 Advising for the Hessen-Wisconsin Exchange
 This Advisor Guide is meant to be a supplement to the Hessen Outbound Student Guide, providing more in-
 depth background information and references for advisors. It is an evolving process and will be updated if
 necessary when procedures change or there are common questions. By all means, if there is a topic that you
 feel should be addressed, let us know (hoffmae@uwosh.edu or 920-424-0775). Also, it is necessary to join the
 listserv because as updates to these guides occur they will be announced via hessenwisconsin@lists.uwosh.edu.

Inbound

Hessen Application Deadlines & Process

Hessen Students will typically study in Wisconsin for either one semester or one academic year (fall followed by
spring or spring followed by fall). The following deadlines and timeline apply to both fall and spring semesters.

        Deadline            Action

        01 December         Hessen students apply to their respective international offices in Germany.

                            Applications are forwarded to the Hessen-Wisconsin Exchange Coordinator at Justus
                            Liebig University Giessen.

        31 December         Hessen administration reviews student applications and uses students’ 1st, 2nd, 3rd,
                            etc. choice placement requests to designate a UW institution for each applicant.

                            Hessen administration emails a list of nominated candidates to UW Oshkosh.

        05 January          UW Oshkosh shares the list of nominated candidates with relevant UW institutions.

                            The committee in Hessen informs candidates of provisional acceptance (pending
                            acceptance by the UW campus) or rejection.

        01 February         Hessen administration forwards student applications to the Hessen-Wisconsin
                            Exchange Coordinator at UW Oshkosh via email.

        05 February         The Hessen-Wisconsin Exchange Coordinator at UW Oshkosh forwards student
                            applications to the appropriate UW institutions via email.

                            If required, a hard copy may be requested of the Hessen Wisconsin Coordinator at
                            UW Oshkosh for follow up.

                            UW institutions that require the original TOEFL certificate may request this by sending
                            an email to Melanie Philipp-Bimber, Melanie.Philipp-Bimber@admin.uni-giessen.de,
                            or directly to the student.

        28 February         UW campus contacts inform UW Oshkosh of accepted and rejected applicants or
                            request additional time if needed.

        01 March            UW Oshkosh notifies Hessen.

        30 April            UW institutions follow their own internal policies related to international admissions
                            and may require/request additional application materials from Hessen applicants. At
                            this point, each UW institution corresponds directly with their Hessen student
                            applicants and with the Hessen students’ home institution coordinators as necessary.

                            Campuses that will contact students after 30 April should notify UW Oshkosh.

Tuition and Segregated Fees

       Inbound students do not pay tuition to the host institution.
       Inbound students always pay segregated fees and other similar fees to their host institution.

Academic Year Inbound Quotas

Quotas are based on the number of semesters of placement rather than on the number of students placed.

 These campuses may potentially have some flexibility in their inbound numbers. If additional placements
are needed, there may be some opportunity to increase placements at these campuses on a case-by-case basis.

 A copy of the student application, transcript, and specific course request are required when making a
request to place a graduate level student. A campus may not be able to accommodate a graduate level student
based on the application, prior coursework completed and/or specific course requests. Some graduate level
programs require that all exchange students pay an additional fee, generally termed a “surcharge”.

Program Withdrawal

Hessen students who withdraw on or before the deadlines below do not count in the exchange balance. Those
who withdraw after the following deadlines do count in the exchange balance.

       Withdrawal Deadline for UW fall semester: May 31
       Withdrawal Deadline for UW spring semester: October 14

A student who withdraws after the program withdrawal deadline may be replaced with another student, and
therefore not included in the exchange balance as a withdrawn student, provided the replacement student
applies in sufficient time to a campus which still has openings.

Friends of Hessen-Wisconsin Society

Your inbound Hessen students may be competing for a cash award by promoting study in Hessen on your
campus! The German Hessen-Wisconsin Freundschaftsverein (Friends of Hessen-Wisconsin Society) sponsors an
award for Hessen students who are notably supporting the relations between the two sister-states while
abroad. As of 2011, the award was a check in the amount of EUR 1,000 given to one single student or split
between two committed students.
Activities that could be rewarded might be, for example,
       to give an interview about studying in Hessen in the local or campus press
       to present the exchange on campus TV or the radio station
       to do a classroom visit in a local high school and make students aware of study options in Hessen

Outbound

Eligibility, German Language Proficiency & Placement Tests

Both undergraduate and graduate level students are eligible to exchange on short-term, semester-, and year-
long programs.

