics. All associated
information is provided through the standard NRE metadata protocol.

COMPLETENESS
Statewide coverage is achieved by mosaicing sixteen Landsat images. The land area is
enhanced separately from the ocean area and wherever possible, cloud free images are used.

LOGICAL CONSISTENCY
Land cover features across the component images have generally been colour balanced and
matched to each other so that a consistent appearance is achieved across the State. The Vicmap
Imagery - Satellite multispectral mosaics have been enhanced to approximate true colour.
However, they are still technically false colour representations.
In general, forest and tree cover is represented in dark green, irrigated pastures and crops
appear as light green, dry pasture and soils vary between red, brown and orange and water is
represented as blue.

POST PRODUCTION VALIDATION
Vicmap Transport has been used to verify the image registration and spatial accuracy. Maps
are also produced at scales up to 1:50,000 to check for holes or gaps and untidy edge matching
seams in the mosaic.

Once prepared, no further validation procedures are required for Vicmap Imagery - Satellite
mosaics. In the case where cloud exists in part of the mosaic, it will be replaced by the next
available cloud free component image. Periodic updates (see Maintenance and Update
Frequency) and replacement mosaics will ensure that any quality issues will be addressed.

3. METADATA
Metadata at Page 0 level will be provided and added to the Victorian Spatial Data Directory
(VSDD).       The VSDD may be viewed via Land Victoria’s Website at
www.giconnections.vic.gov.au or via the Australian Spatial Data Directory site at
http://www.erin.gov.au/net/asdd/.
Page 1 and Page 2 metadata is pending definition of the elements for each Page level, to be
published in Geospatial Information Metadata Guidelines for Victoria - part of the Victorian
Geospatial Information Strategy 2000-2003.


4. PRICING

MARKET SIZE AND CHARACTER
It is expected that the main users of the Vicmap Imagery- Satellite product will be existing
Vicmap Digital users. There is however, scope for this product to be used by any organisation
looking for a regional or Statewide representation or display of Victoria.

PRICE
Under the Government’s pricing policy, data is supplied to customers on an access (right to
use) basis for an annual licence fee.
Vicmap Imagery - Satellite is part of Victoria’s “framework information” - that is, it is a
fundamental dataset intended to be available as broadly as possible, at minimal cost. The
licence fee is based on the pricing principles that price should be no impediment to use, and the
product should be priced to fund sustainable maintenance and development of the dataset. The
rationale for framework information and for pricing of framework information is provided in
the Victorian Geospatial Information Strategy (VGIS) which may be viewed via Land
Information       Group’s       website      at     www.land.vic.gov.au>For       and       about
Professions>Spatial>Spatial Policy.
The annual licence fee for Vicmap Imagery - Satellite varies according to the number of user-
seats (or terminals) required.
Full details of the conditions of use are provided with the licence. In overview, each user-seat
licence allows the licensee to use the data on an individual terminal within its own business.
Additional licences are required for each additional terminal. A corporate licence allows the
licensee to use the data on any number of terminals within its own business, and to display the
data in both Intranet and Internet applications. User-seat licences are suitable for small
businesses of up to three terminals. Corporate licences are suitable for larger businesses, or
those wishing to publish the data on the Internet. Neither licence allows the data to be
provided to any third party (that is, the licensee must not allow third parties to obtain the data).
Delivery (or transfer) fees are separate and additional to licence fees.
The Government pricing policy also contains provision for subsidies and credits, which may be
applied to meet community or social objectives determined by government or arising from
agreed outcomes. A subsidy may enable academic and community group use of Vicmap
Imagery - Satellite for the cost of delivery.

5. ACCESS
Land Victoria has appointed Data Service Providers (DSP’s) to provide Vicmap Products, data
updates and data management services to customers. Land Victoria provides Vicmap Imagery -
Satellite - Landsat Mosaic to DSP’s as a basic product. DSP’s offer a range of
datum/projection, format and media options, and charge a delivery fee for this service. The
delivery fee is not part of the data licence fee.
Prospective licensees of Vicmap Imagery - Satellite should refer to the website
www.land.vic.gov.au/vicmapdsp for further information on Data Service Providers.


Internet access is the preferred access mechanism for Vicmap Products. Work is in progress to
develop appropriate procedures to accord with the Geospatial Information Access Guidelines
for Victoria – part of the Victorian Geospatial Information Strategy 2000-2003.
