Call to Order: Reeve Vincent called the meeting to order at 7:30 p.m. Declaration of Pecuniary Interests: None declared. Reeve’s Report: Reeve Vincent advised of the upcoming United Way Mayor’s Dinner, November 21, 2007, Knights of Columbus Hall, Goderich. Reeve Vincent will be attending the Sports Wall of Fame Inductee Ceremony, 6:30 p.m., November 23, 2007 at N.H.W.C. C. MacGowan That North Huron Council hereby authorizes and approves payment of the Bills and Accounts in the total amount of $570,409.93 for the period ending November 2, 200, as supported by the Treasurer‟s list of vouchers; Further that Council hereby authorizes and approves payment of $327,286.46 to Lavis Contracting for the Dinsley Street Project. DISPOSITION: Motion Carried. 2. Public Works 1. Staff Report – Quotes for Snowblower.

MacGowan That North Huron Council hereby authorizes and approves allowing Dryad Services access to the Himmelman property via the airport property and that compensation of $150.00 be requested for this access; further that Dryad Services thin pine trees in the area indicated on map, to improve future growth of hardwood while they are working the Himmelman property. DISPOSITION: Motion Carried. 4. CAO/Clerk 1. Wingham & Area Chamber of Commerce – Plan of Action Report was circulated.

Notice of an Application for Consent, Pt. Lot 29, Plan 409, Wingham Ward, Robert Hicks. Objection submitted from Mr. Anderson has been withdrawn. M508/07: MOVED: G. McClinchey SECONDED: M. Scott That North Huron Council hereby approves the Notice of an Application for Consent for Pt. Lot 29, Plan 409, Wingham Ward (Robert Hicks), with the following conditions: Municipal Requirements All municipal requirements be met to the satisfaction of the municipality including servicing connections if required, cash-in-lieu of park dedication, property maintenance, compliance with zoning by-law provisions for structures, and any related requirements, financial or otherwise. Survey A survey to be submitted to the County and to the municipality showing the lot lines of the severed parcel and the location of any buildings thereon. Where a violation of any municipal zoning by-law is evident, the appropriate minor variance or rezoning shall be obtained before the deed is stamped. Zoning The severed land be rezoned to the appropriate zone (e.g., C4), to the satisfaction of the municipality. The retained land be rezoned to the appropriate zone (e.g.,) to prohibit a residence, to the satisfaction of the municipality. A minor variance be approved to recognize *** Storm Water A lot grading and drainage plan be completed to the satisfaction of the Township of North Huron. A storm water management plan be completed to the satisfaction of the municipality, Conservation Authority and Health Unit. Section 65 of the Drainage Act be addressed to the satisfaction of the municipality. Merging The severed land merge on title with the abutting property to the east upon issuance of the certificate under Section 53(42) of the Planning Act, RSO 1990, as amended. A firm undertaking be provided from the solicitor indicating that the severed land and the abutting property to the east will be consolidated under Land Titles onto one P.I.N.. Section 50(5) of the Planning Act, RSO 1990, as amended, applies to any subsequent conveyance or transaction of the severed land. A one square foot portion of the abutting property to which the severed land is to be merged be conveyed to the municipality. A survey be provided showing the one square foot parcel as a part on the reference plan. (this condition ensures that the severed portion will remain merged with a previously severed lot).

Other The areas of the C4 (Core Commercial) property to be enlarged that abut a residential zone, with the exception of the area subject to a right-of-way, be fenced to the satisfaction of the Township of North Huron. Confirmation that the right-of-way over the severed lands will continue to the satisfaction of the County of Huron. DISPOSITION: Motion Carried. 2. The Royal Canadian Legion, Wingham Branch 180, request permission to close streets for Annual Civic Remembrance Day Ceremonies, November 11th.

Council Reports & Inquiries: Councillor G. McClinchey inquired the status of ATV information. Clerk/CAO K. Special Meeting to be held November 27th. Public open house to be held. Christmas Office Schedule – Office will be closed December 25th & 26th and January 1st, with regular hours December 24th & 31st. Blyth Business Association holding an Open House November 26 th, 7:00 p.m. at the Blyth Inn. Report on Belgrave Water to be presented at Committee of the Whole Meeting. Lloyd Hutton Property - 2005 pre-engineering study completed. B. M. Ross to do further planning and provide information. Costs to be presented at Committee of the Whole Meeting.