Students who plan to take courses in German at a Hessen institution may or may not need to submit evidence of
German language proficiency. Each Hessen institution has its own admissions requirements.

Students who plan to enroll in a German language course will take a language placement test during the first
days of orientation. The test will be used to evaluate language skills and placement in the appropriate level of
German language. Students with no prior German experience will not be evaluated and will automatically be
placed in the lowest level German language class.

Each UW should create internal policies and procedures for ensuring that student proficiency in German is high
enough to successfully complete the intended course of study. For information on which courses are taught in
German and which are taught in English, please see the Hessen Outbound Student Guide.

For reference, UW Oshkosh follows these general guidelines:

       German-taught courses, including semester & academic year, IUSP, IWU & ISU:
        At a minimum, completion of any 300 level German Language course with a grade of A or B, completion
        of GERMAN 204 with consent of the department, or equivalent proficiency with consent of the
        department is required. Students studying in German are required to submit a recommendation either
        from the German Language Division study abroad liaison or from their German language instructor.

       English-taught courses, including semester & academic year, IUSP, IWU & ISU:
        Sufficient knowledge of German to feel comfortable in a German-speaking environment. Students may
        elect to participate with no prior German language experience.

NOTE: Although IWUs and ISUs include a language component, students from around the world attend and
many may speak in English. Advise your students to be aware that they may take all courses in German;
however, international students and peers from the U.S. may speak English outside of class.

International Undergraduate Study Program (IUSP)

The IUSP at Philipps-Universität Marburg follows the U.S. academic calendar for both fall and spring semester.
IUSP offers coursework in both English and in German in a variety of academic fields. The IUSP also offers
German language courses but is not designed as an intensive language program. It is expected that students will
increase their German language proficiency while taking classes relevant to all fields of study.

Upon completion of the IUSP, students receive a transcript in the form of a Certificate (Zertifikat) from the
University of Marburg with the distinction of IUSP at the top.

Internships

The non-profit German-American Internship Program was founded by the Steuben-Schurz-Gesellschaft e.V. and
the U.S. Consulate General Frankfurt; the Hessen Ministry of Education is a cooperating partner. Students who
wish to intern in Germany during their experience abroad, even when the internship may be completed during
the second semester of a full academic year program, should contact this organization PRIOR TO TRAVEL
ABROAD.

Students studying in Hessen may also be helped to find internships by their host institution on a case-by-case
basis. It’s best to ask in advance whether the particular institution your student will attend can offer this type of
assistance. To do this, contact the coordinator at the appropriate campus directly. In general, internships may
be better supported at Hochschule than at universities.

Because of the student residence permit and student health insurance, consider the following:

1. A student may pursue a full semester of study followed by six weeks of full-time internship (a student
   cannot do an ISU followed by an internship).

2. The internship experience will carry a maximum number of allowed hours; hours worked on campus DO
   NOT count toward the maximum number of internship hours allowed.

The DAAD has information on scholarship-funded internships in Germany.

The German Studentenwerk offers work placements through their Heinzelmännchen (Employment Agency).

Application after the Deadline

Late applications are possible only when there is space available and when the Hessen institution deems there
to be sufficient time available prior to the program start date. Students who are serious about study in Hessen
should not miss the published deadlines. Potential exchange students are competing with students from other
Hessen Exchange programs (both state-to-state exchanges and direct exchanges) and for accommodation space.

Application Process

   1. Each UW Institution determines application deadlines internally and announces these to its students.
      Deadlines may differ from campus to campus, but should give sufficient submission time to meet the
      final deadline at UW Oshkosh.

   2. Each UW System institution collects and reviews all Hessen application materials as outlined in the
      Hessen Outbound Student Guide.

   3. Each UW System institution creates one .pdf per applicant of all Hessen-specific application materials
      and emails all application materials to the Hessen-Wisconsin Exchange Coordinator at UW Oshkosh
      (hoffmae@uwosh.edu) by the UW Oshkosh application deadline. See “Application Materials” listed
      below for details on the order and content of application materials.

   4. Each UW System institution also collects the signed “University of Wisconsin System Uniform Statement
      of Responsibility, Release, and Authorization to Participate in Study Abroad/Away and Exchange
      Programs” form. Do not forward these forms to UW Oshkosh.

   5. Each UW System institution retains the original Hessen application and the UW System form according
      to its own campus records retention policy.

   6. The Hessen-Wisconsin Exchange Coordinator at UW Oshkosh reviews the PDFs and forwards these to
      the Hessen-Wisconsin Exchange Coordinator at Justus-Liebig-Universität Giessen.

   7. The Hessen-Wisconsin Exchange Coordinator at Justus-Liebig-Universität Giessen reviews and
      distributes applications to each Hessen University.

   8. Each Hessen university reviews and directly contacts each Wisconsin student, and copies home
      university Study Abroad Coordinator, to explain additional procedures and request additional materials.
      Each Hessen institution follows a different timeline for contacting students; see the “Application
      Process” section of the Hessen Outbound Student Guide for a general timeline.

   Access the Cover Letter and application materials listed below from the Advisor Resource Page on line.

   Create one .pdf per applicant of all Hessen-specific application materials and email these to the Hessen-
   Wisconsin Exchange Coordinator at UW Oshkosh (hessen@uwosh.edu) by the UW Oshkosh application
   deadline. Each applicant’s materials should be arranged in the following order prior to creating the .pdf:

      Cover Letter (to be completed by the appropriate representative from individual UW office)
      Correct Hessen Application (Semester or IWU or ISU, signed by campus Hessen Advisor)

Choosing the Correct Hessen Application

       Students applying for a full semester program complete only the Hessen-Wisconsin Student Exchange
        Application for Study in Hessen.
       Students applying to the IWU complete only the Application for the International Winter University
        (IWU) Kassel.
       Students applying to any one of the five ISU’s complete only the Hessen-Wisconsin Student Exchange
        Application for the Hessen International Summer Universities.

Signatures

    The following documents require one or more signatures prior to submission:

       Hessen-Wisconsin Student Exchange Application for Study in Hessen (for semester students only) – must
        be signed by both the student AND the advisor
       Application for the International Winter University (IWU) Kassel – must be signed by the student
       Hessen-Wisconsin Student Exchange Application for the Hessen International Summer Universities –
        must be signed by the student
       Resume – must be signed by the student

    Each campus may determine who is responsible for the advisor signature on the Hessen-Wisconsin Student
    Exchange Application for Study in Hessen (for semester students only).

Student Statement

       The statement should be written in German to demonstrate German language proficiency if the student
        intends to complete a semester or academic year exchange where classes will be taken in German. In
        some cases this statement may have more weight in the review process than GPA or references.
       The statement may be written in German or in English if the student will study in English.
       If students are not sure what to write, ask them to describe in detail how this experience will be a
        benefit to their studies or future career, what they are looking most forward to gaining from this study
        abroad experience, and/or focus on the significance of the specific program to which they are applying.

Resume or CV

       The German resume format is different from the U.S. resume format. Applicants should follow the
        German format; they may choose to use the fillable resume form linked from the Hessen Outbound
        Student Guide or may create their own resume following German formatting rules.
       All German-format resumes must include, at the bottom of the resume, the place and date of
        completion and the student’s signature.

Official Transcript or Unofficial Copy

       Not all Hessen institutions will require the official transcript. Include an unofficial copy of the student’s
        transcript in the initial application .pdf. Later, if required to send an official transcript, the student may
        order this from his/her home institution and ask that it be mailed directly to the host institution.

Supporting Materials

       Students who do not have a 3.0 cumulative GPA should submit a strong student statement; these
        students should also consider sending letters of recommendation.
       Students who already have an unexpired passport may choose to submit a copy of the photo page with
        the initial application .pdf; students who don’t have this will receive a request for this directly from the
        German host institution.
       Evidence of German language proficiency is required by some German host institutions. Students who
        don’t have evidence of German proficiency to submit at the time of application, who don’t know
        whether evidence may be required, or who don’t know what type of evidence may be required should
        wait to submit this directly to the German host institution upon request.

Application Fee

Each application will generate a $100 application fee. Payments should be made through an Inter-Unit Journal
(IUJ). Please refer to the Advisor Resource Page for your invoice and instructions on how to complete an IUJ.
Note that your campus will initiate the payment process.

       IUJ payments must be received by UW Oshkosh by the application deadline.

Tuition and Segregated Fees

       Outbound students never pay segregated fees, municipal fees, and other similar fees to their home
        institution. Instead, outbound students pay the German Sozialbeitrag upon arrival in Germany.

       Outbound students participating on an IWU or ISU pay tuition on six credits to their home university
        regardless of the number of credits earned through the experience. Outbound student tuition includes
        everything covered by the Hessen IWU or ISU program fee as announced by the individual host
        universities!

       Outbound students participating on a semester or year program, including the IUSP in Marburg, pay
        tuition on twelve credits per semester to their home university regardless of the number of credits
        earned through the experience.

Health Insurance

Outbound students are required by UW System policy to carry international health insurance as provided to all
UW System study abroad students. In addition, outbound students are required to carry and pay for German
National Health Insurance. In order to apply for and receive a Residence Permit while in Germany, students
must show that they have UNLIMITED COVERAGE, which the UW System-mandated insurance does not provide
and which German National Health Insurance does provide.

While there is redundancy in the two plans, the UW System insurance includes trip cancellation, trip delay,
travelers’ assistance, emergency evacuation, security evacuation, and other provisions not included in German
National Health Insurance.

All outbound students should be advised in advance of travel that they will personally receive a bill and be
required to pay for the Germany National Health Insurance.

Managing IWU/ISU Quotas
To ensure that Hessen partners outside of Wisconsin can send students and to ensure that programs retain an
international feel, ISU/IWU quotas remain at 14 Wisconsin students for all ISUs/IWUs except for the ISU at
Justus-Liebig-Universität Gießen, which is at 7.

In order to manage the quota among Wisconsin schools and to market to Wisconsin students, UW Oshkosh will:

        By July 1 Invite all UW System campuses to request the total number of seats they intend to fill for the
                  next year’s individual IWU and ISUs. Campuses may request “0” seats for programs they
                  don’t intend to market or for which they don’t expect to have applicants.

       By July 15 Let all UW System campuses know the number of seats which can be allocated, based on
                  requests made.

       By July 31 In the case that campuses have requested more seats than are available for a particular
                  program, work with relevant campuses to allocate a fair number of seats to each campus.

              n/a Maintain a student waiting list so that, on the date on which ISU/IWU applications are due to
                  UW Oshkosh, if a particular UW System campus does not use all allocated seats, students
                  from other campuses may be awarded these seats.

    By October 7 Share participant lists back with UW System campuses, after the date on which ISU/IWU
                 applications are due to UW Oshkosh, so that students on each campus know whether they
                 can expect a placement at a particular ISU earlier in the process.

Exceeding IWU/ISU Enrollment Numbers

If you would like to send a larger group to one of the IWU/ISUs, you may want to consider a bilateral agreement
with the specific German institution so that you don't recruit students only to have them not placed in their first-
choice IWU/ISU. If you decide to do a bilateral agreement, you may “combine” agreements by sending students
both through the Hessen exchange and through your bilateral exchange if needed.

Transcripting Courses, Course & Credit Transfer: Scheine

In Germany, transcripts are not automatically generated for students. Additionally, not all academic information
is maintained in a central place at individual universities, so it often becomes the responsibility of the student to
collect the necessary paperwork and submit this paperwork with a request for a transcript. Therefore, each
exchange student should let the host institution know that a Transcript/Cirtifikat will be needed upon program
completion. Refer to the SCHEIN section in the Hessen Outbound Student Guide for more detail.

Each UW sets its own policy on acceptable documentation for course & credit transfer. For example, an
institution may accept individual Scheine as evidence of course & exam completion or may require that the
Scheine be submitted for creation of an official transcript at the host institution. The general process for
requesting such documentation and requesting a transcript is available in the Hessen Outbound Student Guide.

“Schein” defined: a “Schein” is a certificate of course completion for one individual course. It is given directly to
the student by the course instructor. “Scheine” is the plural form of “Schein”.

Visas & Residence Permits

U.S. Citizens – Under 90 days

       U.S. citizens who study in Germany for 90 days or fewer do not need a visa to enter Germany and will
        not need to apply for a Residence Permit once in Germany.

U.S. Citizens – 91 days or longer

    U.S. citizens who plan to study in Germany for 91 days or longer do not need a visa to enter Germany, but
    must apply for a Residence Permit. There are two ways for U.S. citizens to apply:

       Students may enter Germany on the visa waiver program, without applying for a visa in advance of
        travel, and then apply for a Residence Permit just after arrival. However, students who arrive in
        Germany without the proper documents in hand will find this to be a very difficult process. If possible,
        require that your students bring all of the documents to your office for your review prior to departure.
        A list of required documents is available in the Hessen Outbound Student Guide.

       If your student has his or her specific housing assignment well in advance, he/she may apply to the
        German Consulate in Chicago for a Residence Permit before leaving the U.S. However, this does take
        months! Refer to the list of required documents in the Hessen Outbound Student Guide and contact
        the German Consulate directly for the most up-to-date list of required documents.

Non-EU Citizens

    Non-EU Citizens may or may not need a visa to enter Germany. Check the German Missions in the United
    States visa page on the web to research who needs a visa and who does not.

    Wisconsin residents and international students studying in Wisconsin who need a visa apply through the
    Consulate General of Chicago. The list of required documents and links to forms are available on the
    German Missions in the United States visa page on the web. Applicants may be required to provide
    documentation in addition to what is listed at this site; applicants should be proactive in asking whether
    additional documentation might be required as early in the process as possible.

    One requirement is “evidence that you have sufficient funds to support yourself while living in Germany and
    two copies thereof”. One way to provide such evidence is by setting up a “blocked account” with Deutsche
    Bank. Begin the request process for a blocked account by clicking on the “contact us/by email” link on the
    right-hand side of the Deustche Bank web page and emailing a request for information on how to start the
    process for setting up a blocked account.

    There may be other ways in which a particular applicant may provide evidence of sufficient funds; request
    information from the Consulate in Chicago for other ways in which an applicant might meet the
    requirement.

    Passport - In order to apply for a visa, the applicant’s passport must have at least two empty pages and must
    have been issued within the last ten years. A passport older than ten years that has been extended for a
    period exceeding ten years from the time of issuance will not be accepted.

Program Withdrawal

UW students who withdraw on or before the deadlines below do not count in the exchange balance. Those
who withdraw after the following deadlines do count in the exchange balance.

A student who withdraws after the program withdrawal deadline may be replaced with another student, and
therefore not included in the exchange balance as a withdrawn student, provided the replacement student
applies in sufficient time to a campus which still has openings.

Annual Faculty Visits to Hessen

Each year, the Hessen Ministry of Education invites two Wisconsin professors from two different UW institutions
to apply to participate on a site visit. The Hessen Ministry of Education covers accommodation, site visit-related
transportation and some meals. The sending institution must cover the faculty member’s airfare and any other
visit-related expenses.

While on the site visit, the two participating professors will take part in the selection process for the Hessen
students applying to study in Wisconsin. They will also have the opportunity to meet their teaching
counterparts in Hessen and get to know multiple Hessen campuses and departments.

Professors apply by submitting a letter of motivation and a resume to the international office at their home
campus. The letter of motivation should address 1) how cooperation with a Hessen partner would enhance
their research & curriculum and 2) how students at the professor’s institution or from the professor’s
department or college might benefit from study at a Hessen institution. Each international office may
recommend one to two professors to the Hessen Ministry. Recommendations and supporting application
materials must be sent directly from the international office at the Wisconsin university to Melanie Philipp-
Bimber at Melanie.Philipp-Bimber@admin.uni-giessen.de. There is no need to send the recommendations or
supporting materials to UW Oshkosh first, as UW Oshkosh doesn’t have a role in selecting or recommending
applicants.
